MINUTES SPRINGDALE TOWN BOARD TUESDAY, AUGUST 18, 2026 AT 7:00 P.M. Page 1 of 3 1. Call to order and certification of compliance with open meetings law by Rosenbaum at 7PM. A quorum of TB members present including Rosenbaum, Altschul and Schwenn. Also present were Patrolman Dahlk, Treasurer Shatrawka and Admin/Clerk Arthur. 8/15 springdalewi.gov and 8/17 at Town Hall. Mt. Horeb Mail & Sunlight Report notified 8/15, pursuant to Wis. Stat. § 19.84(1)(b). 2. Approval of the agenda by unanimous consent. 3. Minutes of previous Town Board meetings • 7/21 TB meeting – MOTION (Schwenn/Altschul) to approve the draft minutes. 3 ayes, 0 nays. 4. Public comment. S. Gauger asked where the assessor was in reassessing the whole town. No further information is known at this time. 5. Treasurer’s report: discussion of revenues, expenses and payment of the bills. Shatrawka highlighted the following from the treasurer report: Revenues – partial state shared revenue and q3 trans aid has been received. Expenditures – paid for Town Hall Rd. chipseal and Ridgeview crack filling. Scott bill for Lewis and Sharpes will be next month. Capital Outlay – $96,500 is net cost of New Holland tractor after McCormick trade-in. The Town made $12,000 on the sale of the McCormick after 16 years and despite it being broken. Debt service – $1,617 is one month interest on $500,000. Second payment to Huston and Jewell are accounted for as well. Will need to amend budget for the bridge – budgeted $564,000 and will be really close to that, but significantly under the $700,000 originally budgeted. Amendment will be needed September or Oct., will be a net zero amendment as we’ll just reduce the state aids we won’t be receiving. Capital projects fund – funded the $100,000 in July, took out $96,500 for purchase of the tractor, $4,000 difference is reflected in the beginning and ending balances. Ventilation is included, money hasn’t come out yet, $21,000 should also come out. Debt service fund still has money; we have retainer and interest payments and Jewell money yet to be paid. Includes the $2,500 opening minimum deposit. Will use whatever is left over in this fund to repay the loan. MOTION (Rosenbaum/Schwenn) to approve as presented. 3 ayes, 0 nays. 6. Patrolman’s report • Update on contracted road work status – all finished with wedging on Sharpes, Colby and Lewis; shouldered work is done. All big bills are in except the parking lot. • Update on bridge work recommended by inspector Polkinghorn – Dalhk spoke to Polkinghorn didn’t want to say yes or no, he’s just an inspector for structural purposes. Haven’t contacted anyone from the county yet. Tractor back with loader, everything is good to go. 7. Altschul report on Fire/EMS funding discussion progress and Mount Horeb Village Board meeting feedback. Mt. Horeb Finance committee met in August. Altschul met with Ben Jones (Mt. Horeb Fire board rep 1 of 2), Gabe (Village Administrator) and Village clerk; Village President was not in the meeting. Gabe understood Altschul’s spreadsheet showing what Springdale is overpaying under the current funding structure apportioned simply on equalized value and the broader issue due to his background doing the same thing in a former municipal role. With that understanding, Gabe communicated Mt. Horeb couldn’t afford that increase this year. Altschul went to Village Board meeting the next week that included the closed session at which the decision was made not to negotiate with Springdale and other MHJAFD municipalities. Altschul will go to tomorrow’s fire board meeting tomorrow. Chief Minter suggested doing a resolution this year to include the Mt Horeb TIDs in the calculation (as per the contract); without them, Springdale will not approve the fire budget. With the TID included, Springdale could stand to gain roughly $15,000. All of Mt. Horeb’s growth are in TIDs. MINUTES SPRINGDALE TOWN BOARD TUESDAY, AUGUST 18, 2026 AT 7:00 P.M. Page 2 of 3 MOTION (Altschul/Schwenn) to declare that Springdale is a no on the budget and hope the others do the same if they don’t negotiate. 3 ayes, 0 nays. 8. Consideration of appointment of Wayne Hefty to Capital Planning Committee. MOTION (Rosenbaum/Altschul) nominated Wayne to capital planning committee. 3 ayes, 0 nays. 9. Town garage ventilation update – Rosenbaum. Harker’s contract is for $22,159, granted exception to code requirements with DSPS to not heat the air. Will be completed in the next few weeks. 10. Discussion of moisture/mold in town hall, continued from last month. Dahlk and Hacker checked moisture of carpet and wood, moisture was in the tolerance level. Couldn’t check for mold in the walls, but moisture content was fine. Rosenbaum suggested taking some paneling off to check. Rosenbaum asked if Dahlk could remove strategic amounts of paneling and have Hacker come back with moisture meter. Had a room full of mildew on surfaces in the hall last week after the election. W. Hefty said they’d have to take drywall off to get accurate picture. Arthur was tasked with obtaining a contractor. 11. Discuss scheduling meeting to review all Town insurance coverage. Leave on agenda for next month. 12. Altschul/Dahlk to acquire extended warranty contract language for new tractor. Standard warranty is 2 years, had 1 year to decide if we want to buy the extended. Should get terms contract and Dahlk and Altschul should look at it each and come back with a recommendation. 13. Discussion of town staff job descriptions. Done for now. 14. August Primary election recap, Arthur. 1,573 registered voters, 667 votes cast – 42.4% turnout (44.2% County turnout). 19 new election day registrants, 104 absentees returned of 139 issued. 15.
