MEETING MINUTES
PUBLIC HEARING & PLAN COMMISSION
RICHARD JUNG FIRE STATION – AUGUST 26, 2026, at 6:30 PM
Office: (262) 246-6100 | Email: VillageHall@LisbonWI.gov | Website: www.LisbonWI.gov
Call to Order
President Gehrke called the Public Hearing and Plan Commission meeting to order at 6: 31p.m.
Roll Call
Present: Village President Gehrke; Trustee Baum; Commissioners Oelhafen, Eberle, Howard,
McCormack, and Lesser; Planner Sumwalt; Engineer Leisses; Attorney Larson; Administrator Green; and
Clerk Cappozzo.
Absent: None.
Public Hearing: A request by Mike Wichert/ Ausblick, Inc., for a Conditional Use Permit for Downhill
Skiing and Snowboarding – with lights for Ausblick Ski Hill in the PR Zoning District, on the property
located at W260N6395 Mary Hill Road, known as Tax Keys LSBT 0257.999.002 and LSBT 0224.999.005 .
President Gehrke reviewed the procedure for the public hearing, Clerk Cappozzo read the published
Notice of Public Hearing into the record, and President Gehrke opened the Hearing.
Planner Sumwalt presented a detailed overview of the proposal. He explained that the primary
impetus for the new Conditional Use Permit (CUP) application was Ausblick , Inc.'s acquisition of an
adjacent 1.97-acre parcel (Tax Key LSBT 0224.999.005) from a neighboring property owner to the north,
which the applicant intends to incorporate into its site plan and plan of operation. Planner Sumwalt
further explained that because all prior approvals for the ski hill had been issued by Waukesha County
under its former shoreland zoning jurisdiction, and that authority had transferred to the Village upon
incorporation, a new CUP issued by the Village was required rather than a si mple amendment to the
county's prior approval.
Planner Sumwalt noted that the 2010 Waukesha County CUP was included in the packet for reference.
He stated that the petitioner had submitted responses to all general conditional use standards under
Section 18.04(d) of the zoning ordinance, and that staff had reviewed those responses. He confirmed
that, consistent with the Commission's past practice on conditional uses, the body would be asked to
determine whether the petitioner had sufficiently responded to each standard.
Planner Sumwalt summarized the key elements of the proposed site plan and plan of operation:
● New Parking Lot: The principal reason for the application was the addition of 99 new parking
stalls on the 1.97 -acre acquired parcel to the north, intended to address longstanding traffic

congestion and overflow parking on Mary Hill Road. The existing facility has approximately 124
off-street parking spaces, bringing the proposed total to approximately 223 spaces. Planner
Sumwalt noted there are no specific parking standards in the zoning ordinance for ski hills, but
that an assembly use standard based on a lodge capacity of approximately 200 persons
would suggest a need for roughly 150 spaces. Ausblick had provided capacity information
indicating a hill capacity of approximately 300 people, an average daily use of 100 to 125
people, a lodge capacity of 200, and a staff count ranging from 12 to 20 persons.
● Phased Development: The applicant proposed a phased approach to development,
incorporating improvements previously approved by Waukesha County that had not yet been
completed. Planner Sumwalt identified the following phases and approximate timelines: new
parking lot construction (2027 –2028); snowmaking and lighting infrastructure (2028); fill and
grading completion (2031); a new quad chairlift (2032); and a proposed utility distribution
building (approximately 2031). Proposed Condition 11 of the site plan plan of operation would
require all approved phases to be completed by December 31, 2032, with any extension subject
to Plan Commission approval.
