MINUTES
SPRINGDALE TOWN BOARD
MONDAY, AUGUST 4, 2025 AT 2:00 P.M.
1. Call to order and certification of compliance with open meetings law by Rosenbaum at 2:03 PM. A
quorum of members present at town hall including Rosenbaum, Altschul and Schwenn. Admin/Clerk
Arthur and Patrolman Dahlk also present. Arthur confirmed posting in accordance with the open
meetings law 8/1 springdalewi.gov and 8/2 at Town Hall. Mt. Horeb Mail & Sunlight Report notified
8/2, pursuant to Wis. Stat. § 19.84(1)(b).
2. Approval of the agenda by unanimous consent.
3. Review and possible action on a contract to trim trees in Town right-of-way or the purchase a
piece of tree trimming equipment.
Certain town roads are becoming tree hazards for large farm equipment. Farmers cannot see in certain
areas due to the heavy overgrowth as trees close in on the road. Hiring a company to do this work is cost
prohibitive considering the scope of the upkeep. Spring Valley cut 10 ROW trees on Town Hall Rd. in
July for $2,150, and 3 trees in February (Sharpes and Kollath) for 3,500. Dahlk has been researching
attachments for our equipment, but those have drawbacks. Resident Steve Burns (present at the meeting)
offered to perform this work at a fraction of the cost for the Town. Insurance coverage is in the works
through Rural Insurance, who covers farmers who do this work all the time. Underwriter is gone this
week. Upon his return, policy could be effective as early as the 20th of August. Burns would charge
$175/hour for machine and a man, $100/hr. for chipper and a man. Would need to schedule a formal
road closure for safety and will talk to the neighbors. Town Hall would be done first; Dahlk will
prioritize the other roads (Malone, Lewis, Sharpes, Colby).
MOTION (Rosenbaum/Altschul) to hire Steve and Tom Burns at a rate of $175/hr. for skid
steer/sheer/operator, +$100/hr. for chipper and operator, to work on town hall road, not to exceed
$4,995. 3 ayes, 0 nays.
4. Adjournment
MOTION (Schwenn/Altschul) motion to adjourn at 2:40PM. 3 ayes, 0 nays, motion carried.
Minutes taken and submitted by Administrator Clerk, Jackie Arthur.
