CALL TO ORDER, ROLL CALL, PLEDGE OF ALLEGIANCE Chair Jeff Endres called the meeting to order at 6:30 p.m. Roll call shows Chair Jeff Endres, Commissioners Ashley Ballweg, Jan Barman, Linda Swann, Richard Weiland, and Ron Wolfe present; Commissioner Matt Wright was excused. Also present were Clerk-Treasurer Fayas, Vern Acker, John Acker, Jeff Daugherty, Aaron Wills, Adam Meinholz, Dave Everitt, and Catherine McCormick. The Pledge of Allegiance was recited. 2. CONFIRMATION OF POSTINGS FOR OPEN MEETING LAWS The Clerk confirmed that the agenda was posted at town hall and on the Town website. 3. PUBLIC COMMENT TIME – None. 4. APPROVAL OF PREVIOUS MINUTES: August 11, 2025 Motion by Commissioner Wolfe, seconded by Commissioner Weiland to approve minutes. Motion carried, 6-0. 5. DISCUSSION: FUTURE USE 6072 DARLIN DRIVE The property owner is inquiring as to whether the Plan Commission and Town Board would allow a multi-use entertainment facility that has an indoor target range for archery and firearms, a retail shop, and a restaurant and bar area. Segregation of the range and alcohol consumption were emphasized 6. PUBLIC HEARINGS: Motion by Commissioner Wolfe, seconded by Commissioner Ballweg to recess the regular meeting and go into a public hearing. Roll call vote: Ballweg AYE, Barman AYE, Endres AYE, Swann AYE, Weiland AYE, Wolfe AYE. Motion carried. a. REZONE FROM R-1A TO SFR, ADAM MEINHOLZ, 0808-043-2111-9, 7372 SPRINGHELT DR. The applicant would like to build an accessory building with 14’ doors, which requires a rezone to SFR to accommodate the necessary building height. b. REZONE FROM A-1(EX) TO AG, MOSSY ROSE LANE 0808-362-9500-8, -8000-5, -9000-3, & -8500-9 All four parcels need to be rezoned from exclusive agriculture for the Town’s Farmland Preservation ordinance to comply with County and State requirements of Farmland Preservation. Motion by Commissioner Wolfe, seconded by Commissioner Ballweg to close the public hearing and return to the regular meeting. Roll call vote: Ballweg AYE, Barman AYE, Endres AYE, Swann AYE, Weiland AYE, Wolfe AYE. Motion carried. 7. REZONE FROM R-1A TO SFR, ADAM MEINHOLZ, 0808-043-2111-9, 7372 SPRINGHELT DR. Motion by Commissioner Wolfe, seconded by Commissioner Barman to approve the rezone to SFR. Motion carried, 5- 0; Commissioner Ballweg abstained. 8. REZONE FROM A-1(EX) TO AG, MOSSY ROSE LANE 0808-362-9500-8, -8000-5, -9000-3, AND -8500-9 Motion by Commissioner Barman, seconded by Commissioner Ballweg to rezone from A-1(EX) to AG the four Mossy Rose Lane parcels. Motion carried, 6-0. 9. SHARED DRIVEWAY MODIFICATION: 0808-091-6023-0, -6012-0, & -6001-0, APPROX 6030 LODI-SPRINGFIELD RD No modification was made. 10. COMMUNICATIONS/ANNOUNCEMENTS Chair Endres and Chair Laufenberg met with MSA and GEC to discuss taking over Town planning services when the Town’s current planner discontinues services to the Town at the end of the year. CARPC may be able to handle some of the planner responsibilities and help preserve farmland with credit offsets. 12. ADJOURN Motion by Commissioner Weiland, seconded by Commissioner Wolfe to adjourn the meeting at 7:55 p.m. Motion carried, 6-0.