● Outdoor Lighting: Planner Sumwalt addressed two distinct aspects of the lighting plan. First, the
proposed new parking lot would be served by 30 -foot, full-cutoff pole lighting, consistent with
the Village's zoning code requirements. Second, the proposed new ski hill slope lighting
presented a more complex situation. The applicant proposed "raptor -style" floodlights
mounted at approximately a 70-degree angle to provide long-distance illumination of the ski
slope for skier safety. Planner Sumwalt acknowledged that ski hill operations typically require
specialized sports or flood lighting rather than strict full -cutoff fixtures, and proposed a
compromise condition requiring all outdoor lighting to be operated in a manner that minimizes
glare, sky glow, and light trespass, with ski slope lighting remaining illuminated only during
public operating hours and extinguished within one hour of closing. He further recommended
that the ski slope floodlights be equipped with visors or shields to minimize glare and light
trespass onto adjacent properties, and that a final lighting plan be subject to review and
approval by the Zoning Administrator.
● Outdoor Events and Amplified Music: Planner Sumwalt noted that the petitioner's narrative
described various club-sponsored events and community activities. He stated that under the
Village's PR zoning district, temporary uses are permitted subject to Village Board approval. He
proposed Condition 3 in the staff review to formalize that requirement. He also noted a
proposed condition prohibiting live music, concerts, and other outdoor amplified
performances, while acknowledging the existing practice of background music being piped to
the slope. He indicated he wished to hear from the petitioner on this point.
● Hours of Operation: Proposed hours of 7:00 AM to 12:00 AM were presented. Planner Sumwalt
clarified that the prior county CUP had listed 11:30 PM as the limit, but that this likely reflected
lights-out for ski operations rather than accounting for staff cl ose-out procedures, which the
proposed midnight closure time was intended to address.

Mike Wichert, President of Ausblick , Inc., thanked the Commission for the opportunity to present. He
provided brief background on the ski hill, noting it originated through Marquette University around 1950
and that the current club has operated for approximately 55 years. He confirmed that the lighting visor
approach would be workable for the ski hill and affirmed that the additional 99 parking stalls were
intended to address past overflow parking issues on Mary Hill Road during special events.
Mr. Wichert expressed some concern regarding conditions related to outdoor events and amplified
music. He noted that the ski hill has historically had music piped out to the slope for the past 25 years
at a very low volume, and that events such as men's an d ladies' days, gala events, and occasional
weddings have occurred, with live music generally confined to the lodge interior. He sought
clarification on what level of board approval might be required for routine club activities and events.
Josh Pudelko of Trio Engineering, representing the applicant, added that Ausblick has operated under
an existing CUP and has been incrementally building out improvements that were previously
approved. He emphasized that the current application was primarily informative and additive in
nature, focused on the parking lot expansion, and w as not intended to introduce fundamentally new
elements to the ski hill operation. He noted that items such as the new chairlift and slope lighting had
already been included in prior county approvals and were simply being carried forward and
memorialized under the Village's jurisdiction.
Questions from Plan Commission and Village Board Members
Commissioner Lesser asked whether the site plan referenced in the 2010 county CUP —specifically a
plan dated April 22, 2010 —had been obtained. Planner Sumwalt confirmed that he had formally
requested the document from Waukesha County but received only the CUP itself, with no
accompanying plans. Clerk Cappozzo confirmed that no such plans were on file in the village's
records. Mr. Pudelko stated that the development team had replicated the content of the 2010 plan on
the current site plan, incorporating all previously approved improvements. Mr. Lesser stated that he
would like to see the original plan document and reiterated that understanding its contents was
important context for the Commission's deliberations.
Commissioner Lesser also referenced Condition 5 of the 2010 county CUP, which specified that only
one special event —a members-only racing event —was permitted. He noted that in practice, events
with attendance of up to 400 guests had reportedly occurred, with vehicles parked on both sides of
Mary Hill Road, in apparent violation of Conditions 5 and 6 of the existing CUP, which also prohibited
parking within the road right -of-way of Mary Hill Road. Mr. Lesser stated that these violations raised
concerns about the transition to a new CUP and the need for comprehensive conditions going forward.
