8. Patrolman Report, Mt. Horeb Fire Department, Black Earth Fire District and
District
1
EMS
Reports
Jack came in today and took care of a few outstanding tasks and cleaned up a
downed
tree
on
Foreshaug
road.
The
Mount
Horeb
Fire
budget
meeting
is
coming
up
and
the
equalized
value
issue
is
up
for
discussion.
Doug
and
Polly
reported
on
the
consolidation
meeting
between
Black
Earth
and
Mazomanie.
They noted that the proposed AI-generated administrative documents were
unusable.
There
is
agreement
in
principle
on
merging,
but
complexities
remain
regarding
equipment
and
building
assets.
Cam
from
District
1
EMS
is
currently
leading
the
documentation
efforts
Kirk
will
reach
out
to
the
Village
president
and
see
if
that
can
help
with
facilitation.
9. Preliminary planning for 2027 budget Considering 100k for chip sealing, we generally take a very conservative
estimate
on
revenue
and
a
worst
case
scenario
for
expenses.
10. Preliminary planning for 2027 roadwork The road bid notice will run in the paper for two weeks in August and is also on
the
website.
We
will
open
bids
at
the
September
meeting.
11. Planning for 2026 Town Picnic Everything is on track for the picnic 12. Chad and Kelly Fleming, 3901 Moe Road, possible approval of subdivision plat. There are three new parcels and there were two legacy parcels. The county
required
a
plat
map
for
the
5
individual
parcels.
While
the
town
does
not
usually
do
plat
maps,
this
was
approved
by
the
planning
commission.
The
homesites
and
driveways
for
the
three
new
parcels
have
all
already
been
approved,
but
because
there
were
two
existing
parcels,
the
county
is
requiring
this
plat
map.
The
county
also
considers
the
parcel
bisected
by
Lattimer
Lane
to
be
really
a
sixth
parcel.
Kirk
made
a
motion
to
approve
the
multi
lot
plat
map
to
send
to
Dane
County.
Doug
seconded
the
motion
and
suggested
that
we
include
a
note
that
this
is
not
how
we
generally
do
parcels,
and
do
not
do
plats
and
subdivisions.
Kirk
amended
his
motion
to
indicate
that
this
is
an
approval
based
only
on
the
request
of
the
county
but
the
town
has
no
intention
of
approving
further
plat
maps.
Motion
carried
5-0.
13. Jan Cowan, 4616 County Highway JJ, possible approval of zoning change for
lot
3.
The proposal is to combine lots 3 and 4 into one lot, and because it is 13 acres
needs
to
be
rezoned
to
RR-8.
Kirk
made
a
motion
to
rezone
from
RR-4
to
RR-8.
Motion
seconded
and
Doug
noted
that
the
driveway
and
homesite
are
approved
already
and
this
is
just
clean
up.
Motion
carried
5-0.
14. Consideration and possible approval of event permit application Bike the Barns This is a new event in the town of Vermont this year. Their paperwork is in order
and
we
have
received
their
application
fee.
They
will
have
about
350
participants.
Kirk
made
a
motion
to
approve
the
special
events
permit
for
the
Bike
the
Barns
Event.
Motion
carried
5-0.
15. Approval of Yahara Distilling transferable license paperwork for Thirsty Troll
Brewfest.
Yahara has a transferable license allowing them to directly sell their products at
other
locations.
The
paperwork
in
the
file
is
really
just
for
our
information.
We
can
approve
it
as
a
formality
but
statutorily
are
not
permitted
to
deny
approval.
Kirk
made
a
motion
to
approve.
Motion
carried
5-0.
