Call to Order Village President Lengfeld called the meeting to order at 6:31 pm. II. Roll Call Present: Commissioner(s): Seth Johnson, Tim Hillebrand, Trustee Bill Brosius, Trustee Judy Ketelboeter, and Village President Lengfeld. Absent: Commissioners Kevin Thusius and Joanna Cree. Also Present: Village Clerk Bobbi Zauner, Jeff Haen, Kyle Haen, and Michael Pomykalski. Attending Virtually: Planner Sonja Kruesel of Vandewalle & Associates, Brian Berquist of Town & Country Engineering, Dave Ripp, Bob Ripp, and Kevin Murphy. III. Pledge of Allegiance IV. Public Comment – None. V. General Business – Regular Meeting 1. Approval of the Minutes from the July 6, 2026 Plan Commission Meeting. A motion was made by Hillebrand, seconded by Brosius, and unanimously carried by the Plan Commission to approve the minutes from the July 6, 2026 Plan Commission Meeting. 2. Discussion and Possible Action Regarding a Request to Allow Earth-Disturbing Activities for Marchstone Development Phase I Beyond September 15, 2026. A motion was made by Ketelboeter, seconded by Johnson, and unanimously carried by the Plan Commission to move General Business Item #2 to the end of General Business. 3. Discussion Regarding the Ripp Family Development Proposal South of Highway KP and East of Gil’s Way. Following a presentation by Dave Ripp, the Plan Commission discussed the concept plan and provided feedback. 4. Discussion and Possible Action Regarding Updates to Street Light Policy. 2 Following a presentation by Michael Pomykalski and discussion, a motion was made by Johnson and seconded by Lengfeld to recommend approval of the updated streetlight policy. Following further discussion, a roll call vote was requested. YES – Hillebrand, Johnson, Brosius, and Lengfeld. NO – Ketelboeter. Motion carried, 4-1. 5. Discussion and Possible Action Regarding a Request to Allow Earth-Disturbing Activities for Marchstone Development Phase I Beyond September 15, 2026. This item required a ¾ vote of the Plan Commission. Because only 5 members of the Plan Commission were in attendance, this item was not discussed. VI. Adjournment A motion was made by Johnson, seconded by Brosius, and unanimously carried by the Plan Commission to adjourn at 7:52 pm. Proper notice of this meeting was given to the public and posted on the public bulletin boards in accordance with the Open Meeting Law.
