TUESDAY, AUGUST 19, 2025 AT 7:00 P.M.
1. Call to order and certification of compliance with open meetings law by Rosenbaum at 7:00 PM. A
quorum of TB members present including Rosenbaum, Altschul and Schwenn. Treasurer Shatrawka,
Patrolman Dahlk, and Admin/Clerk Arthur also present. Arthur confirmed posting 8/15 on
springdalewi.gov and 8/18 outsides Town Hall. Mt. Horeb Mail & Sunlight Report notified 8/15,
pursuant to Wis. Stat. § 19.84(1)(b) in accordance with the open meetings law.
2. Approval of the agenda by unanimous consent.
3. Minutes of previous Town Board meetings
• 7/15 6 PM and monthly 7 PM meetings MOTION (Schwenn/Altschul) to approve the 6 PM
minutes. 3 ayes, 0 nays. MOTION (Schwenn/Altschul) to approve the 7 PM minutes as drafted.
3 ayes, 0 nay.
• 8/4 tree trimming meeting. MOTION (Schwenn/Altschul) to approve as drafted. 3 ayes, 0 nay.
• 8/11 recodification update. MOTION (Rosenbaum/Altschul) to approve as drafted. 2 ayes, 0
nay, Schwenn abstained.
4. Public comment. Thank you to town hall neighbors Walter (and son, Jake) Steele for crafting and
donating a new, weatherproof metal sign for the Oak Hill cemetery. Old, wooden sign was originally
handmade by the late Tim Statz with help from his wife Carol, both Springdale residents. Wood was
rotting and the sign was no longer sound. Hefty volunteered to contact the historical society to see if
they have any interest in preserving the old sign.
5. Treasurer’s report: discussion of revenues, expenses and payment of the bills. Shatrawka reviewed
revenues and expenses to date as shown on handout; nothing out of the ordinary.
MOTION (Schwenn/Altschul) to pay the bills as presented. 3 ayes, 0 nays, motion carried.
6. Patrolman’s report
• New plow truck update. Truck is in, may be ready this week. Price change was due to drive train
update because of short wheel base, $2,000 upgrade. Will hopefully be operational from Burke
by next fall/winter.
• Road contractor update – Klevenville-Riley Rd. Finks started on Klevenville-Riley on Monday.
Will pave in about a week.
• Tree trimming in Town ROW update. Waiting on Burns brothers acquiring a written policy from
Rural Insurance. Probably Monday/Tuesday of next week. Will need to budget more for tree
trimming next year.
• Sign update. Haven’t switched many, looking to get that done after Klevenville-Riley is finished.
7. Driveway
• Lot 4, Kollath Rd. Not actionable tonight due to late submittal. Applicant Caden Ama present.
Would like to swale the existing waterway to the back of the property. Have spoken to the
neighbors about it, they had some concerns. Would like to place the home a little forward and
central on the lot, bringing the driveway closer to the road. Rosenbaum requested that Dane Co.
put their waterway recommendations in writing. Table until next month.
8. Recodification update and discussion of proposals from other firms. Alan Harvey has not complied
with town requests to have the red code book of ordinances returned, along with other deliverables
promised for months now. Was supposed to have returned the red book prior to this evening’s meeting
as per the conversation yesterday; did not follow through.
MOTION (Altschul/Rosenbaum) Send Harvey a certified letter terminating our relationship and
issuing a formal demand for our code book.

Arthur asked if a deadline should be included for receipt of the book; Altschul’s opinion was no
date should be provided. Arthur will send the letter. No further discussion. 3 ayes, 0 nay.
Rosenbaum would like to inquire after WTA to see if they have any recommendations of
Wisconsin firms that do this work. Arthur will report back next month.
9. Ordinance 2025-8-1, Commercial Solar Ordinance Amendment. Arthur presented draft amendment
2025-8-1, based on KW hours, as requested at July’s meeting. Of the 9 Dane Co. towns with
commercial solar ordinances, all but Springdale and Dunn require permits based on KW hours. Altschul
defended current language based on physical size (2,000 sf of panels on parcels bigger than 2 ac, 1,000
sf on parcels smaller) as size is more observably detrimental. KW hours are hard to visually determine.
Don’t want anything bigger than what you’d need to run a single house on. Rosenbaum suggested
contacting WTA for their current stance and tabling till next month.
MOTION (Rosenbaum/Schwenn) to table; further research by Arthur/Altschul. 3 ayes, 0 nay.
10. Resolution 2025-8-1, Amending the Town Fee Schedule for Commercial Solar Energy System Fee.
As discussed and agreed by the Board in July, the fee was decided to be set at $1,000. This resolution
will incorporate it into our fee schedule.
MOTION (Rosenbaum/Altschul) to amend the fee schedule with $1,000 fee for commercial
solar. Motion carried 3-0.
11. Ordinance 2025-8-2, Board of Review Alternates. Adding W. Hefty and Terri Judd as alternates for
2025 BOR. MOTION (Rosenbaum/Schwenn) to approve as written. 3 ayes, 0 nays, motion carried.
12. Ventilation system update – Altschul. Altschul emailed the building inspector to ask for information.
Waiting on that and working on a bid comparison spreadsheet.
13. State budget highlights affecting Wisconsin towns. Arthur and Rosenbaum highlighted small
increases in General Transportation Aid (GTA), LRIP and shared revenues. GTA rate per mile will see a
7.2% increase in ‘26 and another 3% increase in ‘27, resulting in the following new rates: 2026 GTA
(expected) - $140,640; and 2027 GTA (expected) - $144,864. Under the indexing provisions created by
the state budget, County and Municipal Aid is projected to receive a 2.3% increase in fiscal year 2025–
26, followed by a 3.4% increase in 2026–27, tied to growth in state sales tax.
14. Authorization for Arthur to discuss liquor licensing questions with town attorney Chris Hughes.
Some questions have come up over the past year with regard to liquor licensing, both with regard to a
specific applicant and in general for yearly renewals. Arthur requested permission to involve Chris
Hughes as WTA cannot provide legal advice to the town. Approved by unanimous consent.
15. Dane County clerk training recap, discussion of new election machine purchase. Arthur recapped
training in Waunakee. Sales pitch was given for ES&S DS300 election machines. Dane County will no
longer support our current DS200, so replacement is mandatory at a cost of nearly $8,300. Replacement
will need to happen this year in advance of a busy 2026 election year.
16. Calendar of upcoming events
• 8/20 @ 2 PM – 18-151 study at Barneveld/Brigham municipal building
