Staff/Department: Carly Persson, Village Administrator
Subject Matter: Technology Package for the New Village Hall/Police Department
Meeting Date: July 27, 2026
Referral History: Village Board – June 22, 2026
Executive Summary:
Project Background:
Code/Policy Review:
The Technology Package is part of the new Village Hall and Police Department project and provides the
infrastructure necessary to support public meetings, staff collaboration, public communication, building
security, and police operations. This package was bid separately from the building construction contract and
includes meeting room presentation systems, video conferencing equipment, microphones, speakers,
control systems, electronic access control, and associated audio-visual and security systems. The most
recent project budget allocates $200,000 for technology-related improvements.
Initial bids were publicly opened on June 19, 2026, at 2:00 p.m. Two bids were received for the Technology
Package. Following review of the bids received, Wold Architects & Engineers recommended award of the
contract to Integral Building Systems, Inc. of Madison, Wisconsin, in the amount of $413,893.00. The Village
Board rejected the bids at their June 22, 2026 meeting and directed the team to rebid the project after a
meeting to reduce the scope of the project. The Board also allowed bidders to bid on an Audio-Visual
Package and Security Package separately.
The rebids were publicly opened on July 23, 2026 at 2:00 p.m. Three bids were received for the Audio-
Visual Package and four bids were received for the Security Package. Wold Architects & Engineers
recommends award of the AV Package to Communications Engineering Company (CEC) out of Green Bay,
WI, in the amount of $134,264.91. Wold recommends award of the Security Package to CEC as well, in the
amount of $204,698.90 for a grand total of $338,963.81.
The Technology Package includes:
• Audio and presentation systems for the Community Room and Community Conference Room.
• Video conferencing capabilities in meeting and conference spaces.
• Public meeting microphones, speakers, and control systems.
• Audio systems supporting Police Department operations and training spaces.
• Electronic access control and security system components throughout the facility.
• A/V equipment racks, cabling, programming, and system integration throughout the building.
The procurement of the Technology Package was conducted in accordance with the Village's Purchasing
Policy. Bids were publicly advertised and received through a competitive sealed bidding process. Award of
the contract is subject to Village Board approval.

Re: Village of Cross Plains
New Joint Village Hall and Police – Audiovisual and Security Package (Rebid)
Commission No. 243047
Dear Carly:
On Thursday, July 23, 2026, at 2:00 p.m. bids were received from four (4) contractors for the
Audiovisual and Security Package for the new Joint Village Hall and Police building project. The
project was divided into two separate base bids for the audiovisual package and security package,
respectively. The Village can choose to award the bids to separate firms based on the separate base
bid amounts or to a single firm based on the combined base bid amounts. A bid tabulation is
attached for your review.
Upon post-bid review of the submitted bids, the following irregularities and issues were identified
by Wold:
1) Advanced Technical, LLC provided documentation in their bid that indicates their bid
amount did not include costs for the specified systems and is based on a substitute system
that does not meet the bid specification requirements.
2) Fearing’s Audio Video Security provided documentation in their bid that indicates their bid
amount did not include costs for the specified systems and is based on a substitute system
that does not meet the bid specification requirements.
3) Communications Engineering Company did not include a bid bond as part of their bid.
The indication that submitted bids do not include the specified systems is a means for
disqualification. Awarding a contract to firms with acknowledgement of this omission would
represent an unfair bidding advantage. Therefore, Wold recommends rejection of the bids from
Advanced Technical, LLC and Fearing’s Audio Visual Security.
Communications Engineering Company has supplied a digital copy of their bid bond post -bid. The
Village has the right to accept a bid irregularity. This irregularity does not represent an unfair
bidding advantage. Wold recommends acceptance of the bid from Communications Engineering
Company.

