Asset Inventory
Assets include the people, property, and facilities within the Town ofVerona that could be exposed
to hazards in general. Property, essential infrastructure, and natural, cultural or historic resources
inventories help provide a comprehensive picture of the community and an assessment method
for exposure to hazards by establishing the improved and total values, capacities, and populations
for these assets. Inventories also form the basis for estimating potential losses, where possible.
General Property
The Town of Verona's most dominant land uses are agriculture and rural residential. The total value
of these assets is more than $578.6 million, with greatest value in the residential sector.

Vulnerability Assessment
A hazard identification and vulnerability analysis was completed for the Town of Verona using the
same methodology as the countywide assessment. The information in this Annex was reviewed
and updated through the town board process. Table 6 outlines the hazard identified for Verona.
Local Hazard Priorities
[Jurisdiction: use this section to describe your community's top natural hazard priorities. This can
be a simple statement identifying the hazards that are of biggest concern in your community, or it
can be a more detailed description of potential hazard impacts to specific populations, businesses,
facilities, or infrastructure.]

Flooding
Structures and Properties in the Floodplain
The planning team estimated the number of structures located in the 100- and 500-year floodplain
for each Dane County community to assess the potential risk to people and property. Potential
individuals at risk were estimated by multiplying residential structures by the average household
size In Dane County (2.37 people as of 2021). Estimated loss potentials for all structures in the
floodway along with a full description of the methodology used can be found in the main plan.

Repetitive Loss Properties and Flood Insurance Policies
FEMA collects data on flood insurance claims made for all properties in the United States. Using
this data, the agency identifies repetitive loss and severe repetitive loss properties. Repetitive toss
properties have incurred more than $1,000 in fiood-related damage on at least two occasions in
any 10-year period since 1978. No repetitive or severe repetitive loss properties were reported in
Verona. Verona has 0 active flood insurance policies.
Tornados
While it is difficult to predict tornado-related losses due to the random nature of the event, the
planning team developed estimates of the percent area of each jurisdiction that could be impacted
based on the average sized tornado (F2) in Dane County. The loss ratio (the ratio of the damaged
building value to total exposed building value) is a measure of the impact to the jurisdiction as a
whole. Communities with loss ratios of 10% or more may have difficulty recovering from a disaster.
High value exposure is based on total- 100%, medium- 50%, and low- 25% loss to the property
potentially impacted. Refer to the tornado profile methodology in the companion plan for details.

Problems or Additional Vulnerability Issues
The Town of Verona faces the following additional vulnerabilities:
• [if any].
Capability Assessment
Each community has a unique set of capabilities, including authorities, policies, programs, staff,
funding, and other resources available to accomplish mitigation and reduce long-term vulnerability.
By documenting the existing capabilities in each community, we can identify capabilities that
currently reduce disaster losses or couid be used to reduce disaster losses in the future.

Mitigation Strategies
Mitigation is defined as a sustained action to reduce or eliminate risk to people and property from
hazards and their effects. A mitigation strategy is a measure, project, plan, or activity proposed to
reduce current and future vulnerabilities to hazards. Mitigation actions may include local plans and
regulations, structure and infrastructure projects, natural systems protection, and education
programs. Common mitigation activities include relocating or demolishing flood prone structures,
constructing storm shelters, burying utilities, and conducting public awareness campaigns.

Re: Heinrichs Development Group (HDG) -Sunset Drive Narrative
Ms. Gaskell,
This letter serves as the Narrative for the Sunset Drive project, fulfilling the Town of Verona's Land Division
and Development Ordinance, $$3.1 (2) requirements for Concept Plan submission. The following
information speaks to the critical code components required in the narrative and explains, where
needed or appropriate, certain site features.
Area Overview
The Project Site is located along Sunset Drive, with CTH PB and rural residential to the west, Deer Haven
Trail to the east, and rural residential lots to the south. Prairie Moraine County Park is north of the Project
Site, and hosts a segment of the Ice Age Trail.
The Project Site contains 172.9 acres, and follows Chapter V/// Conservation Subdivision Design in the
Land Division and Development Ordinance. As a result, sixty-eight (68) residential lots ranging from 1 .2
acres to 5.6 acres will be clustered to effectively leverage transportation infrastructure, minimize land
impacts, and provide thirty-five (35) percent open space, including sloped woodland in the project's
northeastern extents. The residences will be served by individual wells and septic (POWTS) systems.
Project Fit With Comprehensive Plan
Map 9.6 Future Land Use portrays the Project Site as future rural residential, 2-4 acres. The concept
reflects this vision. While some lot sizes are smaller than two acres due to the conservation subdivision
design, the net density across the 172.9 acre Project Site with sixty eight (68) homes is equivalent to 2.54
acres per home. This fulfills the maximum density of one (1) dwelling unit per two (2.0) acres of land in
Chapter? Land Use.
Regarding housing need, the Dane County Regional Housing Strategy, Strategic Action Plan 2024-2028
estimates that 7,000 new housing units per year (3,300 owner, 3,700 renter) will be needed in Dane
County by 2040. The report estimates City of Verona needs 200 new housing units annually, while all
Dane County Towns need 393 units annually. The Sunset Drive project's sixty-eight (68) homes act as a
piece of the puzzle to address the broader Dane County housing crisis in townships and City of Verona.
Surrounding Land Uses
The Project Site contains agricultural, woodland, limited residential along Sunset Drive, and open land.
Adjacent land uses include rural residential, woodlands, agriculture, and recreation to the north
(reflecting Prairie Moraine County Park).
vision to reality

