MEETING MINUTES SPRINGDALE JOINT PLAN COMMISSION AND TOWN BOARD MONDAY, June 1, 2026 at 7pm Approved June 22, 2026 1. 7pm Call to order and certification of compliance with open meetings law. PC members present: Plan Commission Chair Jester, Carrico, Aburomia, Hanson, and Dorn. Absent: Bunn and Sullivan. TB Members present: Town Board Chair Rosenbaum, Supervisors Schwenn and Altschul. Also Present: Town Admin/Clerk Jackie Arthur. 2. MOTION (Dorn/Hanson) Approval of minutes from April meeting. 5-ayes, 0-nays. MOTION CARRIED. 3. Jon Aleckson/ 2920 Town Hall Road/ Public Hearing for Comprehensive Rezone Correction 5.1 ac from RM 16 to RR4 and 12.2 ac from RM 16 to RM 8. There is no change of use with this rezone administrative correction only/ Sec 8. • MOTION (Dorn/Hanson): recommend to the town board a rezone of 5.1 ac from RM 16 to RR4 and 12.2 ac from RM 16 to RM 8 for the Aleckson land on Town Hall Road. Neither lot is eligible for further division per the Town of Springdale land use plan. 5-ayes, 0-nays. MOTION CARRIED. Background: During the 2019 comprehensive zoning code update there were a handful of properties that were incorrectly reclassified – these two lots – owned by the same landowner, adjacent to one another with only one house were seen as a single 17.3 ac lot and zoned to RM16 – rather than the two lots on CSM 12484 (that were divided in 2008) that should have each had their own zoning. This came to the town’s attention during the Town Hall Road bridge project – this is merely an administrative correction. Discussion: There were no public comments during the public hearing portion of this meeting. 4. Michelle Turner/ 3189 County Highway J /Lot Line Adjustment of approx. 1 ac to R. and K. Simpson at 3163 County Highway J/ Sec. 2. • MOTION (Jester/Carrico): recommend to the town board that the lot line adjustment of approx 1 ac between Turner and Simpson be approved because it is consistent with the town lot line adjustment ordinance. 5-ayes, 0-nays. MOTION CARRIED. Background/Discussion: Turner's plan to sell approx. 1 ac of land to their neighbors – this land is wooded, non-ag and does not create a new lot, transfer any development rights or alter any concept plan on file with the town. The prohibited lot line adjustments language from the town ordinance were reviewed. Next Steps: The new CSM map and rezone petition will need to be approved when ready for review 5. Ken Zweifel/Concept Plan Revision (PC Only) AND Public Hearing for Approval of CSM and Rezone for Residential Development/Lands North of Paulson and East of J/SEC. 1. • MOTION 1 (Jester/Dorn) to approve a change to the concept plan for the location of the building envelope for the original house on the 2014 concept plan and to add a note that upon division of this lot that one of the building envelopes along Paulson Road will need to remain with the farm land. Additionally, the original house location shall be officially abandoned as a density unit location – the house may not be used for a residence. 5-ayes, 0-nays. MOTION CARRIED. Zweifel Updated 2026 Concept Plan - MOTION 2 (Jester/Aburomia) : to recommend to the town board that the CSM is consistent with the newly revised concept plan and the town of Springdale Land Use Plan. 5-ayes, 0-nays. MOTION CARRIED. MOTION 3 (Aburomia/Carrico) : recommend to the town board rezone petition #12291 for the rezone of 5.32 ac from At35 to RR4 for the purposes of residential use. This lot shall be restricted from further division per the Town of Springdale land use plan. 5-ayes, 0-nays. MOTION CARRIED. Background: Ken was at last month's meeting, and a site visit was conducted to view the site of the original farmhouse, the location of the proposed new development area and the existing drive access. The concept plan revision request is to move the site of the original house to the new development area (and to render the original house and its location no longer a residence) and to add a note to the concept plan that upon division of the new development area to create a new lot that one of the Paulson Road development locations need to stay with the farmland. Regarding the division of the new development area via CSM to create a lot – the proposed lot does not separate any farm fields; it is served by existing driveway access and the RR4 designation is consistent with the size of the lot.