Sincerely,
Wold Architects and Engineers

Staff/Department: Carly Persson, Village Administrator
Subject Matter: Dane County Electric Vehicle Site Host Agreement
Meeting Date: July 27, 2026
Referral History: Sustainability Committee – June 11, 2025, March 11, 2026, Village Board – July 13, 2026
Executive Summary:
Project Background:
Dane County has selected the Village of Cross Plains to participate in the Charge Up Dane County EV
Charging Infrastructure Program. Approval of the Site Host Agreement would allow the Village to move
forward with the project, which would include the installation of two dual-port Level 2 electric vehicle charging
stations capable of charging up to four vehicles simultaneously at the new Village Hall and Police
Department site. The agreement would commit the Village to serving as the site host for five years after the
charging stations become operational, while Dane County would own, operate, and maintain the equipment
during that time. Construction is dependent on federal funding and is not anticipated until 2027–2028. If the
project moves forward, a separate easement would be prepared and presented to the Village Board for
consideration at a future meeting.
Staff brought the Charge Up Dane County funding opportunity to the Sustainability Committee for
discussion in June 2025. Following the discussion, the Village submitted an application identifying the
Village-owned parking lot at 1724 Main Street as a proposed host site. During Dane County's site visit,
staff determined that dedicating multiple parking stalls to public EV charging at that location could
significantly impact parking availability due to its proximity to Zander Park, nearby businesses, and the
future Lions pavilion. As a result, staff explored alternative Village-owned locations.
Staff later brought the next round of Charge Up Dane County funding to the Sustainability Committee
for discussion in March 2026, including the proposed Village Hall and Police Department site. The
Village submitted a second application on April 1, 2026. Following a site visit and review by Dane
County and its design consultants, the County selected the site to move forward in the program. The
proposed layout would dedicate approximately five parking stalls to EV charging, including one ADA -
accessible charging space, subject to final design.
Finally, staff brought the Site Host Agreement to the Village Board on July 13, 2026. Following
discussion, the Board postponed action and directed staff to obtain additional information regarding
the Village's ongoing responsibilities under the agreement before bringing the item back for
consideration.
Approval of the attached Site Host Agreement would allow Dane County to proceed with preliminary
design, environmental review, and federal funding approvals. If the project advances, a site- specific
easement and final design would be presented to the Village Board for future consideration.
204
Code/Policy Review:
Fiscal Impact:
Recommendation:
Appendices:
Approval of the Site Host Agreement does not require any amendments to the Village Code or existing
Village policies. A separate easement and any related property documents would be brought to the Village
Board for consideration if the project moves forward.
1. 6/16/26 Host Site Discussion with KL Engineering (Dane County’s Engineer)
2. Cross Plains Host Site Agreement
Dane County would fund the design, installation, ownership, operation, and maintenance of the EV charging
infrastructure through the Charge Up Dane County program. The Village would commit to serving as the site
host for five years after the charging stations become operational. During that time, the Village may incur
costs related to existing electrical infrastructure incorporated into the new Village Hall and Police Department
project, depending on the final charger layout. Those costs, if any, have not yet been determined.
Staff recommends approval of the Dane County Electric Vehicle Site Host Agreement.

EV STATION SITE HOST AGREEMENT
This Electric Vehicle Charging Station Site Host Agreement (“Agreement”), made upon the date
of its full execution (“Effective Date”), is entered into by and between the County of Dane (“County”), a
Wisconsin quasi-municipal corporation with offices at 210 Martin Luther King, Jr. Blvd, Room 419,
Madison, WI 53705, and Village of Cross Plains (“Site Host”), a Wisconsin municipality with facilities at
1601 Bourbon Road, Cross Plains, WI 53528.
WHEREAS, County applied to the United States Department of Transportation, Federal
Highway Administration, for a grant under the Charging and Fueling Infrastructure Discretionary Grant
Program (“CFI Grant”) to install electric vehicle charging stations throughout Dane County, and
WHEREAS, County conducted an open and competitive process to select installation sites that
were unlikely to be prioritized by the private market, and
WHEREAS, Site Host is the owner of the Village Hall and Police Department located at 1601 Bourbon
Road, Cross Plains, WI 53528 (“Site’);
WHERAS, Site was selected by County as an installation site for an electric vehicle charging
station because it is located in one of the following designated priority areas: (i.) Rural, (ii.) low- and
moderate-income neighborhood, (iii.) an area with low ratio of private parking to households, (iv.) an
area with high ratio of multifamily dwellings to single family homes, (v.) or an area with active and
public transportation services and connections (“Priority Area”);
WHEREAS, Site Host desires to have County install an electric vehicle charging station at the
Site under the terms and conditions provided for in this Agreement;
NOW THEREFORE, and in consideration of the mutual covenants and obligations contained
herein and for other good and valuable consideration, the receipt and sufficiency of which is hereby
acknowledged, the Parties hereby agree as follows:
1. Term. The term of this Agreement begins on the Effective Date and ends five (5) years following
the date that the electric vehicle charging station is first operational and open to the public
(“Term”).
2. Funding. The parties acknowledge that County has secured funding from the U.S. Department of