Commissioner Lesser raised further questions regarding the three high-capacity wells on the property
used for snowmaking. He inquired about the depth, casing size, capacity, and frequency of operation
of the wells, and expressed concern that large withdrawals —potentially exc eeding 400 gallons per
minute per well—could create voids in the aquifer, adversely impacting neighboring private wells. He

stated he had spoken with the DNR and believed the wells to have 12 -inch casings at approximately
1,000 feet in depth.
Finally, Commissioner Lesser also raised questions about existing lighting, noting that a fixture near
the top of the ski lift appeared to be located approximately 20 to 30 feet above the tree canopy and
was creating glare visible from adjacent subdivisions, including Bracklin Drive. He questioned whether
the new lights, to be installed atop the raised grade, would be similarly positioned above the tree line
and suggested that directional, downward -facing fixtures should be required for both new and
existing lights.
Trustee Baum asked whether the new slope lighting would be substantially similar to the existing
lighting. Mr. Wichert confirmed that the same general type of lighting would be used, with a transition
from metal halide to LED technology already underway. J ohn Fink, Operations Director at Ausblick ,
clarified that the existing lighting system does not support remote dimming or percentage -based
control, and that the proposed new lighting was not planned to incorporate that feature either, with
operations managed via individual circuit control.
Commissioners asked about the operational feasibility of requiring Village Board approval for
temporary uses and club events, noting that only one board meeting occurs per month. Mr. Wichert
expressed concern that many routine member -benefit events—such as men's days a nd ladies' days
occurring throughout the ski season—had never required outside approval, and sought clarity on what
level of oversight was intended. Administrator Green suggested that Ausblick provide an annual list of
events for board approval at a single meeting, rather than seeking approval for each event
individually, to minimize administrative burden.
Commissioners asked about the square footage of the lodge and the approximate number of people
inside during peak events. Mr. Wichert stated that the usable public space in the lodge is
approximately 6,000 to 7,000 square feet, exclusive of office areas. He estimated t hat during large
events with 400 attendees, at least half of those individuals would be on the hill or on the deck at any
given time.
The board asked about the fire department's review of the lodge's occupancy capacity. Operations
Director Fink stated that the fire department conducts two annual inspections and has never raised
capacity concerns, though he acknowledged that no formal occupancy pos ting had been observed
in his tenure.
Commissioner Eberle asked whether the stormwater management plan for the new parking lot had
been approved by the county. Mr. Pudelko confirmed that a separate stormwater management plan
for the parking lot expansion had been submitted to Waukesha County for review and approval, but
that the permit had not yet been issued.

Attorney Larson clarified, in response to Commissioner Lesser's earlier question, that the issuance of a
new Village CUP would supersede and terminate the existing Waukesha County CUP. Planner Sumwalt
explained that the process was intentionally structured as a new application so that the Village would
have its own approval document under current Village zoning standards, rather than attempting to
amend a county -issued permit. He noted that the applicant's submitted plans were intended to
incorporate all previously approved improvements and ongoing work through 2032.
Administrator Green and Planner Sumwalt confirmed that the question about the legal relationship
between the two permits and the need for the new CUP to be comprehensive was addressed in the
record, and that the applicant's submitted responses were part of the official record.
Commissioner Lesser raised a concern regarding Condition 25 of the existing county CUP, which
required a 30 -foot buffer along the west and south lot lines consistent with deed restrictions. He
questioned whether the recently added fill material—described as raising the hilltop approximately 20
feet—encroached upon or altered the character of that buffer zone, and whether new light fixtures to
be installed on top of the elevated grade would be above the existing tree canopy. Mr. Pudelko
displayed the site plan on -screen, showing the 30 -foot buffer maintained along the south and west
lot lines, and confirmed that the existing topography and the proposed final contours were closely
aligned in those areas. He confirmed that skiing and light ing are not proposed within the buffer.
Applicants acknowledged that the raised grade would bring the hilltop to approximately the level of
the existing tree line, but stated that plans included a tree farm on the property for replanting as older
trees are removed, and that additional pines were planned along the west and south property lines.
