b. 2025 ROAD PROJECTS
Pine Cone Circle and Blue Spruce Circle were chip sealed using some of the money saved on undercutting costs
on the Hickory Highlands project. Patrolman Ripp would like to ask for a $9,000 discount/refund and an extra
year of warranty on Clover Hill Drive, where Payne and Dolan only paved a 20’ wide base layer, instead of 22’.
The second layer will be laid at 22’ but will likely be more prone to cracking since the 1’ edges on each side of
the road won’t have received the compaction they should have. Onsite personnel from MSA missed the
mistake; Springfield does not expect to pay for any of MSA’s personnel hours for the onsite work when the
mistake was missed, nor the hours required to correct the mistake.
