MINUTES SPRINGDALE TOWN BOARD TUESDAY, JUNE 17, 2025 AT 7:00 P.M. Page 1 of 2 1. Call to order and certification of compliance with open meetings law by Rosenbaum at 7PM. A quorum of TB members present at town hall – Rosenbaum, Altschul and Schwenn. Also present at town hall were Treasurer Shatrawka, Patrolman Dahlk, and Admin/Clerk Arthur. Arthur confirmed posting in accordance with the open meetings law 6/14&16 springdalewi.gov and 6/16 at Town Hall. Mt. Horeb Mail notified 6/14. 2. Approval of the agenda by unanimous consent. 3. Minutes of previous Town Board meetings • 5/20 monthly TB mtg. MOTION (Schwenn/Altschul) to approve with no edits. 3 ayes, 0 nays. • 5/30 TB mtg. RE: plow truck. MOTION (Schwenn/Rosenbaum) to approve with the edit that Schwenn didn’t make the adjourning motion, Rosenbaum did. 3 ayes, 0 nays. • 6/16 TB meeting with Alan Harvey. MOTION (Schwenn/Rosenbaum) to approve with no changes. 2 ayes, 0 nays, Altschul abstained. Motion carried. 4. Public comment. W. Hefty – question on if the Town plans to pre-empt the Hwy P closure as traffic will be diverted to Town Hall Rd., some of which may be overweight trucks. Rosenbaum directed Arthur to send an e-blast to the town residents. 5. Treasurer’s report: discussion of revenues, expenses, and payment of the bills. Revenues - -$159 is a result of a payment to Dane Co. for MFL fees. For every time we get a check, 20% of what we collect we have to pay to Dane Co. Intergovernmental revenues contains Q2 transportation aid. Paid out more than we collected in licenses because we collect dog licenses all year, but we pay Dane County. Expenses – public works has large bill for crack filling of Town Hall and Ridgeview roads. MOTION (Rosenbaum/Altschul) to pay the bills as presented. 3 ayes, 0 nays. 6. Patrolman’s report. Overlay for LRIP on Messerschmidt 3 weeks ago, all shouldered now. Can get inspection from Engineer Brian Berquist and apply for reimbursement ($17,500). Chipseal was a week ago on Lunde, double sealed Grimstad. Crack filling was also done last month. Ditching for town hall will happen in a few weeks as well as section of Klevenville-Riley for new base and overlay. • Sign update – more signs ordered, they are put up as they come in. • March salt shed inspection/cover wood with tin on both ends. Contacted Jeff from Midwest, they came in high with $8-10K to put tin on both ends. Will likely put it out for bid. 7. Southwest Dane Senior Center update from Lynn Forshaug. Lynn not present, will attend July mtg. 8. Plow truck purchase discussion to compare bids and consider purchase. Lead times for chassis and add-on equipment require something to be ordered now, in order to have an operable piece of equipment by fall 2026. Peterbilt, Kenworth and western star bids have been received. Spreadsheet with specs shown in PowerPoint. Dahlk’s recommendation was that we already have 2 other Peterbilts; they have the best warranty and only 2 spots left to order. Once those are gone, we will spend more if we need to get the next model year with the new emissions. Rosenbaum in favor of the Peterbilt. MOTION (Rosenbaum/Schwenn) to enter into a contract for the Peterbilt truck 548 model, at a price of $140,159 to be ordered as soon as possible. $3,000 down when ordered. 3 ayes, 0 nays. Add-on equipment discussion: Burke is more expensive, but Monroe didn’t meet all our specs. Discount through Burke if you pay half down. MOTION (Schwenn/Altschul) to order the add on-equipment from Burke. 3 ayes, 0 nays. 9. Combination Class “B” Beer and Liquor license renewals. Arthur explained that both taverns passed the building inspections. However, both taverns did not submit required materials on-time, and thus background checks were not all completed timely. Still waiting on a few checks to be completed as well as a few operator submissions from Riley Tavern. Rosenbaum admonished the taverns to submit timely paperwork in the future so that we can meet our state-imposed deadlines. MINUTES SPRINGDALE TOWN BOARD TUESDAY, JUNE 17, 2025 AT 7:00 P.M. Page 2 of 2 • Riley Tavern LLC, 8205 Klevenville Riley Rd., Juliet Armenta and Maribel Perez-Trejo. • Mt. Vernon Tap/Corrich LLC, 8646 Davis St., John Corey and Walter Heinrich. MOTION (Altschul/Rosenbaum) to approve Riley Tavern’s Class “B” Combination beer and liquor retail license and operator licenses as submitted, conditionally, based on operators passing the DOJ background check. 3 ayes, 0 nays. Driveway • Jason & Melissa Marthe, Zahler Rd., parcel 0607-272-2011-0. Rosenbaum viewed the driveway and didn’t see any issues. MOTION (Rosenbaum/Altschul) to approve the driveway. 3 ayes, 0 nays. 11. Mowing at town hall – purchasing a mower vs. contracted mowing. Town does not have an operable riding mower. Question is should one be purchased, or the job contracted out. Proposal from Anderson Lawn Service (Town Hall Rd) for $50 bi-weekly. Includes around old town hall plus trimming. MOTION (Schwenn/Altschul) to hire Tim Anderson to mow town hall mowing as needed at $50/mowing. Rosenbaum thinks we should try this approach for a year. 3 ayes, 0 nays. 12. Plan Commission vacancy - new member appointment. Rosenbaum and Jester interviewed a few candidates. Rosenbaum’s nomination is Kirsten Dorn. She and her husband have lived at 7978 Hwy PD for 16 years. Schwenn questioned why resident J. Hensey, who volunteered a year ago, wasn’t approached for the position. MOTION (Rosenbaum/Altschul) to nominate Dorn for PC vacancy. Rosenbaum & Altschul aye, Schwenn nay. Motion carried. 13. Update on Town Hall Rd. bridge inspection (Schlapbach Creek). Two Town Hall Rd. bridges were inspected. The bridge over Schlapbach Creek is scheduled to be replaced, but has some maintenance suggestions to make it safer before replacement. Most importantly was the suggested traffic reduction to one lane. Dahlk said we need to rent barrels with lights; will try to get them before the end of the week. Arthur will send e-blast about one lane on the bridge. Dahlk will put orange flags on the 10 ton weight limit signs. The other bridge is right outside Town Hall; will repair guard rail and signs. 14. Request from Village of Mount Horeb to begin discussion on possible boundary agreement. Subcommittee suggested by Resident and Fire Board Rep. Mike Lamberty. Rosenbaum decided the first meeting should be with the Village to find out what they have in mind and then go from there. 15. DNR land acquisition of 1.4 acres in Mt. Vernon. Owner Lou Heitke present to explain the purchase. No town action required, just for information purposes. 16. Discussion on providing “Stop the Bleed” first aid course from Dane County Deputy Hayley Collins. Arthur will work with Collins on getting dates to circulate to residents. 17.