Commissioner Eberle requested a formal landscape plan showing buffer plantings along the south
and west lot lines. Mr. Wichert affirmed the applicant's willingness to provide this.
Public Testimony
President Gehrke reiterated the rules of testimony —including the three -minute time limit, the
requirement to direct comments to the Commission, and the prohibition on yielding time to other
speakers—and invited members of the public to come forward.
Joan Plato, Lake Drive, asked for confirmation that the new parking lot access would be limited to Mary
Hill Road and would not include an outlet to Lake Drive. She expressed concern that the proposed
increase in parking capacity, combined with the new qua d chairlift potentially doubling the ski hill's
throughput capacity, could result in significantly more vehicles using Lake Drive as a shortcut to the
ski hill via Google Maps routing. She estimated that up to 110 additional vehicles per day could travel
through Lake Drive at 25 percent of expanded capacity. Ms. Plato also raised concerns about
increased light pollution from the expanded ski hill lighting and stated, in direct rebuttal to the
applicant's characterization, that the piped music from the hill is clearly audible in Beacon Hills on
weekends and evenings. She further expressed concern that expansion of the ski hill's snowmaking
and stormwater systems would increase impacts on surrounding wetlands.
PLAN COMMISSION

Randy Plato, Lake Drive, questioned the credibility of the applicant's stated 400 -person maximum
capacity, suggesting that the magnitude of planned expansions —additional parking, a new chairlift,
and additional snowmaking capacity —indicated an intent to in crease attendance well beyond that
figure. He stated that the noise from the ski hill is clearly audible inside his home. He expressed concern
about parking continuing to expand beyond the 99 stalls proposed, and reiterated the question about
whether the new parking lot would have any outlet to Lake Drive. Mr. Plato also raised concerns about
retention pond overflow contributing to standing water in his roadside ditch, and noted that his well
water had recently appeared disc olored, which he suspected may be related to the ski hill's
snowmaking water withdrawals.
Jill (last name not provided), Ridge Drive in Ironwood East , expressed concern that snowmaking
operations during overnight hours produce excessive snow drift onto Mary Hill Road, making it
treacherous for drivers during winter. She requested that this issue be addressed within the conditional
use permit through improved coordination between Ausblick and the Village's public works
department. She also asked that the Commission consider requiring shielding of existing ski hill lights
that cause glare for drivers approaching Celtic Ridge on Bracklin Drive in winter. She raised the issue
of increased litter along Mary Hill Road attributable to ski hill traffic and requested that the applicant
be required to conduct additional trash pickups along that stretch, perhaps twice annually.
Vincent Damato, Saint Patrick's Court , stated that he owns a lot adjacent to the ski hill and that his
primary concern was light pollution from the ski hill's floodlights. He expressed that requiring visors or
shields on the lights was a logical step and raised no objection to the lighting pol e height, noting that
elevation could actually assist in directing the light more effectively. He also noted that with
construction planned for his lot, he was hopeful that the conditions of the CUP would be clearly
established so that expectations were known in advance.
Steve Garman, Bracklin Drive , stated that his property line directly abuts the ski hill to the south. He
confirmed that the light at or near the top of the ski lift shines directly into his bedroom and his
children's bedrooms each night. He requested that any lighting conditions appli ed to the new
installation also address the existing lights causing this issue. Mr. Garman also testified directly to the
aquifer impact concern, stating that since moving to the property in 2023, his family has experienced
multiple multi-day periods without well water that corresponded directly with snowmaking operations
at Ausblick, and that water service was restored when the snow machines were shut off. He requested
that the CUP include conditions establishing a maximum daily or weekly pumping volume to protect
neighboring wells.