Expected Impacts on the Environment and Transportation
The site design strives to lessen negative impacts post-development environmental conditions. While
developing the sixty-eight homes will increase impervious area, the homes are clustered in four (4)
groupings to efficiently provide transportation resources. There are no "flagpole" lot designs, lessening
the need for long driveways (impen/ious area).
The open space runs primcirily through the center of the site. In addition to open space contained in
outlets, many of the residential lots touching the open space outlots contain backyard open space
easements. It is planned for the neighborhood covenants to require homeowners to have a certain
number of native trees, in these open space easement areas. The reasoning for this is threefold:
• Provide habitat for native species
• Beautify homeowners' properties
• Act as a transition between the private realm (house) and public spaces
Regarding transportation, the ITE Trip General Manual10th Edition estimates that single-family detached
homes generate ten (1 0] trips per day. For sixty-eight (68) homes, this represents an estimated 680 trips
per day. The Project Site's three road connections - two on Sunset Drive, one connecting to Darby
Fields Drive - are anticipated to filter vehicles in two paths:
• Sunset Drive to CTH PB, then USH 18 or USH 151
• Darby Fields Drive to Deer Haven Trail and Sunset Drive, then to Borchert Road and USH 18/CTHM
WisDOT's TCMap reports a July 28, 2025 traffic count of 9,200 AADT on CTH PB 0.5 miles south of CTH M. If
ail 68 households drove to CTH PB, this would represent adding 7.4 percent to the existing 9,200 AADT
roadway volume, which is within the capacity of the roadway.
Project Site Information - Natural, Archeologlcal, and Historical Features
The Project Site contains agricultural and woodlands. The woodlands, especially in the northeastern
property extents, will be contained in outlets.. Open space areas with lower elevations will be utilized for
stormwater management facilities, including ponds. A wetland delineation will be completed for the
property and these areas will be protected.
There are no historical structures on the property, and searching Township 6N, Range 8E Sections 35 and
36 in the Wisconsin Historical Society's Wisconsin Archaeological Site Inventory tool yielded no results for
archaeological finds or remains on the Project Site.
Project Impact on the Town's Rural Character
The Sunset Drive project intentionally sites homes amidst the Town's rural landscape. Meandering roads
with rural cross sections and open space separating homes into smaller groupings leads to a sense of
neighborliness and spaciousness; you have neighbors, but they are not right on top of you QS seen in an
urban development context.
Plans to Reduce Visual Impact of Development from Town Roads and Neighbors
Existing trees and foliage, especialiy along Sunset Drive, will be preserved to maximum extent practical.
Additional plantings along property lines or Sunset Drive and in the open space easements referenced
earlier will screen the private homes from adjacent neighbors or public open space.

