SPRINGDALE TOWN BOARD
MONDAY, DECEMBER 2, 2024 AT 1:00 PM
TB Approved 12/17/24
1. Call to order by Rosenbaum at 1PM. A quorum of members present at town hall included Rosenbaum,
Hefty and Schwenn. The meeting was not posted nor broadcast with a Zoom component. Also present at
town hall was Admin/Clerk Arthur and Kelly Altschul, resident and Plan Commission member.
2. Certification of compliance with open meetings law. Arthur confirmed posting in accordance with the
open meetings law on 11/30 at town hall and online. Mt. Horeb Mail was also notified.
3. Discussion and action on new town assessor contract; current contract (Accurate Assessors)
expires 2024.
Rosenbaum checked references on Catalis and Associated. Catalis has no clients in
Dane Co. currently. Associated doesn’t provide an option for less than a full revaluation due to
uncertainty with the data.
During the meeting Les Ahrens from Catalis was called. Discussion:
• There is an audit report in Market Drive that identifies holes in the data transferred from Accurate. A
list will be generated and the inaccuracies may be able to be resolved using GIS, a picture or a drive-
by. A letter could also be sent to the resident. This is all covered in the $9,200 data conversion quote.
• Market updates are to review any sales and discrepancies with what is on file. Sales transfers from
the County involving ag land are also visited to ensure it is still used as farmland.
• Revaluation fees and data conversion are always in addition to the annual maintenance fee. Annual
maintenance takes place each year regardless.
• A full audit on building permit lists will be done on past years
• Planning to do maintenance years in ’25 and ’26, with an exterior revaluation in 2027.
• With Catalis, quarterly payment would be $7,292 (includes data conversion and full exterior
revaluation). Town budgeted $50,000 for this year.
MOTION (Hefty/Schwenn) if the contract comes through as discussed today, Rosenbaum should sign it.
Based on $87,500 over 3 years paid in quarterly payments of approximately $7,292. No further discussion. 3
ayes, 0 nays.
4. Adjournment
MOTION (Schwenn/Hefty) to adjourn at 2:37. 3 ayes, 0 nays.
Minutes taken and submitted by Admin/Clerk Jackie Arthur.
