1. Call to order and certification of compliance with open meetings law by Rosenbaum at 7PM.
Quorum of TB members present at town hall including Rosenbaum, Hefty and Schwenn. Also present
were Patrolman Dahlk, Treasurer Shatrawka and Admin/Clerk Arthur. Arthur confirmed posting in
accordance with the open meetings laws – 2/22 springdalewi.gov and 2/24 at Town Hall. Mt. Horeb
Mail notified 2/22.
2. Approval of the agenda by unanimous consent.
3. Minutes of previous Town Board meetings
• 1/21 TB monthly minutes. MOTION (Schwenn/Hefty) to approve with no edits. 3 ayes, 0 nays.
• 1/27 TB minutes. MOTION (Hefty/Schwenn) to approve with no edits. 3 ayes, 0 nays.
4. Public comment. None.
5. Treasurer’s report: discussion of revenues, expenses and payment of the bills. January actuals are
all in-line with expectations. Interest income at $12,809, rate of 4.76%. Next month $520,000 will be
moved into the general fund as the town portion of the taxes collected. MOTION (Schwenn/Hefty) to
pay the bills as presented. 3 ayes, 0 nays.
6. Patrolman’s report. Sign update – probably 20 left to switch over to the new wood posts this week.
Insulation – trouble with Zander, leaking in attic caused frozen insulation and took them an extra day.
7. Riley Tavern liquor license application for Maribel Perez and Juliet Armenta, 12 Georgetown Ct.
Madison, WI 53719. Combination Class B Beer and Liquor, 8205 Klevenville Riley Rd Verona, 53593.
Maribel and Juliet both present at town hall. Closing set for March 10, Chuck and Kate Teasdale
(outgoing owners) also present. Discussed the conditions on live music and how often it can occur, need
permission from TB. Clerk will refund Teasdale’s unused portion of their license as per Town policy.
MOTION (Rosenbaum/Schwenn) to approve the Class B Liquor and Beer license for Riley
Tavern LLC effective March 10, 2025 until June 30, 2025. 3 ayes, 0 nays.
8. Mt. Vernon Park Association annual financial report. Craig Judd presented financial report.
Working to get quotes for park improvements in 2025. Town contributions for 2024 were $3,169 to
cover their insurance, and $46,506 from the ATC fund. 2024 ending balance for the park was
$88,301.77. Rosenbaum – what controls are there on expenditures? Bylaws say that normal expenses
(utilities) are paid by the treasurer, they don’t vote monthly on expenditures. Checks can be written with
one signature. Schwenn added that he is the only one who signs checks at the legion meetings. No other
questions from the board.
9. Set solar ordinance application fee and discuss updating language to apply to commercial-only
applications. Admin/Clerk Arthur had included example definitions from a Wisconsin sample solar
ordinance defining commercial solar, as well as sample fees. Rosenbaum would like Arthur to look into
what other towns are doing. Hefty suggested we could go the route of Kilowatts produced to
differentiate between residential and commercial. Resident J. Karls suggested categorizing it as anything
non-residential/single-family.
10. Proposed flashing on Town Hall Rd. bridge, discussion and action. $8,000 cost for the flashing.
Engineer Mike Bakalars from Jewell estimates the bridge lifespan to be 75-100 years. Stainless steel is
just vertical piece on outside edge that has to be caulked where it meets the concrete, would need to be
maintained fairly frequently over the lifetime of the bridge. Also, it’s a fairly new concept.
MOTION (Rosenbaum/Schwenn) to not include flashing due to cost and need for frequent
maintenance. 3 ayes, 0 nays.
11. Update on town hall shop and office attic insulation removal – Rosenbaum. Covered earlier in
patrolman’s report.

12. Update on ventilation plan approval from General Engineering – Rosenbaum. General Engineering
reviewed Hein Engineering’s design and signed off on the plans. Arthur will submit a bid package to the
5 firms suggested by Hein, and publish in the paper.
13. Update on DNR flashing lights on bike trail – Hefty. Hefty contacted TAPCO and requested pricing.
Quote was $28,160, but for motion sensors, not push button activated. Quote is based on the location
modifications that would be required due to shady conditions and need for motion activation. Question
on DNR paying for this? Shouldn’t be town’s responsibility for the bike trail. Possibly not needed due to
tree and brush clearing that recently occurred. Rosenbaum requested that Hefty contact DNR to see if
they would install.
14. Consideration of revised town board meeting policy. MOTION (Hefty/Schwenn) to adopt the policy
as written and shown on screen. Discussion: changes from last meeting were adding a 24-hour advance
notice requirement; allowing individuals with disabilities to provide the clerk with their phone number
and the chair will call them in lieu of a Zoom option to attend; removing all camera/virtual references
and eliminating chair “discretion” as it could potentially lead to favoritism. No further discussion. 3
ayes, 0 nays.
15. 2/18 election update – Arthur. 340 total voters, out of 1,614 registered voters for a 21% turnout. (36%
turnout 2023 primary). 66 absentees returned out of 111 issued for a 59% return rate. TB Supervisor
race for April will be candidates Kelly Altschul (195 votes) vs. John Hensey (68 votes). Candidate
Jeremy Pings received 30 votes.
16. Assessor transition update – Arthur. Rosenbaum would like another 2 hours for open book, in-person
in the evening. Arthur will reach out to Catalis and arrange. BOR time is fine. The BOR will need to
meet to adjourn on 4/28 at 6:50 PM, because the assessment roll won’t be complete by the statutorily
required 4th Monday in April.
17. WTA district meeting learnings report from Rosenbaum and Schwenn. 1.5% increase expected in
shared revenue for 2026. Per mile aids have been frozen for 3 years. Trying to increase ARIP and
per/mile aids.
18. Calendar of upcoming events