Project Need for Town Services
The Sunset Drive project will utilize private wells and septic (POWTS) systems. It is anticipated that the
development would use Town of Verona's relationship with Pellitteri for refuse and recycling collection.
In Closing
The Sunset Drive development is context-sensitive to nature and neighbors. 11 provides needed housing,
while preserving open space with intelligent use of conse/vation subdivision design lessening needed
infrastructure and disruptions to land. The project meets future land use expectations.
The Heinrichs Development Group and Vierbicher teams look forward to collaborating with Town and its
leadership to bring this project to fruition. Please reach out to our team if there are any questions.
Respectfully,

MEETING MINUTES
To: Town of Verona
From: Justin Zampardi
Subject: Sunset Drive Neighborhood Meeting
Date: June 8, 2026
Traffic & Access
• Wilf all access points be connected to Sunset Drive? The development team explained that all
the access points will connect to Sunset Drive. Two will be direction connections to Sunset Drive
and the third will connect to existing Darby Fields Drive and Deer Haven Trait which connects to
Sunset Drive.
• Residents expressed concerns with exiting traffic on Sunset Drive and the Hwy PB intersection.
• Residents expressed concerns with the increased speed limit on Sunset Drive and asked if we
were going to tower it. We do not have the authority to reduce the speed limit. This is up to the
Town or County to make that determination.
• Wifl there be a connection to /he Fisher property to the north? There is no connection to the Fisher
property to the north because of the steep topography and planning to preserve the existing
trees in the northeast corner of the property.
• Wilt there be a connection to Olson CSM to the south? There is no connection to the Olson CSM
property.
• Residents expressed concern with construction traffic on Deer Haven Rail. During construction
we will work with the contractors to limit construction traffic on Deer Haven Trail.
Development
• WifHhis beacondo plat and if the roads will be public or private? The subdivision will be a condo
plat and the roads will be private.
• Will the zoning be similar to Deer Haven Estates? The development will follow the Conservation
Subdivision design in the Land Division and Development ordinance.
• Resident expressed concern with Deer Valfey Trail connection and the po/entia/ for additionaf
traffic on the private drive. The developer has been in contact with Dear Haven Board to discuss
the private drives and maintenance. Most of the traffic in the development will be on the west
end of the property and use the access point on Sunset Drive. The two eastern cul-de-sacs could
potentially use Deer Haven Trail.
vision to reality
June 8, 2026
• Will there be landscape requirements in the deed restrictions. There will be landscape
requirements in the deed restrictions. The site will meet the open space requirements as shown
on the concept plan while preserving the existing trees in the northeast and southeast comers of
the project.
• Residents expressed concern wifl the lack of landscape buffer along the west property line. The
development team will review the landscape buffer along the west property line.
• Where is.the Ice Age Trail connection going to be focated? The Ice Age Trails connection will
start at Dar/ Fields Drive and extend to the northern property line and connect to a future trail
connection.
• Resident asked about the cul-de-sac connection with Sunset Drive and the proximity /o her
driveway.
Utilities and Stormwater Management
• Wsft the lots be well and sept'ic and what effect v/if) that have on their systems? The proposed
development will be on well and sepfic systems. It is not anticipated that the proposed well
systems will have on impact on the aquifer because of the low demand.
• Residents mentioned that their water is very acidic in the area.
• WHI gas and eSechicity be provided to the lots? Yes
• What is going to happen with the runoff and what happens to the basins when they get full? The
stormwater runoff will be directed to proposed stonnwater facilities which will be designed to the
200-year storm event. In larger events the stormwater will overtop the basin through the overflow
spillway.
Project Timeline
• Has this gone to the Town Plan Commission vet? The development team explained that a
neighborhood meeting is one of the first steps in the process. We just submitted our concept
plan to the Town.
• Can you provide a timeline for the project? We will be going through the Town and County's
approval process and anticipate approvals by the end of the year.
• What are the thoughts on phasing? We are looking at potentially three phases of development.
The complete build-out of the neighborhood will depend on the market and how quickly lots
sell.

Comprehensive Plan Guidance:
These lands were identified in the 2023 Town ofVerona Comprehensive Plan Amendment
Update as an area for future development. The proposed parcels are in the RR 2-4 acre Future
Land Use Category on Map 9.6: Future Land Use. The Land Division and Development
Ordinance requires a Conservation Subdivision for this property, which allows for lot sizes
smaller than 2 acres. Rezones will be required as a condition of final plat approval.
Current and Proposed Zoninci: Current zoning for all of the parcels is AT-35. The proposed
rezones could be either SFR-1, SFR-2 or RR-2. Zoning is yet to be determined.
Extra-territorial Review/Boundary Agreement Authority: Joint Committee provisions for
review apply to only "land remaining in the Town and located in Areas A. B, and D." These
parcels are in Area B and are therefore subject to review/approval by the JPC, if necessary.
Surrounding Land Use and Zoning: The proposed development parcels are surrounded by
RE, AT-35, RR-2, RM-16 and MRF-08 zoning land use categories. The majority of the
surrounding parcels are larger residential parcels and the parce! directly north of the property is
Dane County owned parkland.
Site Features: Features include rolling topography and a steep wooded area that has been
identified as a potential for the !ce Age Corridor connection. The existing home and related
oufbuiidings located at 6622 Sunset Drive will be incorporated into the plat.
Driveway Access: Access to the proposed development would be provided via Sunset Drive
and Darby Fields Road. Staff has concerns about the pavement integrity of Sunset Drive during
construction of the development and suggests pavement cores be conducted. A Traffic Impact
Analysis will be completed as part of the ptat approval process.

