Chief Parman reviewed a presentation informing the Village Board about pending ladder truck and engine replacement options. The Village operates a 1997 ladder truck which has been scheduled for replacement in 2026 and a 1996 engine which has been scheduled for replacement in 2027. Options presented to the Board include purchasing new and used fire apparatus and including the funding as part of the General Obligation Bond which will be sold in April 2026. If the Village Board supports purchasing two fire apparatuses in 2026, the subsequent pricing would exceed one million dollars. Chief Parman also requested any decision to purchase a fire apparatus take into consideration on the year it has been made to prevent the Village from stacking multiple replacements within a short amount of time. No action taken. Discuss and recommend the placement of a permanent dumpster at Walter Crossing. Request from Kevin & Scott Looye. Erickson reviewed the history of the Looyes ’ request, noting that the Plan Commission had previously tabled their proposal to place a dumpster near the Walter-Emily Road intersection. The Looye ’s submitted an alternative location near the northeast corner of the four-unit building along Walter Road. The revised proposal includes a minimum twenty-three-foot setback from Walter Road, an enclosure measuring approximately eight by twelve feet, a maximum height of six feet, and a driveway opening no wider than thirty feet. Motion by Forseth, second by Marx to conditionally approve the proposed placement, pending verification that the enclosure is located outside the stormwater utility easement. The motion also required installation of a gate if the enclosure opening faces east; if the opening faces south, a gate would not be required. M otion carried unanimously . Reid presented Town & Country ’s review letter dated February 23, 2026, which included: Sheet C-1 – The new expansion will require removal of the community garden facility that is located on the Plastic Ingenuity property. That site is currently served by a 1-inch water lateral that will need to be abandoned at the corporation stop of the water main. This existing meter pit will also need to be abandoned, and the meter returned to the Village. Erickson noted the Community Garden group has been working with the Village to relocate the gardens. Two sites have been identified and are under review. Plastic Ingenuity has agreed to cover the cost of relocation. Sheet C-2 – It is not clear how/if the new expansion will receive sewer and water service. The fire chief should be consulted about requirements related to fire hydrant proximity to the new expansion. A number of existing private stormwater management features will need to be relocated for this project. All changes to existing features and the sizing of new features will need to comply with the Village, Dane County, and DNR requirements. Full approvals from those agencies should be provided before commencing work. It is also not clear how connections to Hudson Street will be accomplished . Detailed elevations of the driveway and road connection should be included in all successive submittals. Sheet C-3 – A new fire hydrant and connection is shown near the existing main driveway to Hudson Street but not labeled. If this is proposed, an isolation valve will be needed near the main connection and a minimum 10-foot long/full-width pavement patch provided. The connection will need to be further evaluated once the roadway connection details are provided. General – An updated stormwater management affidavit will be needed to cover the relocated and new stormwater features. A motion to conditionally approve the site plans contingent upon the conditions outlined in the Vierbicher review letter dated February 16, 2026 and the Town and Country review letter dated February 23, 2026 subject to final review by the Village Attorney was made by Martinez ; motion seconded by Forseth . Motion carried unanimously. Site Plan for new home construction at 509 Ridge Drive pursuant to §415-10. R equest by Mark & Sue Barry. Erickson provided a review of the property at 509 Ridge Drive and the Plan Commission ’s decision s on February 9, 2026, and February 23, 2026. Tomas Toro , Grothman and Associates , and Matt Kippley, Kippley Construction, discussed the site plan which includes the use of Envirolok retaining walls on the south and east slopes, the addition of a wrought iron fence along the east, south and portions of the west slopes for safety of parkland users, the installation of a berm to divert water above the south facing slope , and a new offer to purchase Lot 15 without contingencies has been submitted which will be signed following the Village Board ’s decision . The Village Board inquired if the Envirolok materials have a warranty, who is responsible for inspecting the integrity of the wall long-term, and which party is responsible for hiring a licensed engineer to stamp the submitted site plans. Toro was unaware if warranties existed with the Envirolok materials. Kippley Construction or the homeowner will be responsible for securing an engineer that will stamp the site plans. The Village will complete the sign off on the easement release with the Village Attorney and charge the escrow account for reimbursement. Motion by Marx , second by Martinez to conditionally approve the site plan contingent upon the following conditions: 1.
