Wearegoingtoneedtoputriprapontheoutflowsideofsomeculvertswheretherearewashouts.Noupdatesfromthefiredepartmentsthismonth.10.DrivewayApplication,GordonBrunner,4377CountyHwyFThisisafieldroad,notadriveway,andMr.Brunnerisparcelingoff4acreswiththeintenttosell. Theironlyquestionwasthattheyaskedaboutthetrashservice,therewassomeconfusion,buthewill havehismaintenancepeopletakethetrashoffsite. Kirkmadeamotiontoapprovetheconditional usepermitforthetransientlodgingpermit.13.ConsiderationandpossibleactionregardingRidgetopOverlayAsdiscussedatthepublicmeeting,nothingisactuallychangingintherules,thisisjustanenforcementoption. Additionallyitdoesonlyapplytoresidential buildingandnottoag. BrianStandingwouldsendtherezonepetitionfortheentiretown. Everyonewouldreceiveapostcardaboutthemeeting. Therewouldbeapubliczoninghearing. Thecountywouldmaketheactual decisiontoapprove. So,insteadoffillingoutthetownridgetopform,thecountyzoninginspectorwouldverifybasedontheelevationplansthattheymettherequirements.Thiswouldbecomepartofthecountyzoningapprovalprocess.KirkmadeamotiontoapprovemovingforwardwiththeRidgetopOverlayapplication.Motioncarried4-014.Considerationandpossibleapproval ofnextstepsregardingcooperativeboundaryagreementKirkfeelsthatwithoutanimminentneeditmightnotbevaluabletocontinuetospendmoneytopursuethis. TimaddedthatMountHorebdoesn’treallywanttosignanagreement.KirksuggestedthatwehavehimbeapartytoonemoremeetingwithMountHoreb. Karensuggestedthatwecapitat10hours.KarenmadeamotiontoapprovetheextensionoftheagreementwithMarkRoffersformeetingwithMountHorebonlywithacapof10hoursonhistime. Motioncarried4-0.
15.Considerationandpossibleapproval ofpropertyassessmentcontractfor2025-needtodeterminewhethertomoveforwardwithre-evaluationormaintenancecontractKirkfeelsthatweshouldn’tincurtheexpensebeforewehaveto.KarensuggeststhatwereachouttoSteveandasksomequestionsandhavethisitemontheAugustagenda.16.Considerationandpossibleapproval ofupdatedsolarordinanceKarenspokewithourtownattorneyandtheyrecommendedthatwenotmoveforwardwithanordinance. Therecommendationinsteadwasthatthetownshouldconsideraddingthelanguagetothecomprehensiveplan.Anothersuggestionwasthatasolarfarmwoulduseupasplit.17.Considerationandpossibleapproval onongoingwebsitemaintenancecontractandsetdate/timeforwebsitetrainingmadeamotiontoaddabudgetlinefor$50ahourforwebsitemaintenanceKirk Lynchnottoexceed24hoursayear.Motioncarried4-0.
18.DiscussionandpossibleactionregardingpublicsafetyexpensesOpenhouseforMountHorebFireisJuly23andDougfeelsthatiftownsdon’thavearticulatedexpectationsforbudgetthereisnotmuchtheycandoafterthefact. Dougthinksit’sfairtoholdpublicsafetyagenciestosomethingclosetotheCPI. Dougsuggeststhattheboardmakearesolutionindicatingthat.Kirksuggestsnotmorethan2%aboveCPI,soa5%increase.AresolutionwasdraftedbytheboardandAlexmotionedtosendresolution070824. DougsuggestedthatitbesenttoBlackEarthFireandDaneCom.Motioncarried4-0.19.ReviewstatusofoffertopurchaselandimmediatelyadjacenttoTownHall tocleanupboundarylinesandapprovedbyTownresidentsandAnnual TownMeetingKaycoulddraftaneasementagreementfor$350.
