• Military Ridge Trail-Recreational asset
Vulnerability Assessment
A hazard identification and vulnerability analysis was completed for the Town of Verona using the
same methodology as the countywide assessment. The information in this Annex was reviewed
and updated through the town board process. Table 6 outlines the hazard identified for Verona.
Local Hazard Priorities
The current highest hazard properties and events are high windstorm events (straight line winds,
tornados) which result In tree damage and damage to existing overhead utilities and road closures.
Recent history has seen a decline in heavy snow events, but the conditions and possibilities exist
for serous winter storm events resulting in road closures and emergency snow removal. Localized
flooding occurs on Fltchrona Road during rain events typically above a 2 year event (2.84 inches)
over a 24 hour event.
Recent Local Hazard Events
Recent hazard events that impacted the community beyond the impacts and events recorded in
the Dane County Hazard Mitigation Plan.

Flooding
Structures and Properties in the Floodplain
The planning team estimated the number of structures located in the 100-and 500-yearfloodplain
for each Dane County community to assess the potential risk to people and property. Potential
individuals at risk were estimated by multiplying residential structures by the average household
size in Dane County (2.37 people as of 2021). Estimated loss potentials for all structures in the
floodway along with a full description of the methodology used can be found in the main plan,

Repetitive Loss Properties and Flood Insurance Policies
FEMA collects data on flood insurance claims made for all properties In the United States. Using
this data, the agency identifies repetitive loss and severe repetitive loss properties. Repetitive loss
properties have incurred more than $1,000 in flood-related damage on at least two occasions in
any 10-year period since 1978. No repetitive or severe repetitive loss properties were reported in
Verona. Verona has 0 active flood insurance policies.
Tornadoes
While it is difficult to predict tornado-related losses due to the random nature of the event, the
planningteamdevelopedestimatesof the percent area of each Jurisdiction that could be impacted
based on the average sized tornado (F2) in Dane County. The loss ratio (the ratio of the damaged
building value to total exposed building value) is a measure of the impact to the jurisdiction.
Communities with loss ratios of 10% or more may have difficulty recovering from a disaster. High
value exposure is based on total- 100%, medium- 50%, and low- 25% loss to the property
potentially impacted. Refer to the tornado profile methodology in the companion plan for details.

Problems or Additional Vulnerability Issues
The Town of Verona faces the following additional vulnerabilities:
Badger Prairie Health Care Center- is a skilled nursing facility located in the Town of Verona. The
facility series approximately 150 people whose needs cannot be met in other care settings by
providing long-term care, end-of-life care, and short-term rehabilitation, These residents are
particularly vulnerable to natural hazards due to transportation and logical needs.
Capability Assessment
Each community has a unique set of capabilities, including authorities, policies, programs, staff,
funding, and other resources available to accomplish mitigation and reduce long-term vulnerability.
By documenting the existing capabilities in each community, we can identify capabilities that
currently reduce disaster losses or could be used to reduce disaster losses in the future.
Mitigation Capabilities Summary
The following table summarizes the capabilities of the Town and where some may be lacking.

TOWN OF VERONA
TO: Town Board of Supervisors DATE: October 2, 2026
FROIVI: W. Christopher Barnes, Public Works Director
SUBJECT: 2026-27 Contract Snow and Ice Removal Contracts
Beginning in 2018, the town Public Works Department began plowing certain private
development roads under contract. The snow and ice removal of condominium subdivision
roads was approved by the town Board on 1/2/2018 (attached). The specific condominium
subdivisions/roads include Woods at Watch Hill, Deer Haven, and Fox Hills private
Homeowners Associations (HOAs). For the 2025/26 winter season, the 3 private HOA's were
billed and paid the town $15,675 for the service. To date, town staff have not experienced any
difficulties or problems in plowing the private roads.
Snow and ice removal consists of plowing accumulated snow greater than 2" as part of the
standard snowplow routes. Sand and salt materials are applied as needed in accordance with
standard practice and "Salt Wise" guidelines. The cost for snowplowing is based upon the
annual equipment rental rates established by the Wisconsin Department of Transportation,
standard Town labor rates, and annual salt contract cost per ton. For 2026/27 the hourly rate is
$300.00 with a 1-hour minimum charge. Each of the three HOA's has communicated their
agreement with the hourly rate and has requested the town continue to provide the service.
It is recommended the Board approve the 2026/27 hourly rate with the existing HOA's for
2025/26.

driveway, and two out lots), v/ith an easement to be recorded for the Ice Age National Scenic Trail as
show on the condominium plat, and with an easement for a road to connection to the property on the
West. For the road easement to be implemented to the West the Town Board would have to approve
this road. Second by Duerst. There was a lengthy discussion about the road easement. Robert Proctor
noted that the developer could have established the easement after approvals without notifying te
Town. He also noted that many municipalities require such easements. Maxwell: aye, Enburg: aye,

iv. Land Use application 2017- 9 - for property located at 11451 Mid Town Road submitted by Justin Temple for
OAJ Development. The purpose of the application is the rezoning from A3 to R4 to allow for condominium
development made up of 29 single family units on 62.9 acres. - Doug Maxwell recused himself from the
conversation and left the table. Amanda Arnold took over the coordination of the presentation.
• Presentation - Justin Temple gave an overview of the project. He was asked to include road easements
to adjacent properties to the north and south on the two out lots as the previous project had and he
agreed to.
• Public comment - None. Amanda pointed out a late arriving letter from a neighbor that she had printed
and provided for the Board.
• Motion by Duerst to approve the rezoning of lot of Parcel no. 062/0608-961-8295-0 (Lot 2 of CSM

easement to be implemented, the Condo Declaration would have to have the Town Board approval to
allow for this road. Second by Enburg. Maxwell: abstained, Enburg: aye, Duerst; aye, Dreger: aye,
Geller: aye. Motion carried.
• Enburg moved to approve the deed restriction limiting the plat to a maximum of 29 single-family units
with no unit being smaller than 1.5 acres, 3 common areas (private road and two out lots) and with an

abstained, Enburg: aye, Duerst: aye, Dreger aye, Geller: aye. Motion carried.
b. Public Works
i. Discussion and possible action re: plowing for contract in condominium subdivisions - Amanda explained that
she had gathered a few more prices from private contractors and discussed the concept with the Public Works
Committee, but they had some concerns. Manfred Enburg explained that he feels the Town has enough to do
without taking on this extra responsibility. Mark Gellersaid he's fine with doing it if the Town doesn't compete
with local contractors. He suggested charging double the going rate, Maxwell made a motion to approve the
plowing of private roads at no cost (because they are already paying taxes). There was no second so the motion
failed. Tom Mathies reminded the Board that governments are not supposed to make a profit off of providing
sen/ices. Mike Duerst made a motion to plow private roads in condominiums and charge 1 ,5 times the average
of three quotes from private contractors. Second by Maxwell. Amanda explained that she would have to work
with the town attorney on a contract. Maxwell: aye, Enburg: no, Duerst: aye, Dreger: aye, Geller: aye. Motion
carried.
ii. Manfred Enburg reported on his concept of breaking the public works road budget up into three categories: one
fund for large capital project, another for chip sealing and small repairs, and a third for repairs that Mark Judd
would make.
iii. Mike Duerst asked for more direction on the purchase of a generator. The Board discussed whether or not the
town hall would ever be used as a shelter or an emergency headquarters, and decided that was unlikely. Mark
Geller reported that he had talked to the architect of the building and he said it would take a long time for the
building to get cold enough for pipes to break. Amanda Arnold added that she had talked to the power company
and they said most power outages are in the summer and less than a day. The Board thus decided that a
