Both firms are well aware of the federal grant program. Discussion followed. Lindell asked about differences in the bids. Barnes stated that the Al! Energy Solar quote is performed all in house and the Full Spectrum So!ar bid has a few subcontractors which may impact the bid price. Swiggum asked about maintenance of the panels and the lifecycle. The system will cover abut 60% of the building energy usage. Discussion followed. Senseman stated that his opinion was to wait on the installation, but if the project is to go forward, then the higher bid was preferred. Christopher Barnes, Public Works Director SUBJECT: 2026 Road Maintenance Project ACTION RECOMMENDED: The Town Board: 1. Award a contract to Payne and Dolan, Inc. for paving and chip seal of various roads as listed in the 2026 CIP, in the amount of $241,986.39. 2. Authorize the purchase of new regulatory and warning signs from Decker Supply Co. Inc. for the approximate amount of $3000. As part of the 2026 Capital Improvement Plan, eight roads were selected for improvements this year: Spring Rose (south), Spring Rose (north of Highway G), Bobcat Lane, Stoney Ridge Circle, Boulder Hill Court, Rock Ridge Court, and Wesner Road. An additional road section, White Crossing Road, was added and bid as an alternate, and could be awarded if the received bid prices were favorable. The improvements consist of asphait wedging and leveling of poor or distressed areas, aggregate chip seal, sign replacement, and restoration of disturbed shoulder areas, in addition to the paving work, a short section curb and gutter will be added on Stoney Ridge Circle to improve road drainage at 2877 Stoney Ridge Circle. The 2026 total Town budget for road maintenance is $564,052. Project bids were received on February 12, 2026, with four companies submitting bids. A complete tabulation is attached. The project bids were reviewed by the Public Works Committee on February 18, 2026. The Public Works Committee approved a motion to recommend the award of the total bid to Payne and Dolan, Inc. As noted on the attached Project Funding Summary, additional funds remain in the 2026 budget. These funds are anticipated to be held in reserve for a portion of the town share of the Fitchrona Road (Nesbitt Road to Tonto Trail) project in 2026/27. The total town cost share of the Fitchrona project has not yet been determined. Payne and Dolan, Inc. has successfully completed many similar projects for the Town and is qualified to complete the project. If awarded, the project is scheduled to be completed by July 31, 2026. Provides adequate and reliable revenue growth for the efficient long-term planning and execution of state and local transportation programs; 2. Includes responsible and prudent use of General Purpose Revenue and bonding; 3. Adjusts any new and existing transportation user fees and other revenue mechanisms to sustain purchasing power in order to maintain and improve Wisconsin's transportation infrastructure; and 4. Ensures transportation continues to deliver for Wisconsin by adequately funding reconstruction/ preservation, and safety investments on the state and local systems.
