TOWN OF EAGLE TOWN BOARD MEETING March 18, 2026 Approved Minutes Chairperson Mommaerts called the meeting to order at 6:30pm and led with the Pledge of Allegiance. Roll Call: R. Kugel, D. Domagalski, R. Hajewski, and C. Mommaerts were present. D. Knauer was excused. Proof of posting and notice was verified as being met. Approval of Meeting Minutes: Motion by Domagalski to approve the minutes of the Town Board Meeting on February 18, 2026, as presented. Kugel seconded the motion. Motion carried, 4-0 Mommaerts opened the floor to public comment: Shawn Lang spoke about the library, asking the Town Board to continue to support the library board in efforts to update policies and practices that represent the values the community has. Dave Rockteacher spoke about the KMFD Intermunicipal Agreement, urging the board not to split up the departments (Eagle and North Prairie). Matt Leppard spoke regarding KMFD, stating it boils down to geography and mathematics. The Eagle Fire Station is centrally located for better response times and would like to see an equal split financially. Deb Hall also spoke about KMFD, stating the financial formula does not seem to work for all the communities; the district is not working due to the fire board and fire district leadership not figuring out how to have a functional fire district. Treasurer’s report: Mommaerts noted income is at 53.89% and expenses are at 15.48%. Motion by Kugel to approve the February 2026 financial report as presented. Domagalski seconded the motion. Motion carried, 4-0. Town payment of claims and Recreation Department payment of claims: Motion by Domagalski to approve the payment of Town claims and the payment of Recreation Department claims as presented. Kettle Moraine Fire District Report: Assistant Chief Wilton was present and read highlights from the report provided by Chief Nottling. Supervisor Domagalski reported on the introductory fire fee committee meeting. More public involvement is needed. Discussion took place on the Intermunicipal Agreement. Domagalski feels the staffing issue is always going to be a problem; throwing money at it will not fix it. Staffing should be based on the needs of the department versus having a large roster that all want the same hours. Kugel feels what we have is broken beyond repair. The agenda item is discussion on terminating the agreement, not to not have a fire department or emergency services. Since the agreement was made, it has not been followed. There does not seem to be a solid plan, so it is time to hit the reset button. Mommaerts states the KMFD was started with unsustainable numbers. The numbers were provided so that they would be approved; it was developed with a lie. We need to be better stewards of our taxpayer dollars. Hajewski cited response times. His home, for example, is 7 minutes from the Eagle station, but 15-20 from North Prairie, but the Town of Eagle pays the lion’s share. Kugel stated if we terminate the agreement tonight, everything will stay in place for two years. A committee should be formed immediately to get working on the future. Domagalski states each municipality feels they are paying too much, but his opinion is that North Prairie has the best response times. We have got the firehouse here in Eagle, but because it does not have sleeping quarters, we do not use it. *Motion by Kugel in favor of terminating the current intermunicipal agreement and move forward in forming a committee with all involved parties to put a new formula together to keep this department operating.
