Planning Report Town of Verona May 21, 2026 1828 CTH PB Property Owner: Robert and Sandra Rego Property Addresses: 1828 CTH PB, Verona WI 53593 Applicant: Robert Rego Wade Wyser, Wyser Engineering 300 E Front Street Mt. Horeb, WI 53572 Location Map Summary: The applicant is seeking a CSM and rezone for parcels 062/0608-351- 8690-8 and 062/0608-351-9000-0 to separate the buildings from the larger parcel. Currently the parcels comprise ~49 acres of AT-35 land. The CSM and rezone would create a new lot of 4.1 acres, rezoned RR 2-4. The existing GC spot zone would remain. Comprehensive Plan Guidance: The Future Land Use Map category for this parcel is Rural Residential 2-4 acres (recent Comprehensive Plan Amendment). The parcel is currently zoned AT 35, so a rezone is required. Current and Proposed Zoning: The current zoning of the parcel is AT-35. The proposed zoning would be RR-2 for the lot. Extra-territorial Review/Boundary Agreement Authority: This parcel is in Area B of the Boundary Agreement with the City of Verona and therefore the application may require review or approval from the Joint City/Town Planning Committee. Surrounding Land Use and Zoning: The parcel is located in the southeast part of the Town. Lands to the north along Red Stone Lane are residential parcels mostly 2 acres in size. Lands to the west are in the Horseshoe Bend neighborhood, lands to the south are residential parcels and the lands to the east are larger parcels, currently AT-35 but RR 2-4 on the Future Land Use Map. Site Features: The existing parcel is currently farmed. In addition to the residence, there are two barns and a shed. There is also a GC spot zone that will remain in place. Wetlands west of the buildings and an intermittent stream have been delineated. Driveway Access: The current driveway that serves the existing residence will remain unchanged for access to Lot 1. Other: Due to the existing GC spot zone, although the proposed Lot size is 4.1 acres, the rezone from AT-35 will be to RR 2-4 as the spot zone needs to be extracted from the overall acres of Lot 1 legally. Staff recommends approval of the CSM and rezone with the following condition: • Approval by the Joint City/Town Planning Committee if required TOWN OF VERONA APPLICATION FOR LAND USE CHANGE Please review the Town of Verona Comprehensive Land Use Plan and Subdivision and Development Ordinance 05 -04 (found on the Town website: (www.town.verona.wi.us) and Dane County Ordinances Chapter 10 – Zoning, Chapter 11 – Shoreland, Shoreland-Wetland and Inland-Wetland Regulations, and Chapter 75 – Land Division and Subdivision Regulations prior to application. The Town Comprehensive Plan has included this area in the category of Rural Residential 4 -8 acres. That would allow 19 single family homes to be built within the project. Lots will range from 1.6 acres to 3.5 acres. Open space will exceed the 30% requirement. All Dane County stormwater requirements will be met, including peak runoff, sediment reduction, and infiltration. This parcel is predominately being farmed, with a small woodlot in the NW corner and some scattered trees and N/S tree line in the middle of the parcel. There are no buildings on the property, and no significant natural, archeological, or historical featu res. The topography is characterized by rolling hills and valleys between, with defined drainageways. Due to the topography, the Concept Plan has a block of 7 homes on the west side with access from Flint Road, and another 12 home sites on the middle and east with access from Sugar River Road. Sight distance is good at both intersections. Existing Sugar River Road extends beyond this parcel and onto the property to the south, and exceeds the maximum length allowed under County ordinances. However, based on discussions with the owner to the south, Sugar River Road will someday be looped back into this project, thereby meeting the County ordinances. Based on the average of 10 trips per day per household from the ITE manual, this project would generate app roximately 190 trips per day. The existing road network can easily handle that increase. Surrounding land uses are mainly ag, with some residential properties scattered about. To the south and east there are public lands, including the Madison School Forest and Dane County Parks. The Concept Plan includes a wide open space along Riverside Ro ad with grass hiking trails, along with a large stormwater pond that will be provide both natural features for wildlife as well as recreational opportunities for the residents. Trees will be planted along Riverside Road to provide a natural buffer, maintain the rural character, and help reduce the visual impact. All open space, trails, and the pond will be owned and maintained by the HOA. The homes will be on well and septic. Town services will be required for plowing and maintaining the new roads. The DNR has inspected the property and determined that there is no navigable stream. They support the inclusion of the stormwater pond and believe it will enhance the natural features of the property. An endangered resources review is also underway by th e DNR, and that information will be presented to the Town when completed. The existing Flint Road does not meet Town standards for maximum grade, and it is impractical to rebuild it in the current location. However, the homeowners at the south end of Flint Road need it for access to their property, so it would remain in place for that purpose. The Concept Plan shows a new Town road splitting off from Flint to serve the 7 homes on the west side, with the new road meeting Town standards for grade and max length. No access to the existing Flint Road would be allowed by the new lots. Concept Plan layout a. Flint Road and new cul de sac i. Sight distance at new intersection with cul de sac (Remove trees within vision triangle. Design geometry to be resolved with Town Engineer) ii. Stopping ability on Flint due to grade iii. How many trees will be removed for new cul de sac construction. Is a tree inventory needed. iv. Farming traffic from Allison lands might use Flint if Sugar River Road is not accessible. v. Manfred questioned whether the new cul de sac should be extended to Allison lands (no plans to extend, Allison does not want to develop western portion) b. Riverside Road near Flint; Manfred wondered about rebuilding it to create deeper ditches (no plans to improve