MINUTES SPRINGDALE Capital Planning Committee TUESDAY , July 7, 2026 AT 6:00 P.M. 1. Call to order and certification of compliance with open meetings law by Chair, Brigid Stark at 6PM. A quorum of Committee members is present at town hall. 2. Minutes of previous Committee meeting approved by unanimous consent. 3. Stark again appointed Altschul as interim minute taker due to regular minute taker’s absence. 4. Town Patrolman Dahlk updated Committee on paving of Town driveway and parking lot. There is room in this year’s budget for repaving, Town board approved it at last Board meeting and it will be done after the August elections, so no need to include it in future Capital Plans. 5. Town Patrolman Dahlk and Committee member Karl Hacker presented the results of their “assignment” to get updated cost of new tractor to replace the old, broken down McCormick tractor the Town currently owns. Dahlk and Hacker reported: Repair estimate on existing McCormich tractor is around $15k. Got estimates on three types of tractors: Kioti, New Holland and John Deere. Kioti quote: Quote received for a Coyote with similar build to current McCormick was $115k to purchase, but that the resale value was very low, the estimated useful life was much lower that other American made brands, and repair of tractor would have to take place in Tomah area, which would be very inconvenient for the Town. John Deere quote: model was $190k, and lease on tractor was appx $37k/year for 5 years. This is a respected brand, but they did not want to take our old McCormick in on trade. New Holland quote: quote received on a New Holland tractor was exceptional – as the dealership had a used 2025 model in stock with only 25 hours on it that it would sell us for $136,295, when its retail value new is $165k. Adding the necessary front loader was an extra $12k. The dealership was also willing to take our old McCormick on trade and give us $52k for it, meaning the total cost of the New Holland would be $96.5k. The dealership would only hold this 2025 tractor for us for 7 days – so a decision needs to be made quickly if the Town wants to purchase this tractor. Altschul informed the committee that the Town’s current capital plan includes a tractor purchase in 2027, but not 2026 – so we need input from Town treasurer as to what capital account can afford this year. Committee discussed tractor purchase vs lease. All agreed that with the high trade in values on used tractors that a lease didn’t seem to make sense, and all agreed that the New Holland deal is something that the Town Board should consider. Committee recommended that Patrolman Dahlk speak to Clerk Arthur and get a Town Board meeting scheduled ASAP for input from Treasurer and make a decision on purchasing the New Holland. 6. Altschul informed the Committee that she is still working on making an appointment with the Town building inspector for input into necessary repairs and improvements on Town Hall. Will update again at next meeting. 7. Two members of the Mount Vernon Park Association were present to present their finances and their own Capital Improvement plans to the Committee. They informed that currently Town pays the Park zero dollars, but does pay required insurance coverage for the park, which it is very grateful for. Their revenue consists of income from rentals, July 4th chicken BBQ, annual car show and a fall fest that it puts on with the Deer Creek Sports Club. Their big expenses are: equip for regular maintenance, the costs of the fundraising events, 4th of July fireworks, and new playground equipment that they are planning to install. Park Board said they’d keep us updated on any upcoming expenses that they would appreciate help covering. 8. Chair Stark would like to discuss a Capital account fund review, but cannot get account detail from Town Treasurer due to the antiquated nature of the Town’s accounting system. Discussion was had with members regarding potentially upgrading the Town’s accounting system and plans to discuss with Town Treasurer. 9. Next meeting set for August 4th at 6:00PM. MOTION by Gagnon to adjourn meeting. Seconded by Hacker. Meeting adjourned at 7:00PM. Minutes taken and submitted by Committee member Kelly Altschul.
