Town of Vienna Board Minutes Monday, April 21, 2026 The regular town board meeting was called to order on Monday, April 21, 2026, at 7:42PM, immediately following the Annual meeting by Chair Jerry Marx. Supervisors Gary Endres, Amanda Nickel, Sherri Meinholz, Treasurer Lori Breiwa, PW Supervisor Scott Benson and Clerk Kathy Clark were present. Also present was Ronda Meinholz, Nancy Caldwell, Nancy Roth, Sarah Ripp, Laverne and Mary Wipperfurth and Mike Marquette. Supervisor Jenny Sweat was excused. Pledge of Allegiance was recited Public Comment: Mike Marquette asked to speak. He is Manager with JML, LLC and the company owns land in Town of Verona. He has a wetland rezone request with Dane County but recently Verona updated their Comp Plan. Marquette is here to talk about Dane County Towns Association (DCTA) and their role in his rezone request. He spoke with DCTA representative earlier today then noticed that DCTA was on the Annual Electors Agenda to do a presentation. He had hoped to continue his conversation from earlier with the presenter, but the DCTA representative left the meeting after the presentation. For him to explain what this is about would take too long. Instead, Market handed the clerk the documents for distribution. Clark informed him it was open record as soon as the clerk accepts it, which he was fine with. Then he left for another meeting. Approve or amend the minutes of the April 6, 2026, town board meeting: Motion by Endres, second by Nickel to approve the minutes of the April 6, 2026, town board meeting. Motion carried (4-0) Discussion and possible action on Schroeder Application to rezone property and create a parcel to build and a parcel for Agriculture Parcel #0909-012-8020-0; 0909-011-8640-1; 0909-011-9060- 1; 0909-012-9500-7: Clark provided board members with a copy of the Plat of Survey Map to explain the land rezone. The Plan Commission reviewed the application and recommended approval. Discussion followed. Motion by Endres, second by Meinholz to approve the Schroeder rezone application with a deed restriction to the remaining land. Motion carried (4-0) Operator’s License: There was one application for Operators License submitted by BP All Stop for Crystal Parr. The applicant completed the required seller’s course, and background checked was good. Motion by Meinholz, second by Nickel to approve the Operator’s License application as submitted. Motion carried (4-0) Town Supervisor Reports : Supervisor Amanda Nickels’ meeting with Cornerstone Community Center was held Tuesday, April 14th but was unable attend. Supervisor Meinholz meeting with Dane-Vienna Fire Department is scheduled for Monday, April 27th. Supervisor Endres meeting with Waunakee Fire was holding a special meeting Tuesday, April 14th but it was cancelled. The regular Fire District meeting is scheduled for Monday, April 27th. Town Clerk’s Report: Clark reported the shop will be closed Tuesday, April 28th for 2026 WTA Road Training. The office will be closed on Wednesday, April 29 th for 2026 WTA Clerk/Treasurer training. Also, the board of review will be held Tuesday, April 28 th from 4pm-6pm. Nickel is the town board representative. At this time, there are no appointments scheduled. Review and authorize payments of current town and utility bills, wages, and expenses : Motion by Endres, second by Meinholz to approve the current town bills as stated in the amount of $ 18,362.10; Payroll $7,017.21 (includes election inspectors); Town Bills $9,108.34; Utility 1 $1,163.23 and Utility 2 $171.86. Motion carried (4-0) Adjourn: Motion by Endres, second by Meinholz, to adjourn. Motion carried ( 4-0). The meeting adjourned at 8:03PM.