Riverside) c. Sugar River Road; existing Town Road built to standards, no plans to improve. Construction traffic might beat it up. On Town’s schedule to repave in coming years? d. Looping of Sugar River Road through Allison lands; Town to review concept plan for that. e. Lot sizes range from 1.6 to 3.5 acres. Meets ordinance for minimum size and average size. Green space is approximately 34%. f. Dusty wants to invoke the fence rule for the 80’ of shared property line with him in the SE corner g. Grass trails through open space, no hard surface. No motorized vehicles or horses. h. View corridor from Riverside Road was brought up. Berm and evergreen trees to be placed along Riverside. i. Shari Blasdel wants evergreen trees planted on her perimeter too. She is also concerned that neighbors walking the grass trail will trespass onto her land. j. Stormwater pond in NE corner will control stormwater to equal or less than existing conditions. Drain tile in that area to be removed, no longer needed for farming. k. Size and strength of culvert under Sugar River Road was brought up. l. Roads to be built to Town standard, and then owned and maintained by the Town. Binder pavement first, surface course later after most homes built. LOC to be provided to Town to ensure completion. m. Concern about wells if there is blasting. Test holes have been dug, no bedrock found. 2. Deed Restrictions a. Open Space to be owned and maintained by the HOA b. Dusty claims the recent burn on school forest lands caused some of his livestock to get sick, and wants burning banned for this project. c. Questions about whether lights/lighting on homes would be restricted d. Minimum house size included in restrictions. Size and building materials protects all home owners. e. most homes to be built on hillside with how the roads are laid out. Height restriction was discussed. 3. Process a. Concept Plan review by Town Plan Commission next Thursday 5/14. Everyone can attend. b. Many steps in the Town review process, with Preliminary Plat, Final Plat, Construction Plans. c. County zoning governs the rezone. Zoning dictates the setbacks and animals allowed (no livestock) d. Concerns that this project will restrict farming. e. Once platted, there will be property irons placed along with marker at all corners f. USPS to review locations of cluster mailboxes 4. Existing issues a. Speeding on Riverside b. Running stop sign on west bound Riverside at Sugar River Road. Why not 4 way stop. c. Icing in the winter on Riverside Road adjacent to woods due to shade d. Deer crossing Riverside into woods will cause accidents e. Riverside Road not in great shape. f. Sugar River Road not in great condition g. Flint Road is a glorified driveway Planning Report Town of Verona May 21, 2026 Riverside Road Property Owner: Joseph Poast of Riverside Acres LLC Property Addresses: Riverside Road between Flint Lane and Sugar River Road Parcels: 062/0608-322-8000-7; 062/0608-322-8550-0 Applicant: Joseph Poast Ron Klass, D’Onofrio Kotke and Associates 7530 Westward Way Madison WI 53717 Location Map Summary: The applicant is seeking input on a concept plan for a 76-acre parcel located on Riverside Road between Flint Road and Sugar River Road. The concept plan is for a 77-acre conservation subdivision with 19 lots and 30%+ open space. Comprehensive Plan Guidance: The Future Land Use Map category for this parcel is Rural Residential 4-8 acres. The parcel is currently zoned AT 35, so a rezone will be required with a preliminary plat submission. This land use category density limits the total number of allowable lots to nineteen. Current and Proposed Zoning: The current zoning of the parcel is AT-35. The proposed zoning would likely be SFR-1 and SFR-2 depending on the lot size. Extra-territorial Review/Boundary Agreement Authority: Under the current Boundary Agreement, Joint Committee provisions for review apply to only “land remaining in the Town and located in Areas A, B, and D.” These parcels are in Area C and are therefore not subject to review/approval by the JPC. Surrounding Land Use and Zoning: The parcel is located in the southwest part of the Town. Lands to the north are a mix of larger residential and actively farmed agricultural parcels. The parcels to the south are a residential parcel and adjacent large agricultural parcel, currently farmed. Site Features: The existing parcel is currently farmed. It will remain in farming for the near future. There is a 4-acre woodlot in the northwest portion of the parcel on Riverside Road, and the topography is rolling. Driveway Access: Lots will be accessed via two new town roads, via access to Flint Lane and Sugar River Road respectively. Flint Lane improvements will be required. Improvements to Sugar River Road may be required. Other: Concept Plan Highlights • The plan reserves 30% in open space • Trail system designed to connect open spaces with access for lots located on the western edge of the property • Planting plan includes trees on Riverside • Smallest lot size is 1.6 acres, largest is 3.5 acres • Road network includes a stub into parcel to the south; neighborhood concept plan illustrates how that stub will eventually connect back into Sugar River Road, providing two access points • The required neighborhood meeting was held on May 14 th 2026 and the attendee list and comments have been provided to the Town. Staff Comments: Staff is seeking input on the Concept Plan. Considerations include: • Intent of conservation subdivision design – is it being met? • Limitation of 2 story homes on ridgeline depending on orientation of home in the lot • Preservation of woodlot • Screening of 7607 Riverside Road residence • What will the open space look like? No description of restoration plans • Final details of the Flint Lane and the proposed road intersection geometry will need to be resolved with the existing Flint Lane relocated to intersect the new road approximately 100 feet south of Riverside Road • The proposed roads connecting Riverside Road and Sugar River Road have some centerline grades approaching 10% and will require concrete curbing to prevent erosion of a gravel shoulder • Snow Storage easements shall be located on the proposed cul-de-sacs. • Lots 7, 6, 5, and 4 shall be deed restricted to prohibit vehicular access and driveways onto Flint Lane • Any proposed tree screening along Riverside Road shall be at least 10 feet behind the r/w line
