It outlines the traffic-related items being discussed and the recommendations from the Public Safety Committee that are anticipated to be presented to the Village Board in October. Tomorrow’s discussion will focus on traffic concerns involving Military Road, Evergreen Parkway, and the school parking lot, along with the proposals developed by the Public Safety Committee. Seth Johnson will also need the ability to connect his computer to the meeting display so that he can present the committee’s proposals to the group. I agree with Tony that we should get feedback from the school at tomorrow's meeting on this and other options. I had earlier looked at an option to eliminate parking altogether on that stretch (between Church St and GCMS driveway). However, that was more in the thought of striping a southbound left-turn lane and leaving room for through traffic (heading towards Twin Pine) to bypass on the right. Right now, there is kind of room since parking is prohibited on the southbound (west) side during school hours, but thought about "formalizing" it. However, that would greatly reduce the utilization of available space during the other vast majority of the time when the left turn lane is not needed. Anyway, here are my direct thoughts to the suggestion to just go no-parking, stopping, standing on that stretch,.  Yes, there is friction anytime we have parallel parking (or this type of pickup / drop off), but this is a common motorist situation. Parents encounter the same thing in the GCMS dropoff / pickup zone right now.  Speeds are low when there is a queue, and even if there isn't, we would at least hope people are giving some credence to the 15 mph school zone speed limit. I certainly don't want to see fender- benders either, but injury crashes are less likely. We should especially encourage communication to parents to have their children enter/exit on the passenger side, even if someone is sitting behind the driver.  Some parents are already utilizing this area when and where there is room without parked cars, after staff flee the area, etc.  If we close off this area now, we make it even worse when the queue builds up in the GCMS parking lot and driveway. That is curbside space with a sidewalk with enough room for 20-25 cars.  On-street curbside pickup and dropoff is common at many schools, including on both streets alongside Kromrey MS in Middleton (unless something has changed that I am not aware of). They sign both areas as No Parking 7:30 - 4:30 on school days (but don't say no standing or stopping), and I believe they still specifically indicate these areas are to be utilized for student pickup and drop off.  As with any option, education and patience will be key as we all navigate this situation and the changes that will come when Marchstone streets open. Also, for any areas where we do want to reserve space for curbside pickup and drop off, there is another option besides 30-minute parking. The streets near many Madison schools have even more detailed signs that show a no parking graphic, with text that states "Drop Off Pick Up Only While Vehicle Attended 7:30AM - 4:30PM on School Days". Given how busy that area gets, especially with considering the 30-minute parking and the line of cars at the stop sign, encouraging cars to pull into and back out of that area could create an additional safety concern. It may be worth looking at the traffic pattern during the busiest arrival and dismissal times and getting some input from school staff before we make a final recommendation. I think the priority should be keeping the traffic flow as predictable and safe as possible. Thanks for bringing this up. A.RuesgaJr. Chief Antonio J. The feedback she provided is that it might be dangerous for folks to do pick up and drop off at the green line as they would be “pulling in” to a large line of cars waiting at the stop sign. I didn’t think much of it until driving to Board of Review tonight. I left my house, and traffic was crazy. A bunch of cars were parked on the “green line” picking up children. One car almost did in fact hit me as it was pulling back out into traffic on Military Road. I’m not an expert, but what do you two think about encouraging pick up / drop off on the green line given how busy that particular area gets with 30 minute parking? We could consider no parking instead. Parking is already prohibited (with signs) during school hours on the southbound (west) side of Military to the north of the GCMS driveway, and then there is yellow curb paint north and south of the crosswalk on both sides of the road. On the northbound (east side) of Military, there is a small portion of yellow curb just north of the GCMS driveway, but I propose extending that a bit further north to create better sight lines. We may even want to consider putting out a few cones as a short-term solution even if we sign it, because as I've witnessed, parents will still stop there and wait to pick up kids when everything else is jammed up. Thanks for your questions and comments. FYI to all, I may be out there to observe traffic again this afternoon. I've already spent a couple of afternoons parked in that area north of the driveway where I can see what is going on at the driveway, most of the GCMS parking lot and pickup / dropoff areas, and still see queuing on Military. I've also taken some morning walks over there during morning dropoff time. I'm not recording or taking pictures as I don't want to cause any concerns for students / parents / staff, but I've got some good notes. For those that don't know, my youngest son is in 8th grade at GCMS and his two older brothers both went there, so I've got some experience with the situation even though I rarely have had to do pickups or drop offs ... thankfully. ;) Seth 2 On Thu, Sep 17, 2026 at 1:04 PM Asher Torbeck <atorbeck@mcpasd.k12.wi.us> wrote: Thanks for sharing this, Chief, and thanks for drawing it up Cameron. Since I cannot make the meeting, I wanted to pose a few questions and ideas for discussion based on the map from Cameron. The crosswalk I circled in yellow, are there flashing lights there currently? If not, this may be another good spot for them since, as we've already discussed, many kids will use it to get to parents on the south side of Evergreen and this would be consistent with the other crosswalk further east. Also, I think it would be a good idea to restrict parking on the southside just around that same crosswalk and up Military a bit (Orange line). This will allow for more visibility of students crossing and would help with drivers being able to see and have space to maneuver when they exit the lot. Maybe that's already been thought of, I know Cameron put this together for us quickly but just wanted to bring those items up. I really appreciate your help and would welcome the opportunity to speak with you, Chief Ruesga, about what options may be available through the Village. My concern is becoming less about the damage to the lawn itself and more about what could happen the next time a vehicle comes through this area. This is not the first time we have had a vehicle enter our property, and this most recent incident left a very clear tire path well into our yard. Our camper is parked very close to where the