MOTION (Altschul/Schwenn) to approve the list of 8 as submitted, all events close by at least 9PM.
No issues or other concerns were addressed and no other conditions added. 3 ayes, 0 nays.
7. Treasurer’s report: discussion of revenues, expenses and payment of the bills. We anticipate
funding $100,000 to the Capital Projects fund in August when we get our August tax settlement.
MOTION (Schwenn/Altschul) to pay the bills. Rosenbaum question on expenses at Premier for truck
repair. Dahlk explained the tie rod on the little truck broke. 3 ayes, 0 nays.
8. Patrolman’s report
• Mailbox damage policy – Discussed Rozeboom incident. Rozeboom (Town Hall Rd.) requested
that we review our policy as his mailbox was damaged during the final snow of the year. Feels
that the Town should replace the mailbox or at the very least, reimburse for the labor. Current
Town policy is to reimburse actual expenses of mailbox damage up to $75; no labor is
reimbursed. After board discussion, no change was made to the policy.
• Salt shed repair update – Tri-Brothers had it done in almost 1 day. Paid for the lumber to push a
wall back in and they fixed it in addition to the originally agreed upon repairs.
• Bridge inspection reports – progress to be reported at future meetings.
9. Public hearing regarding proposed clarifications to the town land use plan.
Rosenbaum informed those present that the Town Land Use Plan was adopted in 2002. Plan calls for
periodic review, invites residents to submit recommended changes by 12/31 of each year, and the PC
considers those recommendations in the early part of the next year. Amy Jester, Chair of the PC,
presented the line-by-line changes and showed them on the screen. Board will vote on these changes in
May; no substantive policy changes are being made. Updating language, removing definitions for
commercial development, heavy industrial and light industrial. When the zoning was updated in 2019,
the industrial references were removed as they are no longer referenced in the LUP but the definitions
were left. Resident K. Hacker – limited building envelopes to 2 acres, what was it before? Jester –
“Minimum size necessary”. 2 acres has been the working definition for a while. Rosenbaum closed
public hearing for no other comments at 8:16 PM.
10. Driveways
• J. Voell, 2253 Hwy 92 (shared). Tyler Roudebush present for J. Voell who was out of town.
Rosenbaum said an engineered plan is needed for the switchback and severity of the grade;
conditional approval would be recommended with an engineered plan, slope requirement, Dane Co.
Erosion control permit, and shared driveway agreement. MOTION (Rosenbaum/Altschul) to
approve the driveway conditionally on the above conditions. Discussion: PC Chair Jester mentioned
that the land still has to be officially divided as it currently isn’t its own lot. Tyler confirmed that the
engineered plan is in progress. Decision to table until further information is provided.
• Stagecoach LLC, J. Karls, farm access on Paulson Rd. Ag driveway only. MOTION
(Rosenbaum/Schwenn) to approve as submitted. No further discussion. 3 ayes, 0 nays.
• Stutz/Heuer Living Trust, Lot 2 County Highway S, (S. Nizamuddin land). MOTION
(Rosenbaum/Altschul) to approve as submitted. 3 ayes, 0 nays.
11. Bid Opening: town garage HVAC project. General Engineering Company (GEC) says we don’t have
to heat the incoming air, so no state exception is needed.
• Helm - $28,806
• Harker - $22,159
GEC has approved the plans and will approve both the rough and the final installation. Budgeted
$28,000 for this project. MOTION (Altschul/Rosenbaum) to go with Harker as the low bid.
Discussion: K. Hacker asked why can’t we just use all the money on the town hall and the repairs it
needs? Schwenn agreed; feels that we’re throwing away this money on something not needed.

Altschul noted that the garage is not up to code, and that while it is not “fun” to spend town money
this way, she will not vote to knowingly disregard safety requirements. Rosenbaum agreed.
Rosenbaum/Altschul aye, Schwenn nay.
12. Discussion on incorporating driveway construction requirements document into driveway
ordinance. Alter the website to put the last sentence up by the beginning the page somewhere, saying
that they have to read the driveway guide first.
13. Town Hall Rd. bridge ROW acquisition update/progress report. All parcels have been acquired,
construction can begin.
14. Spring election update – Arthur. 784 votes, 50% turnout (same as Dane Co.). 21 Election Day
Registrations (EDRs), 122 absentees returned out of 144 issued. Badger books are a continued success;
3rd badger book (purchased last month) worked well for registrations and processing absentees.

Pellitteri. Arthur sent it; still waiting on payment from them for the records request.