Concept Plan Highlights:
• The plan utilizes the conservation design option for an infiltration rate of 90+% per the
Town ofVerona Land Division and Development Ordinance
• A trail system has been designed to connect the open spaces, which will consist of the
stormwater system, woodlands and restored prairie areas.
• The smallest proposed lot size is 1.31 acres, largest is 2.16 acres
• The existing structures in the Proposed Plat Area wiH be included in the plat per county
requirements but may not be subject to inclusion in the HOA Covenants for the
development (TBD)
• Access to the development has been designed in cooperation with the landowner to the
west of the properties. There is an opportunity to involve the landowner to the east of
the parcels as well.
Staff requests the Plan Commission provide feedback on the Concept Plan to the applicant.

Riverside Road Ptoject
Concept Plan nm'ative
Kurt Wedig is proposing a Conseivation Subdivision on 76 acres along Riverside Road, between Sugar
River Road and Flint Trail. The Town Comprehensive Plan has included this area in the category of
Rural Residential 4-8 acres. That would allow 19 single famUy homes to be built within the
project. Lots wiU range from 1.6 acres to 3.5 acres. Open space wiU exceed the 30% requirement. All
Dane County stormwater requirements \vill be met, including peak runoff, sediiTient reduction, and
infiltration.
This parcel is predominately being farmed, with a small woodlot in the NW corner and some scattered
trees and N/S ti-ee line in the middle of the parcel. There are no buildings on the property, and no
significant natural, iu'cheological, or historical features. The topogmphy is characterized by rolling
hills and valleys between, with defined drain agcways. Due to the topography, the Concept Plan has a
block of 7 homes on the west side with access from Flint Road, and another 12 home sites on the
middle find east with access from Sugar River Rosid. Sight distance is good at both intersections.
Existing Sug^r River Road extends beyond this parcel and onto the property to the south, and exceeds
the maximum length allowed under County ordinances. However, based on discussions \vith the
owner to the south. Sugar River Road will someday be looped back into this project, thereby meeting
the County ordinances. Based on the average of 10 trips per day per household from the ITE manual,
this project would generate npproximately 190 trips per day. The existing road network can easily
handle that increase.
Surrounding land uses arc mainly ag, with some residential properties scattered about. To the south
and east there are public lands, including the Madison School Forest and Dane County Parks. The
Concept Pkn includes a wide open space along Riverside Road with grass hiking trails, along \vith a
large stormwater pond that wiU be provide both natural features for wildlife as well as recreational
opportunides for the residents. Trees will be planted along Riverside Rond to provide a natural buffer,
maintain the rural character, and help reduce the visual impact. All open space, trails, and the pond
will be owned and maintained by the HOA. The homes will be on well and septic. Town services
will be required for plowing and maintaining the new t-OEids.
The DNR has inspected the property and determined that there is no navigable stream. They support
the inclusion of the stormwater pond and beUeve it will enhance the natural features of the
property. An endangered resources review is also undenvay by the DNR, and that information will
be presented to the Town when completed.
The existing Flint Road does not meet Town standards for maximum grade, and it is impracdcal to
rebuild it in the current location. Howevef, the homeowners at the south end of Flint Road need it
for access to their property, so it would remain in place for that purpose. The Concept Plan shows a
new Town road splitdng off from Flint to serve the 7 homes on the west side, xvith the new road
meeting Town standards for grade and max length. No access to the existing Flint Road would be
allowed by the new lots.

