Tbmn111522 1 TOWN OF SUN PRAIRIE 2023 Budget Public Hearing Special Town Electors Meeting Regular Town Board November 15, 2022 Call to Order Public Hearing for the 2023 Budget: Chairman L Updike called the Public Hearing to order at 7:02 pm at the Town Hall, 5556 Twin Lane Road. Supervisor D Yelk, Supervisor J Seltzner, Clerk R Wiedenbeck, Treasurer K Weisensel, and Patrolman J Schuster were present. Statement of Public Notice: Record in the minutes that the notice of this meeting was posted on the three Town bulletin boards on October 31, 2022, November 1, 2022, and November 7, 2022. Pledge of Allegiance: Patrolman J Schuster led the pledge. Approve Minutes: Supervisor D Yelk motioned to approve minutes from November 16, 2021 Budget Public Hearing & Special Town Electors Meeting, seconded by Supervisor J Seltzner. Aye Votes: L Updike, D Yelk, J Seltzner, K Weisensel, J Schuster. Nay Votes: None. Motion carries. Patrolman J Schuster motion to approve minutes from May 25, 2022 Special Town Board Meeting. Treasurer K Weisensel seconded. Aye votes: L Updike, D Yelk, J Seltzner, K Weisensel, J Schuster. Nay Votes: None. Motion carries. Public Comment: None. Supervisor D Yelk made a motion to close the public hearing and Call to Order the Special Elector’s Meeting at 7:10 pm, Supervisor J Seltzner seconded. Aye Votes: 5. Nay Votes: None. Motion carries. SPECIAL ELECTOR’S MEETING To Authorize the Town Board to hire a town officer(s) as an employee and set an hourly wage pursuant to Section 60.10(1)(g) and Section 60.10(2)(L) of Wis Statu tes: Moved by Patrolman J Schuster, second by Chairman L Updike to authorize the Town Board to hire a town officer(s) as an employee and to set the hourly wage at $ 25.00 with time and a half at 40 hours (part-time relief drive) , not to exceed $5000 pursuant to Section 60.10(1)(g) and Section 60.10(2)(L) of Wisconsin Statures. Aye Votes: L Updike, K Weisensel, J. Schuster. Nay Votes: None. Abstain: D Yelk, J Seltzner. Motion carries. To set compensation of elected town officials for the term of office beginning April 2023 for two years pursuant to Sec. 60.32 of Wis Statutes. Moved by Chairman L Updike, second by Supervisor D Yelk to set the compensation of elected officials at: Tbmn111522 2 Chairman Annual Salary: $6500, per diem $65 per meeting. Supervisors Annual Salary: $5200, per diem $65 per meeting. Town Constable Annual Salary: $1250, no per diem. Paid quarterly. Town Treasurer Annual Salary: $39,936, $16,613 in benefits; increase of $1,664 in January 2024. Aye Votes: 5. Nay Votes: None. Motion carries. To approve the total 2023 Highway Expenditures pursuant to Section 81.01(3) of Wis Statutes. Moved by Chairman L Updike, second by Patrolman J Schuster to approve the 2023 Highway Expenditures of $627,782, this includes garbage/recycling cost, which is consistent with the budget summary pursuant to Section 81.01(3) of Wis Statutes. Aye Votes: 5. Nay Votes: None. Motion carries. To adopt the 2022 Town Tax levy of $815,000 to be paid in 2023 pursuant to Sec. 60.10(1)(a) Wis Statues. Moved by Patrolman J Schuster, second by Supervisor J Seltzner, to adopt the 2022 Town Tax levy of $815,000 to be paid in 2023 pursuant to Sec. 60.10(1)(a) Wis. Statutes. Aye Votes: 5. Nay Votes: None. Motion carries. Authorize Town Borrowing pursuant to Section 60.10 (1)(a) of Wis Statutes. No need to authorize. Any other items as allowed by the electors at a Special Town Meeting, pursuant to Section 60.10(1) and (2) of Wis Statutes : Supervisor D Yelk motioned to amend the 2022 Highway budget from $873,786 to $975,000.