assessment, equipment purchase, construction and installation related to siting an electric vehicle
charging station. Site Host is not a sub-awardee of the CFI Grant, but agrees that all of its
obligations under this Agreement are material and that compliance with such obligations ensure
that the terms of the CFI Grant are met.
3. Site Prerequisites. The rights and obligations of all parties under this Agreement will be subject
t
o the following Site prerequisites:
a. Location in a Priority Area
209
2
b. An existing paved parking lot in an acceptable condition that consists of at least 4 to 5
adjacent parking spaces of standard size that the host is willing to reserve as parking only
for electric vehicle (EV) charging
c. Ability to deliver electrical capacity of 208 -240 volts
d. ADA compliant sidewalks
e. Any of the following features (if identified by Site Host):
i. Parking lighting
ii. Pedestrian accessibility such as sidewalks
iii. Public visibility or video surveillance
f. Accessible to the general public 24 hours a day, seven days a week.
If at any time during the Term, the Site no longer meets any of the prerequisites listed above,
County shall have the right to immediately terminate this Agreement.
4. Site Assessment. County, through a subcontractor, will conduct an assessment of the Site to
determine its viability for the installation of an electric vehicle charging station. Site Host agrees

contractor meets the minimum insurance requirements specified above.

its Risk Manager, may waive any and all requirements contained in this Agreement, such
waiver to be in writing only. Such waiver may include or be limited to a reduction in the
amount of coverage required above. The extent of waiver shall be determined solely by
County's Risk Manager taking into account the nature of the work and other factors
relevant to County's exposure, if any, under this Agreement.

supersedes any and all oral agreements and negotiations between the parties relating to the subject
matter hereof. The parties expressly agree that this Agreement shall not be amended in any
fashion except in writing, executed by both parties.

Appendices:
The Wisconsin Public Service Commission (PSC) suggests a Simplified Rate Case (SRC) is a simple and
convenient means for municipal utilities to increase water rates through inflationary type increases that help
utilities maintain rate continuity with smaller, more frequent rate increases.
The Cross Plains Water Utility filed a conventional rate case with the PSC in late 2021 that included a 2-step
rate increase. Step 1 rates went into effect in February 2022, and Step 2 rates went into effect in July 2024,
following the completion of the Well 3 project.
The Water Utility’s 2025 rate of return was less than the PSC’s recommendation, and the utility has
upcoming infrastructure needs that support the need for a rate increase.

an annual sidewalk inspection program, covering approximately 20% of the Village each year. We
started with the westernmost side of the Village in 2025 and are working our way East. This
proactive approach allows us to identify and address necessary repairs and replacements
systematically, ensuring the long-term integrity of our public sidewalks.
The improvements will include sidewalk repair and replacement within the proposed assessment
district as shown in Appendix A.
BENEFITED PROPERTIES
Appendix A lists all affected properties.
BASIS FOR THE ASSESSMENT
The improvements will abut the properties within the proposes assessment districts as shown and
described in in Appendix A.
By correcting deficiencies in existing sidewalk, the Village wil l benefit the properties where
improvements are to be installed.
PROJECT COSTS
Per the Village Sidewalk Replacement and Repair Policy, the repair/replacement of public
sidewalk shall be assessed to abutting pro perty owners in accordance with the procedures set
forth in Sec. 66.0907, Wis. Stats. Property owners will be assessed 50% of the incurred costs of
the repairs and those costs will be collected using the special assessment process.
Pro
perty owners have several options for paying the assessment; lump sum payment,
installment payments, or adding it to their property tax bill.
Sections of public sidewalk, which require repair/replacement because o f damage caused by trees
on Village parkways, shall not be assessed to abutting property o wners and shall be
repaired/replaced at Village expense.