Neighborhood Meeting for theRiverside Road proiect—IVlav 14th, 2026
Comment and concerns are listed below by category rather than sequential.
1. Concept Plan layout
a. Flint Road and new cul de sac
i. Sight distance at new intersection with cul de sac (Remove trees within
vision triangle. Design geometry to be resolved with Town Engineer)
ii. Stopping ability on Flint due to grade
iii. How many trees will be removed for new cul de sac construction. Is a
tree inventory needed.
iv. Farming traffic from Allison lands might use Fiint if Sugar River Road is
not accessible.
v. Manfred questioned whether the new cui de sac should be extended to
Allison lands (no plans to extend, Allison does not want to develop
western portion)
b. Riverside Road near Flint; Manfred wondered about rebuilding it to create
deeper ditches (no plans to improve Riverside)
c. Sugar River Road; existing Town Road built to standards, no p!ans to
improve. Construction traffic might beat it up. On Town's schedule to repave in
coming years?
d. Looping of Sugar River Road through Allison lands; Town to review concept plan
for that.
e. Lot sizes range from 1.6 to 3.5 acres. Meets ordinance for minimum size and
average size. Green space is approximately 34%.
f. Dusty wants to invoke the fence rule for the 80' of shared property line with him
in the SE corner
g. Grass trails through open space, no hard surface. No motorized vehicles or
horses.
h. View corridor from Riverside Road was brought up. Berm and evergreen trees to
be placed along Riverside.
i. Shari Blasdel wants evergreen trees planted on her perimeter too. She is also
concerned that neighbors walking the grass trail wi!l trespass onto her land.
j. Stormwater pond in NE corner will control stormwater to equal or less than
existing conditions. Drain ti!e in that area to be removed, no longer needed for
farming.
k. Size and strength of culvert under Sugar River Road was brought up.
I. Roads to be built to Town standard, and then owned and maintained by the
Town. Binder pavement first, surface course later after most homes built. LOC
to be provided to Town to ensure completion.
m. Concern about wel!s if there is blasting. Test holes have been dug, no bedrock
found.
2. Deed Restrictions
a. Open Space to be owned and maintained by the HOA
b. Dusty claims the recent burn on school forest lands caused some of his livestock
to get sick/ and wants burning banned for this project.
c. Questions about whether lights/lighting on homes would be restricted
d. Minimum house si2e included in restrictions. Size and building materials protects
all home owners.
e. most homes to be built on hillside with how the roads are laid out. Height
restriction was discussed.
3. Process
a. Concept Plan review by Town Plan Commission next Thursday 5/14. Everyone
can attend.
b. Many steps in the Town review process, with Preliminary Plat, Final Plat,
Construction Plans.
c. County zoning governs the rezone. Zoning dictates the setbacks and animals
allowed (no livestock)
d. Concerns that this project will restrict farming.
e. Once platted, there will be property irons placed along with marker at al! corners
f. USPS to review locations of cluster mailboxes
4. Existing issues
a. Speeding on Riverside
b. Running stop sign on west bound Riverside at Sugar River Road. Why not 4 way
stop.
c. Icing in the winter on Riverside Road adjacent to woods due to shade
d. Deer crossing Riverside into woods will cause accidents
e. Riverside Road not In great shape.
f. Sugar River Road not in great condition
g. Flint Road is a glorified driveway

TOWN OF VERONA
TO: Board of Supervisors DATE: July 15, 2026
FROM: W. Christopher Barnes, Public Works Director
SUBJECT: 2026 Town Stormwater Basin Maintenance
The 2026 town budget includes a project for removal of organic plants and accumulated
soil sediment from the town office and garage stormwater basin. The budget for basin
cleaning was estimated to be $30,000. The basin is approximately 10 years old and in
2023, MSA engineers performed an inspection of the basin and recommended cleaning
of the basin. The cleaning work generally consists of the removal of the organic plant
material on site for drying and mulching and removal of accumulated sediment in the
basin bottom. The underlying sediment has been measured to be between 6" and 22"
in depth.
The clean out work can be defined as "maintenance" rather than "new construction"
hence former bidding is not required, but staff chose to advertise and bid out the project
regardless. Four companies received bidding documents and one bid was received.
The bid is as follows:
Speedway and Gravel, Middleton, W! .................... $84,189.44
The bid was reviewed by the Public Works Committee at the June 2026 meeting and
recommended no award and to attempt a re-bid in the winter of 2027.
Subsequently, Ederton Construction offered to supply a quote for the work requted.
Edgerton submitted a proposal in the amount of $45,000. Their proposal is attached.
The primary difference Is Edgerton is already mobilized near the site, and they have
permission to place the dredged pond material on EPIC property in lieu of hauling
offsite. Upon review of the proposal staff finds the proposal to be reasonable value for
the work required and Edgerton has performed similar storm water excavations on the
EPIC campus. If awarded, work would be ongoing with the current Edgerton work
program.
