MINUTES SPRINGDALE TOWN BOARD TUESDAY, JULY 21, 2026 AT 7:00 P.M. 1. Call to order and certification of compliance with open meetings law by Rosenbaum at 7 PM. A quorum of TB members present including Rosenbaum, Altschul and Schwenn. Also present were Admin/Clerk Arthur, Treasurer Shatrawka, and Patrolman Dahlk. Arthur confirmed posting in accordance with the open meetings law 7/19 springdalewi.gov and 7/20 at Town Hall. Mt. Horeb Mail & Sunlight Report notified 7/19, pursuant to Wis. Stat. § 19.84(1)(b). 2. Approval of the agenda by unanimous consent. 3. Minutes of previous Town Board meetings • 6/16 TB meeting – MOTION (Rosenbaum/Altschul) to approve as drafted with one edit. Discussion - Under the bid openings Rosenbaum wanted the amount of the low bid inserted into the minutes. 3 ayes, 0 nays. • 7/13 TB meeting for tractor purchase – MOTION (Schwenn/Altschul) to approve the minutes. 3 ayes, 0 nays. 4. Public comment. M Lamberty – reminded the Board of tomorrow night’s pre-budget meeting for 2027 MHAJFD budget. 5. Treasurer’s report: discussion of revenues, expenses and payment of the bills. Shatrawka added a percent to budget column as it is halfway through the year. Revenues: Debt service fund has been added, short term loan will be paid this year with state and county aids (~$390K). Longer term loan is 3 years, town’s portion after the aids. That will go on our tax roll for three years. Required to have a separate fund for debt service for levy limit worksheet. The Town can pay on the 3-year loan anytime we want to save on interest, don’t want to prepay thought because we’re levying for it. First interest payment of $1,600 is due this month for the loan. Expenses: loan was funded on June 30, so the payment to RG Huston was transferred in July. MOTION (Rosenbaum/Altschul) Discussion – Dahlk mentioned that Thunder Road was substandard to Crack Filling Service. Won’t want to use them again, not happy with the weeds already coming up through the mastic which indicates they may not have lanced it first. $8,000 cheaper than Crack Filling Service. Rosenbaum mentioned that next year the specs should clearly state what we want. 3 ayes, 0 nays. 6. Patrolman’s report. Exit sign LEDs will be replaced in the next few days, and fire extinguisher issue and Dahlk’s office will be remedied as well. After the August election, the parking lot will be paved. 7. New Driveway, Chad & Erina Oistad, Lot 3 Ben Franklin St., Mt. Vernon. Rosenbaum No culvert at the bottom but will have one midway up the driveway for runoff. Rosenbaum thought engineered plan was straightforward. MOTION (Rosenbaum/Altschul) to approve. 3 ayes, 0 nays. 8. Update on back hall/bathroom remodel and discussion of town hall mold testing/remediation. A “black substance” was discovered by Premier behind the walls in the bathroom when the drywall was removed. Town Hall flooded in 2018 and the roof has leaked perpetually over the years. Mildew frequently accumulates on surfaces in town hall. Chad Oistad does architectural design work for a living and was present for the discussion and provided a professional opinion. Recommended to pick up a moisture monitor and test the wood around town hall, high would be anything over 30%. Hard to stop moisture in a pole building like this; lots of moisture probably coming through the concrete floor. As there is likely no vapor barrier, the mastic that will be used for the rubber flooring to be laid in the back hall will likely pose a problem within a year. Rosenbaum and Dahlk will convene with Premier to look into getting a different mastic before the floor is laid. MINUTES SPRINGDALE TOWN BOARD TUESDAY, JULY 21, 2026 AT 7:00 P.M. 9. Review of town job descriptions. Altschul requested staff job descriptions last fall and Rosenbaum asked all staff to update job descriptions. Dahlk is still working on his; clerk, PC admin and treasurer are done. Will be on the agenda for August. 10. Fire and EMS funding update – Altschul. Discussion: Lamberty had a meeting last Wednesday. Member from Village of Blue Mounds prepared a spreadsheet identical to Altschul’s from last year showing savings for all towns with increases for Village of Blue Mounds and Mt. Horeb using number of calls instead of just valuation. Using only calls, Mt. Horeb’s share would be $1.1 million (up from ~$700,000). Altschul reiterated that Springdale will not vote yes if the TIF are not included as per our current contract, at the very least. This will be on the Village’s agenda for 1st Wednesday in August. 11. Town Hall Rd. bridge update. Bridge is 99% complete, It only needs small cleanup items as identified by Jewell. Discussed adding striping to the sides as the bridge is wider than the road. Rosenbaum asked if Dahlk could talk to County Inspector Ray Polkinghorn about the striping as another opinion. 12. Calendar of upcoming events. Rosenbaum requested meeting start times be added to the calendar of upcoming events in the future. • 7/22 MHJFD Budget Open House • 7/27 PC meeting • 8/4 – Capital Planning Committee • 8/10-14 - town large item cleanup • 8/11 - Partisan Primary • 11/3 - General Election 13. Adjournment. MOTION (Schwenn/Altschul) to adjourn at 8:09. 3 ayes, 0 nays, motion carried. Minutes taken and submitted by Admin/Clerk, Jackie Arthur
