SPRINGDALE TOWN BOARD
TUESDAY, JUNE 16, 2026 AT 7:00 P.M.
1. Call to order and certification of compliance with open meetings law by Rosenbaum at 7PM. A
quorum of TB members present at Town Hall including Rosenbaum, Altschul and Schwenn. Also
present were Treasurer Shatrawka, Patrolman Dahlk, and Administrator/Clerk Arthur. Arthur confirmed
posting in accordance with the open meetings law 6/9 springdalewi.gov and 6/9 at Town Hall. Mt.
Horeb Mail & Sunlight Report notified 6/9, pursuant to Wis. Stat. § 19.84(1)(b).
2. Approval of the agenda by unanimous consent.
3. Minutes of previous Town Board meetings
• 5/19 TB meeting – MOTION (Altschul/Schwenn) to approve as written. Rosenbaum asked
Arthur to change “Y” reference under Bilse driveway to “purple” to better reflect the image in
the minutes. 3 ayes, 0 nays.
4. Public comment. K Hacker – under calendar of events, Capital Planning Committee wasn’t listed for
the next meeting. Confusion on when the next meeting was. It’s the 1st Tuesday of every month…7/7 at
6PM.
5. Treasurer’s report: discussion of revenues, expenses and payment of the bills. Monthly average
interest income is 3.83 percent. Starting to go down, not a lot of revenue activity. Expenses – Public
Works - $30,000 on cold mix, also includes $6,300 of plow repair that was finally done, insurance was
previously received under Misc. Income. Some acquisition-related expenses for the Town Hall Rd.
bridge replacement; next month we’ll start to see the actual construction costs. Have not spent out of
Capital Projects or ATC Powerline funds so far this year. MOTION (Schwenn/Altschul) to pay the bills
as presented. 3 ayes, 0 nays.
6. Patrolman’s report – crack filling update from Ridgeview Rd. and bridge overlay completed on
Town Hall Rd. Thunder Road finished crack filling and sealing on Ridgeview Rd. a week ago Friday,
they had to come back touch up a few spots. Will be chip sealed next year. Scott’s chip sealed yesterday
on Town Hall Rd., Dahlk patched the small “bridges” with cold mix instead of crack filling.
7. Liquor license and operator renewals. Arthur described the licenses that need to be renewed. Tavern
licenses were published in the Mt. Horeb Mail as required by law.
• Mount Vernon Tap MOTION (Rosenbaum/Altschul) to approve the Class B and the licenses for
the 11 operators (Aleah Kaldem, John Corey, Chris Frye, Melissa Carlson, Desyra Ott, Justina
Morgan, Breanna Nesheim, Renee Tollefson, Megan Randel, Tania Zradicka, and Nicole Johns).
3 ayes, 0 nays.
• Riley Tavern MOTION (Rosenbaum/Schwenn) to approve Class B and 7 operators (Lacey
Vandermeer, Ryley O'Brien, Jessica Docken, Tabetha Byl, Desiree Dailey, Noah Willey, and

8. Riley Tavern request for special permit for amplified sound, pursuant to Springdale Code 7-2-
17(c), Special Permit For Events with Amplified Sound or Music in the Outdoor Consumption
Area: 6/21 – Tom Winker, 2-5 PM; 7/25 – Chad Hell 4-7PM; 8/1 – Red Hot Horn Dawgs 4-7PM.
MOTION (Altschul/Schwenn) to approve the 3 proposed events. 3 ayes, 0 nays.
9. Bid opening for 2026 parking lot paving and additional roadwork (Sharpes Corner, Lewis Rd.,
Colby Rd.). Budgeted roadwork came back significantly under projected costs - $83,000 more remains
in the public works budget. Looking to use the additional funds to cover additional roadwork and paving
of the town hall parking lot, which has been badly needed for years.
• Town Hall parking lot: MOTION (Altschul/Schwenn) to accept Finks’ low bid of $51,900 for
the parking lot paving. Dahlk will talk to Finks to work on timing for later in the year and after

house up the hill as the temptation may be. Also shared driveway agreement on file with Dane
Co. Register of Deeds must be received along with the CSM.