vehicle traveled, and had the vehicle continued farther, it could very well have struck the camper, our newly constructed retaining wall, or potentially our garage/house. A collision with any of these structures could obviously result in significant property or structural damage, but my greater concern is the potential for someone to be seriously injured. Our camper is used by family members on occasion, including just last night when my son slept in it after arriving home late so that coming into the house wouldn’t wake our daughter. Knowing that someone could actually be inside the camper when a vehicle leaves the roadway and travels this far onto our property makes this especially concerning to me. I have attached several photographs from the most recent incident so you can see the path the vehicle took and its proximity to our driveway, camper, retaining wall, garage, and home. Please see pdf attachment. I would really like to explore whether some type of highly visible municipal traffic warning could be placed near this location. I have included a mock-up showing the general idea of a taller chevron/curve- style warning sign near the curb. I am certainly not suggesting that this exact sign or placement is necessarily the appropriate solution — I would defer to the Village and Public Safety Committee regarding what is permitted and what would be most effective. My goal is simply to make this area more visible to drivers and hopefully prevent another vehicle from entering the property. If this requires appearing before the Public Safety Committee or Village Board, I am absolutely willing to do that. I would appreciate any guidance you can provide regarding the appropriate next step and whether someone from the Village could take a look at the location in person. Thank you both for taking the concern seriously and for helping me figure out the best way to address it before a future incident results in more serious damage or, most importantly, someone getting hurt. 2 Thank you, Deborahe Schultz On Sat, Sep 19, 2026 at 2:58 PM Matt Hudson <mhudson@crossplainspolicewi.com> wrote: Hello Chief Ruesga, I spoke with Deborahe today regarding another vehicle driving into her yard and causing some damage. I plan to be there and speak during public comment. I did have one additional concern that occurred to me, and I thought it might be better to ask you ahead of the meeting rather than try to fit everything into my three minutes. One option we have considered on our own is placing several large landscape boulders, pavers, or some type of low barrier along the front portion of our property to provide physical protection if another vehicle leaves the roadway. I’m attaching a few photographs/mock-ups showing some of the ideas we have considered and approximately where the boulders or pavers might be placed, give or take due to property lines. These are only ideas at this point—we have not made any decisions or installed anything. However, I’m hesitant to do that without first understanding how it could affect Village snow-removal operations. Because of the way Lewis Street and Eulalia Street meet at our property, snow from the roadway is regularly pushed/plowed toward the curb in front of our property. I’ve attached a photograph showing the street configuration from our property. My concern is that putting large boulders near that area could create a hazard or obstruction for a Village plow, or the plow could potentially damage the wall. I also don’t know what the setback requirements are for placing something like that near the roadway or Village right-of-way. Before we spend money installing anything ourselves, could you possibly help us determine what the Village would allow in that location and how responsibility for damage would be handled if a Village plow were to strike a permitted barrier on our property? Part of the reason I am hoping a traffic warning sign or another Village-approved safety measure can be considered is that I don’t want to solve one safety problem by unintentionally creating another one. Ultimately, my goal is simply to protect our home and, most importantly, our family. After having vehicles enter our property more than a few times, I don’t feel comfortable leaving the area completely unprotected and simply hoping that it doesn’t happen again. I would much rather work with the Village to determine what preventative measures are appropriate and safe than install something on our own that could interfere with the right-of-way or snow-removal operations. 2 That is why I’m trying to explore all of the options now—including traffic signage, boulders, pavers, or another type of protective barrier—and understand what the Village would permit. I do feel we need to take reasonable steps to protect this area; I just want to make sure we do it responsibly and in cooperation with the Village. If you think this information would be helpful for the Public Safety Committee to have when considering our request, I would appreciate having it included with the other materials for the October 20 meeting. Thank you again for all of your help and for taking the time to work through this with us. If the Committee recommends moving forward with the sign and the matter is placed on the October 26 Village Board agenda, I recommend attending that meeting as well and taking the opportunity to speak during public comment. Thank you again for reaching out, and I appreciate your willingness to participate in the process. Sincerely, A.RuesgaJr. Chief Antonio J. I really appreciate it. 8 Would I be permitted to attend the Public Safety Committee meeting and, if appropriate, briefly speak regarding the concern? Since this is occurring directly on our property, I would be happy to attend in person to answer any questions the Committee may have or provide any additional context that may be helpful when they review the request. Also, if the Committee recommends the sign and the matter moves to the Village Board on October 26, would you recommend that I attend that meeting as well? Thank you again for your help with this. We understand your concerns regarding the safety of the area and the potential for a vehicle to enter the property again. Your request will be addressed at the next Public Safety Committee meeting, scheduled for October 20 at 7:00 p.m. The Committee will have an opportunity to review the concern and discuss whether a traffic warning sign would be appropriate for the location. If the Public Safety Committee recommends that a sign be installed, the matter will then be brought forward to the Village Board at its meeting scheduled for October 26 at 6:00 p.m. for a final decision. We appreciate you bringing this concern to our attention and providing the photographs and additional context. We will make sure the information you provided is available for the Committee's review. I have included a mock-up showing the general idea of a taller chevron/curve-style warning sign near the curb. She asked about the process for working with the village to possible put-up signage or barriers. I am not sure how to best direct her to the Public Safety Committee or a Village Board meeting and she asked if you could reach out this coming week to provide her with some direction.