Proposed Amendment: Parking in Front of Mailboxes
Section 51.08 – Parking Regulations
1. Background
At its most recent meeting, the Public Safety Committee considered the issue of vehicles being
parked directly in front of residential mailboxes, preventing the U.S. Postal Service from
delivering mail. The Committee declined to pursue painting curbs yellow as a solution and
directed that an ordinance amendment be drafted instead.
Wisconsin State Statutes adopted by reference in current Section 51.08(g) do not directly
prohibit parking in front of mailboxes. The closest indirect protection, Wis. Stat. § 346.53(4),
prohibits parking within four feet of a driveway entrance. Where a mailbox is adjacent to a
driveway, this rule provides incidental protection. Where a mailbox is not adjacent to a driveway,
no state-level protection currently exists.
Wisconsin Statute § 349.13(1e)(a) expressly authorizes local authorities to enact parking
restrictions beyond those set in state law. Several Wisconsin municipalities have used this
authority to prohibit parking near mailboxes. Two are reproduced below as the models on which
the proposed Cross Plains amendment is based: the City of Middleton (adopted October 2020)
and the City of Franklin (adopted August 2018).
2. Reference: City of Middleton Ordinance § 15.04(15)
Adopted by the Middleton Common Council on October 20, 2020. Reproduced here in full.
City of Middleton Code of Ordinances, Section 15.04(15) – Parking in Front of
Mailboxes
In various areas in the City, residential mailboxes are located on the street, but due to
driveway access by private alleys or lack of driveways, are not placed near a driveway
which would otherwise collaterally protect delivery vehicle access to such mailboxes by
virtue of state statutes prohibiting parking within four feet of a driveway. In the absence of
a driveway, persons parking on the street often park in front of such mailboxes causing
interruption in mail delivery to such mailboxes.
Pursuant to the authority granted under Wis. Stats. §349.13(1e)(a), no person shall park
within (4) feet of any mailbox authorized for receipt of mail service by the US Postal
Service located for roadside mail delivery between the hours of 9:00 a.m. and 7:00 p.m.
Monday through Saturday.

Adopted by the Franklin Common Council in August 2018. Reproduced here in full. Note that
Franklin uses a wider time window (6:00 a.m. to 8:00 p.m.) and provides explicit exceptions for
active loading or unloading, the resident’s own use of their mailbox, and active mail or
newspaper delivery.
City of Franklin Municipal Code, Section 245-5.L – Parking within Four (4) Feet of a
Mailbox Prohibited
Between the hours of 6:00 a.m. and 8:00 p.m. on Monday through Saturday, no person
shall stop, stand or park a vehicle within four (4) feet on either side of a mailbox which is
placed and equipped for the purpose of depositing mail from vehicles on the roadway
except:
(1) Temporarily stopped for the purpose of and while actually engaged in the loading
or unloading or receiving or discharging of passengers and while attended by a
licensed operator so that it may be immediately moved to allow for the delivery or
retrieval of mail.
(2) When a person is stopping, standing or parking a vehicle within four (4) feet of their
own mailbox, except as set forth under (3) below, provided that while doing so, they
are not within four (4) feet of another person’s mailbox.
(3) Temporarily stopped for the purpose and while actually engaged in the delivery or
retrieval of mail or newspapers and while attended by a licensed operator so that it
may be immediately moved to allow for the delivery or retrieval of mail.
