Town of Vienna Board Minutes Monday, August 3, 2026 The regular town board meeting was called to order on Monday, August 3, 2026, at 7:00PM by Chair Jerry Marx. Supervisors Gary Endres, Amanda Nickel, Sherri Meinholz, Jenny Sweat, PW Supervisor Scott Benson, PW Billy Newman and Clerk Kathy Clark were present. Also present was residents Dave and Carol Lynch, Nancy Caldwell, Rhonda Meinholz and Nancy Roth. Pledge of Allegiance was recited Mid-State Representative, Chris Niebauer, Update on Tractor Costs and 2-Yr Payment Plan: Niebauer provided information on the payment plan and the timeframe for the new tractor Public Comment: None Approve or amend the minutes of the July 20, 2026, town board meeting: Motion by Endres, second by Meinholz to approve the minutes of the July 20, 2026, town board meeting. Motion carried (5-0) Discussion and possible action on Cost change on new Tractor from Mid-State: Niebauer from Mid-State provided the board members with an explanation of the costs change applied after the original proposal. The original quote only included 3 hose hook-ups, and the town needs 4 hose hook -ups. This required a new configuration and cost. Also, the payment program allows 2 years to provide full payment . This timeframe also allows the town to auction the old tractor prior to full payment being required. After some revisions to the contract, the full price was less than the original quote. Motion by Nickel, second by Sweatt to approve the purchase of the John Deere tractor with the cost change and payment plan proposed. Motion carried (5-0) Discussion and possible action on Direct Sellers Permit: Last month, an Ordinance was passed to implement a sellers permit for any retailers that are working off a trailer and not a permanent business location. The Cannablitz Trailer, located at the Exxon Station, has applied for a seller’s permit. Motion by Sweatt, second by Endres to approve the sellers permit for the Cannablitz Trailer. Motion carried (5-0) Operator’s License: None Town Supervisor Reports : Supervisor Amanda Nickels’ meeting with Cornerstone Community Center is scheduled for Tu esday, August 11 th. Supervisor Jenny Sweatt meeting with Waunakee EMS is scheduled for Thursday, August 13 th. Meinholz meeting with Dane -Vienna Fire Department was held Monday, July 27th . Supervisor Endres meeting with Waunakee Fire meeting was scheduled for Monday, July 27th. This meeting was cancelled due to posting requirements. Town Clerk’s Report: A Plan Commission meeting is scheduled for Monday, August 10th at 7pm. Also, based on Dane County public hearing results and reasons, the town Comprehensive Plan will be look at and discussed. Review and authorize payments of current town and utility bills, wages, and expenses : Motion by Endres, second by Meinholz to approve the current town bills as stated in the amount of $ 169,221.89; Payroll $7,829.58; Town Bills $123,765.09; Utility 1 $20,865.04 and Utility 2 $16,762.18. Motion carried (5-0) Adjourn: Motion by Endres, second by Sweatt to adjourn. Motion carried (5-0). The meeting adjourned at 7:30PM.
