MINUTES SPRINGDALE TOWN BOARD TUESDAY, SEPTEMBER 8, 2026 AT 12:00 P.M. BUDGET WORK SESSION 1 Call to order and certification of compliance with open meetings law by Rosenbaum at 12PM. All board members present including Rosenbaum, Altschul and Schwenn. Also present were Treasurer Shatrawka, Patrolman Dahlk, and Admin/Clerk Arthur. Arthur confirmed posting in compliance with the open meetings law 9/7 springdalewi.gov and 9/7 at Town Hall. Mt. Horeb Mail & Sunlight Report notified 9/7. 1. Approval of the agenda by unanimous consent. 2. 2027 Town of Springdale Budget Variances for current year • interest is still at 3.8%, over $10,000 on interest income this year. • legal is under budget because of recodification project has been moved to next year. • Cash end of year $41,000 ($14k of that is legal) • Equipment maintenance and repair variance of $15,344 for unexpected accident/repair costs. Culverts will be all under line 52 going forward and no longer separated out. • Overbudget on refuse because of unanticipated switch to Pellitteri. Budget was based on old Town & Country/Republic Services pricing contract. • Tree trimming is under budget because we haven’t done any yet this year due to lack of coordination with Burns brothers to assist with lift and chipper. Dahlk will contact Steve and Tom Burns to see if they intend to trim before it gets too late in the season. • Bathroom/back hall renovation will be taken out of the general fund; won’t take from ATC fund as the truck package for the new plow truck isn’t ready until next year. With the purchase of the new tractor along with the bathroom/hall remodel, will just swap with the previously anticipated truck package from capital outlay. Budget 2027, revenues (expenses to be discussed at next meeting, 9/15 @ 1PM) • Don’t know levy limit with net new construction until worksheet is available from DOR Friday 9/11. Allowable plus our loan payment ($40,560). • Transportation aid set to increase by 3%, so will raise our budget from 140,000 to $142,000. LRIP grant – $24,150.53 applied for this summer, will receive award in 2027. Pellitteri – fuel surcharge is the only unknown. $191,500, subtract out $7,800 for grant, $183,700 for revenue garbage and recycling. Special charges revenues for recycling will be $183,700. $847 per month, $1/household/month. Average fuel surcharge for the past 7 months is 657, total 8,400 for the year, plus 187,700 = 192,100 on line 33. Potential 2027 sale of Town’s 2016 340 single axle plow truck; $70,000 potential value to transfer to capital fund. Roads and expense purchases request from Dahlk were provided detailing proposed roadwork and equipment purchases. 3. Adjournment MOTION (Schwenn/Altschul) convene again next Tuesday at 1PM, part of that meeting at the end would be a closed session to discuss salaries. 3 ayes, 0 nays. Minutes taken and submitted by Administrator/Clerk Jackie Arthur.
