Location Map
Summary: The applicant seeks a CSM and rezone for parcel 062/0608-263-8821-0.
Currently the parcel is a 23.23-acre RR-16 lot. The new lots would be a 9.54-acre
RR-8 lot and a 13.65-acre RR-8 lot.
Comprehensive Plan Guidance:
The Future Land Use Map category for this parcel is Rural Residential 2-4 acres. The
parcel is currently zoned RR-16 and a rezone to RR-8 is consistent with the plan.
Current and Proposed Zoning: The current zoning of the parcel is RR-16. The
proposed zoning would be RR-8 for both proposed lots.
Extra-territorial Review/Boundary Agreement Authority: This parcel is in Area B
(Section 8.05) of the Boundary Agreement with the City of Verona and the CSM will
require review and approval from the Joint City/Town Planning Committee.
Surrounding Land Use and Zoning: The parcel is located adjacent to the City of
Verona to the north. Specifically, land to the north is a City of Verona Veridian
Development currently under construction. The large parcel to the west is an AT-35
parcel. To the east is an RM-16 parcel and to the south are two RR-4 parcels.
Site Features: The southern portion of the existing parcel is heavily wooded and the
majority of the woods would be located on proposed Lot 2 with no anticipated change.
Driveway Access: The current driveway that serves the existing residence will be
remain unchanged for access to Lot 2. Lot 1 will be granted access by changing an
existing field access to a residential driveway.

TOWN OF VERONA
TO: Town Board of Supervisors DATE: August 27, 2026
FROM: W. Christopher Barnes, Public Works Director
SUBJECT: Intergovernmental Agreement Relating to Nine Springs Valley Interceptor
Replacement (Goose Lake to Fitchrona Road)
The Town Utility District No. 1 serves 116 customers in the Goose Lake/Tonto
Trail/Hillside Heights area. The collected wastewater flows by gravity to a pump station
located along Fitchrona Road, south of US 18/151, owned by the Madison Metropolitan
Sewerage District (MMSD). The flow is then pumped to the MMSD Nine Springs
Treatment Facility on the east side of Madison. MMSD treats the wastewater under
contract with the town.
MMSD has a long-term project to increase reliability and capacity of the sewer flow for
the cities of Verona and Madison. In 2023/24, MMSD installed a relief sewer from the
City Verona through portions of the town and connected to the existing MMSD
interceptor system near Goose Lake. Immediately upon making the connection, the
contractor and engineer observed failure in the existing connection pipe and temporary
repairs were made in the winter of 2024. Subsequently MMSD began the design for
replacing the existing 48” diameter pipe (circa 1968) from Goose Lake along US 18/151
to the MMSD pump station on Fitchrona Road. A portion of the town sewer district is
monitored and metered at the Fitchrona Road pump station along with flow from the
City of Fitchburg. The proposed project will install a modern metering structure which
can be safely accessed and accurately metered in addition to a short length of upsized
pipe. MMSD, the city, and the town will share the cost of the structure with the current
cost share estimated for the town at $22,000. The approved 2026 utility budget
includes $25,000 for this work. The project is nearly ready to bid, and construction
could begin in Fall/Winer 2026 with completion in 2027. The intergovernmental
agreement was reviewed and approved by the Town Attorney.
. If you should have any questions regarding this matter, please let me know.
