PLAN COMMISSION MINUTES
January 27, 2025
Members: Chair, Gary Harrop; Les Sander, Dick Royston, Neil Harrop, Pat Drager, and Chris Dietzen
Members Absent: Jim Marz
Also Present: Angie Volkman (Clerk/Treasurer), Mark Geisler (Public Works Director), Natalie Beil (Resident),
Christian Reid (Town & Country Engineering), and Kevin and Scott Looye (Developers) .
The meeting was called to order at 6:00 p.m. by Plan Commission Chair, Gary Harrop.
The meeting was properly published on January 16, 2025 and posted January 8, 2025.
A motion to approve the 12/16/2024 meeting minutes was made by Les Sander, second by Dick Royston
motion carried unanimously.
Sale or Transfer of property located in the NW corner of Walter Rd and Emily Rd (parcel -153/0806-171-
9710-1) to potential housing developer.
Chair Harrop introduced Kevin & Scott Looye, who provided the Plan Commission with plans included in the
packet, which featured photos of a similar property that they are currently developing in Reedsburg. The Looye’s
brought a comprehensive set of site plans for anyone interested in reviewing them. They have consulted with
engineers and are aware of the water detention issues in Dane County, and they are up-to-date on necessary
requirements. As builders, they plan to hire experts to address these concerns.
The Looye’s also met with Mark Geisler and Christian to discuss parking and potential adjustments to the optimize
stormwater runoff, erosion control, and flexibility in the entry point off Emily Street, ensuring the project fits well
with the surrounding neighborhood. Harrop noted the importance of limiting the number of driveways on Emily and
Walter Road to preserve on-street parking.
Chair Harrop reiterated the need for the Village to retain control of the water detention area as it is crucial for
managing water flow across Walter Rd. The Village could establish an easement , and the Looye’s have no issue
with this. Scott Looye noted that depending on how the lot is parceled and the setback requirements, there may be
some room for 8-10 units, though the lot is tight. Christian mentioned the Looye’s have several options, including
utilizing the existing pond, provided their engineers confirm it can handle the water runoff form the lots.
There were no questions from the Commission regarding the floor plan or appearance of the Looye’s proposed
development. Harrop also pointed out that the property has been off the tax roll for over 50 years, and it would be
beneficial to bring it back onto the roll. There has been discussion about offering a discount to incentivize the
Looye’s to move forward with construction. The property is appraised at $90,000, and a $50,000 discount would
bring the selling price to $40,000. Motion by Les Sander, second by Chris Dietzen to sell the property to Kevin
& Scott Looye. Motion carried unanimously. Motion by Chris Dietzen, second by Les Sander to recommend
to the Village Board not only the sale of the property but the sale of the property for $40,000 with the
understanding that this would accommodate a minimum of 8 units up to 10 with construct ed and completed
by June of 2026 or the purchasers agree to pay the $90,000 with the deadline of June 2026 can be extended if
agreed to by the Village Board. Motion carried unanimously. Chair Harrop noted during the January 14th Village
Board a resolution to extend the TID #4 for an additional year was approved to capture the increment in 2026 for
affordable housing incentives for developers.
Motion to adjourn was made by Dick Royston, second by Neil Harrop to adjourn. Motion carried
unanimously.
The meeting was adjourned at 6:27p.m.

LOT 63 – Emily Road
4-Plex Proposal Staff Review
Lot 63 is zoned §415-20 R-4 Multiple-Family Residential
• Permitted use as a multi-family residential building
• Building heights meets standards
• Front yard setback meets standards (20’)
• Rear yard setback meets standards (155’)
• Side yard setback meets standards (10’); however, the proposed building occupies
space right to the 10’ public utility/stormwater management easement.
• Minimum lot area per family:
o 4, 3-bedroom units require 16,800 square feet; lot size is 18,600 square feet
• 2 driveways will service the 4 units which is consistent with §20, 2 driveways per lot
• §415-93 Site Plan Approval Requirements
o Appropriateness of the site plan and buildings in relation to the physical
character of the site and the usage of adjoining land areas
Consistent with neighboring multi-family developments to the east
o The layout of the site with regard to entrances and exits to public streets; the
arrangement and improvement of interior roadways; and the location,
adequacy and improvements of areas for parking and for loading and
unloading and shall, in this connection, satisfy itself that the traffic pattern
generated by the proposed construction or use shall be developed in a manner
consistent with the safety of residents and the community, and the applicant
shall so design the construction or use as to minimize any traffic hazard
created thereby.
Lot is located 380 linear feet from the intersection of Emily and
Reeve Road.
Commercial driveway is located approximately 100’ from the
property.
o The adequacy of the proposed water supply, drainage facilities, and sanitary
and waste disposal
This information is missing from the Site Plan. Discussions with
Jerod Bennett (Alterra Homes) and Chris Statz (Public Works
Director), the existing water and sanitary laterals are not adequately
sized to serve the proposed development. The Village will require
upgraded water (1 ½” with an 1 ½” curb stop) and sanitary sewer
laterals (6” with a new manhole of connection) to accommodate the
proposed use.
• The development shall provide four individual water service
laterals to the building, each equipped with a separate curb
stop and water meter owned by the property owner. These
services shall connect to a single larger water service lateral
that is connected to the Village water main.
Consideration should be given for refuse and recycling collection
• Individual containers; or
• Dumpster (location on-site)
Erosion Control
• Provide the Village with all necessary calculations
demonstrating the adequacy of the proposed drainage
facilities.
• Provide a copy of the approved long-term maintenance
agreement for the drainage facilities, as approved by Dane
County.
o The landscaping and appearance of the completed site. The Plan Commission
may require that those portions of all front, rear, and side yards not used for
off-street parking shall be attractively planted with trees, shrubs, plants or
grass lawns and that the site be effectively screened so as not to impair the
value of adjacent properties not impair the intent or purposes of this section.
No landscaping plan has been included
• §215-5 Stormwater and Erosion Control Management
o Stormwater and Erosion Control Permit will be required as the land-
disturbing activity exceeds 4,000 square feet through Dane County.
• Pheasant Ridge Run Architectural Control Committee Approval
o The Village has not received approval from the A.C.C.
o Alterra Homes has submitted plans to Heffron Homes but has not received
notification of approval
• Alterra Homes prefers to avoid the installation of a sprinkler system
o Per International Building Codes Townhomes may be constructed without an
automatic sprinkler system if ALL of the following conditions apply:
The townhouse meets the definition in IBC Chapter 2 (A single-
family dwelling unit constructed in a group of three or more attached
units in which each unit extends from foundation to roof with open
space on at least two sides).
The townhouse does not exceed more than 2 stories above grade
plane in height
Each dwelling unit within the townhouse is separated from other
dwelling units by at least a 2-hour fire-resistive-rated separation
walls constructed in accordance with the requirements of IBC section
706. The separation wall does not have to comply with the structural
stability requirements of IBC section 706.2 and the horizontal
continuity requirements of IBC section 706.5.
Tracy Johnson – Building Inspector confirmed the plans meet
the requirements to not install an automatic sprinkler system.
Staff Recommendation:
Conditionally approve the 4-plex pending an updated site plan to include utility connections and
a landscaping plan; an approved stormwater and erosion control plan from Dane County, and
approval from the Pheasant Ridge Run Architectural Control Committee.
Additionally, all property stakes must be located prior to groundbreaking.
