Town Elector Budget Review and Levy Approval — Minutes

Town of Drammen Special Electors Meeting Minutes November 10th, 2025 The meeting was called to order by Chairman Jeff Larson at 7:00 p.m. Town residents Jeff Larson, Joe Becker, Mike Isaacson, Nick Lutes, Donna Lampman, Jim Williams, Elizabeth Lutes, Greg Lampman and Bonnie Isaacson, Mark Zuber, and Dana Decambaliza were also present. Proposed 2026 Budget Review The Town Clerk presented the proposed 2026 town budget to the residents in attendance. Many questions were raised and satisfactorily addressed. One concern highlighted was the confusing presentation of Mobile Home Parking Fees; although the accounting figures were accurate, their labeling and categorization lacked clarity. The Town Clerk committed to clarifying this issue and will provide an updated version to the town board at the next scheduled meeting. Proposed $10,000 Levy Increase The Town Clerk introduced Resolution 25-5, which proposed to exceed the current levy limit. The discussion focused on reasons for the proposed increase, including the need to replace the town's aging plow truck, minimal levy growth due to limited new construction, and rising costs for emergency services. The Motion to approve the resolution to increase the town tax levy for 2025(to be collected in 2026) by 6.9% over the state’s allowable 2025 levy limit, for a dollar increase of $10,000.00 over the allowable 2025 town tax levy was made by Eliazbeth Lutes and Seconded by Bonnie Isaacson. Motion Carried. Yea 10 Nay 1 Abstain 0 Total Town Tax Levy The Town Clerk introduced Resolution 25-6, Adoption of the Total Town Tax Levy. The Motion to approve the resolution to adopt the total town tax levy for 2025(to be collected in 2026) in the amount of $154,170.00 was made by Greg Lampman and seconded by Mark Zuber.
