SPRINGDALE TOWN BOARD
TUESDAY, MAY 19, 2026 AT 7:00 P.M.

1. Call to order and certification of compliance with open meetings law by Rosenbaum at 7 PM. A
quorum of TB members present at town hall included Rosenbaum, Altschul, and Schwenn. Also present
were Treasurer Shatrawka, Patrolman Dahlk, and Admin/Clerk Arthur. Arthur confirmed posting 5/12
springdalewi.gov and 5/18 at Town Hall. Mt. Horeb Mail & Sunlight Report notified 5/12, pursuant to
Wis. Stat. § 19.84(1)(b).
2. Approval of the agenda by unanimous consent.
3. Minutes of previous Town Board meetings
• 4/21 TB meeting. MOTION (Schwenn/Altschul) to approve the minutes. 3 ayes, 0 nays.
4. Public comment. Resident Scott Ahlman expressed concerns with town public notice procedure
regarding Plan Commission site visits, and excess sand/gravel on roads. The state requirement for site
visits is the standard 24-hour open meetings notice, which the Town strictly complies with. Ahlman
feels that amount of notice is impractical for his work schedule. Options were shared, such as signing up
to receive notifications via town email blast and a third-party website that notifies users of changes to
websites of their choice. No other notice is legally required of municipalities. Resident Mike Healy –
need a bigger budget for Town website updates. Can the TB mtg. PowerPoint sent out with the e-blast?
5. Treasurer’s report: discussion of revenues, expenses and payment of the bills. Lottery tax credit –
amount paid by the county, $17,199. Q2 transportation aid is intergovernmental revenues. -$534; money
to Dane County for dog licenses. 3.8% interest rate for April. Expenses: Capital outlay – indicated spent
$1,500 for ventilation expenses – the money will be coming out of capital projects fund. Bridge work
$1,987.
MOTION (Rosenbaum/Schwenn) to approve the bills as presented. 3 ayes, 0 nays.
6. Dr. Steve Salerno, Mount Horeb School District presentation.
7. Patrolman’s report
• Bridge inspection reports – progress to be reported at future meetings. 20’ and under bridges, not
a lot of progress.
• Brush cutting update – 40 hours finished last Thursday.
• Town of Cross Plains & Springdale road maintenance share – N. Riley Rd. and Coray Ln. are
shared by Town of CP and Springdale. Cross Plains determined that N. Riley be chip sealed, our
share of the split costs would be $3,700. MOTION (Altschul/Schwenn) to pay the Town of
Cross Plains $3,700 for our share of the road. 3 ayres, 0 nays.
8. Discussion: road bids returned less than budget, consideration of approving additional contracted
roadwork. Budgeted $200,000 for road work and cold mix; bids came in at $102,491. ~$80,000 left in
budget, should probably put more work out for bids. Town Hall parking lot needs to be redone, will still
have extra for hot mix wedging. Arthur and Dahlk will put together a bid ad for the parking lot and
roads over near Sharpes Corner.
9. Driveways
• Allison Dowd, Lunde Ln., parcel 0607-171-6023-0. MOTION (Rosenbaum/Altschul) to
approve the permit. 3 ayes, 0 nays.
• Bilse Family LLC/Ryan Arneson, Lunde Lane, Parcels 0607-171-6001-0 & 0607-171-6012-0.
Arneson and Bilses were present. Proposing different layouts and access to minimize the impact
to lot 1 and ag land. Concept plan placement shows 1,500’ of the 1,800’ driveway impact falls on
lot 1. Dane Co requirement for impervious surfaces/stormwater management is exceeded by just
the driveway alone, not including the future house. Retention ponds will be required, disturbing
additional ag land. “Y” (purple) option is the one they’re hoping to approve it. If the original
drive configuration is kept, the field may not be able to be farmed at all.

MOTION (Schwenn/Altschul) to approve the configuration (image below) where the shared
portion splits the property line. Rosenbaum – would need a shared driveway agreement,
conditional on receipt of that. Arneson – have it already, would just need to amend it. 3 ayes, 0
nays.
10. Mt. Vernon road ROW vacation process. Tabled for now – surveyor Ed Short is unsure of the right-
of-way vacations that need to happen before the Dahlk’s donated land can be a CSM.
11. Ordinance 2026-5-1, amending the land use plan (as a follow up to April’s public hearing).
MOTION (Altschul/Schwenn) to adopt the ordinance as written. 3 ayes, 0 nays.
12. Plan Commission appointments. 7-member PC, rotating membership. Rami Aburomia and Adam
Carrico 3-year appointments expire in May, both are interested in continuing. MOTION
(Rosenbaum/Altschul) to appoint Rami and Adam to new 3-year term. 3 ayes, 0 nays.
13. Update on Fire/EMS funding – Altschul. Altschul attempted to reach out to MHAJFD Chief Jenny
Minter. Altschul attended the MHAJFD March meeting and requested to be a future agenda item, but it
failed to be properly noticed. Tomorrow, after their regular board meeting, there will be a discussion on
the change in funding. Fire board would need to come up with recommended changes to recommend to
the municipalities, as a change in bylaws requires a unanimous vote.
14. Town Hall Rd. Bridge construction schedule. Construction is beginning, bridge has been demolished.
Assuming no delays, new bridge will be completed July 10.
15. Decisions to be made regarding bridge financing. The Town must borrow the total amount upfront to
get the bridge completed. Once the construction is finished, we will submit receipts to get
reimbursement from the County and State for our bridge aid and LRIP TRID grant. Three-quarters of

the cost will be reimbursed eventually through aid dollars; long-term financing will be for ~$107,000.
Need to decide whether we should borrow this amount, or use our on-hand ATC funds?
• Loan provider – Lake Ridge Bank vs. Board of Commissioners of Public Lands (BCPL).
Compared to BCPL, Lake Ridge is local, interest rates are comparable, and terms are more
flexible (can pre-pay as soon as we get the money). Resident M. Healy noted that with BCPL,
the entirety of the interest paid goes to libraries, something to consider.
• Funding Town portion of the bridge – borrow vs. ATC funds. Altschul – we budgeted to borrow,
so don’t see a reason to use the ATC fund. Schwenn agreed.
• If Town borrows, length of loan?
MOTION (Altschul/Schwenn) to borrow the monies from Lake Ridge Bank for a term of 3 years and
take no money out of ATC fund. 3 ayes, 0 nays.
16. Update on bathroom/hall remodel. Should start next month, Arthur picked out all finishes.
17. Calendar of upcoming events
• 6/1 – May PC meeting
• 6/8 - Board of Review from 3-5 PM
• 6/22 – June PC meeting
• 8/10-14 - town large item cleanup
• 8/11 - Partisan Primary
• 11/3 - General Election
18. Board walkthrough of town shop.
19. Adjournment. MOTION (Schwenn/Altschul) to adjourn at 9:30 PM. 3 ayes, 0 nays.