Edward Ek, Ridge Drive, identified himself as a sustainability engineer specializing in nozzle applications
with direct knowledge of snowmaking systems. He stated that a single snowmaker with 30 nozzles
operating at 400 PSI can consume approximately 200,000 gallons of water per day, meaning that
operating 15 machines simultaneously could result in water usage equivalent to that of a data center—

approximately 3,000,000 gallons per snowmaker cycle. He expressed concern that while neighboring
residents use low-flow fixtures and conservation measures, the ski hill's snowmaking operation draws
an amount of water equivalent to ten swimming pools per ma chine per day. He requested firm
regulatory limits on snowmaking water usage and called for reduction in the total snow production
area permitted under the CUP.
Randy Felker, Bracklin Drive in Celtic Ridge, thanked the Commission for the rigor of its questioning and
requested that any conditions adopted in the new CUP be written with sufficient specificity to be
enforceable, noting that several conditions in the 2010 county CUP had not been adhered to in
practice. He asked that conditions addressing music volume, lighting levels, and water usage include
measurable data points capable of serving as an enforcement standard. He expressed concern that
as the ski hill expands, these issues will intensify without clearly defined and enforceable limits.
Bryan Lindgren of Newman Developments appeared as a representative of the property owner to the
north and northeast of the ski hill, from whom Ausblick is acquiring the 1.97 -acre parcel. He testified
that his company conducted significant due diligence before purchasing the Meissner property,
including review of Ausblick's operations, hours, and history, and that those uses were fully disclosed
in deed a nd title documents. He stated that Ausblick predates Celtic Ridge and the adjacent
neighborhoods, and that homes in proximity to the ski hill have proven to be among the most desirable
his company has built. He expressed support for the CUP application, characterizing the proceeding
as an opportuni ty to memorialize longstanding uses and address any deficiencies in the prior
approval paperwork.
No members of the public appeared on Zoom to provide testimony.
Responses to Public Comment
On the question of parking lot access to Lake Drive, Planner Sumwalt confirmed that a condition
adopted at the time of the Certified Survey Map approval for the Alpine Hills subdivision —which
created the 1.97-acre outlot—required that upon conveyance to Au sblick, access to Lake Drive would
be extinguished and all access to the parcel would be through Ausblick's property to Mary Hill Road.
The site plan as proposed reflects this, with a second access point on Mary Hill Road only.
On the question of the quad chairlift's speed, Mr. Wichert confirmed that the replacement chairlift
would be a fixed -grip, single-speed quad, not a high -speed detachable chairlift. He explained that
the purpose of the replacement is to address the mechanic al obsolescence of the existing triple
chairlift, which dates to 1971 and for which replacement parts are no longer available. He noted that a
four-person chair accommodates more riders aloft simultaneously, thereby reducing crowding on the
ground and in the lift queue without increasing the rate of uphill movement.
On the question of snowmaking water usage, Operations Director Fink clarified that the ski hill operates
a 5,000,000-gallon retention pond and draws from its two high -capacity wells only when the pond

requires replenishment. He stated that at maximum draw, the two wells together pump approximately
750 gallons per minute. He confirmed that all snow machines operating simultaneously draw
approximately 2,500 gallons per minute from the retention pond, and that a full cycle of all machines
operating over three to four consecutive days would consume approximately 3,000,000 gallons. He
noted that snowmaking operations are weather -dependent and not subject to a fixed annual
schedule, and that the ski hill prefe rs to rely on natural snowfall to the greatest extent possible, given
the cost of artificial snowmaking. He further confirmed that the applicant plans to add six snowmaking
machines to the existing thirty, and that no additional high -capacity wells are planned. The third well
on the property is non-functional and there are no plans to restore it.
On the question of plowing of Mary Hill Road, President Gehrke acknowledged that the Department of
Public Works already coordinates with Ausblick and bills for snow removal attributable to ski hill
operations, but suggested that communication protocols be improved to ensure timely response
during snowmaking operations.
There being no further comments, President Gehrke closed the Public Hearing at 8:19p.m.

President Gehrke opened discussion on the CUP application. Attorney Larson recommended that
the Commission proceed by addressing the standards set forth in the zoning ordinance as the
evidentiary framework for a quasi -judicial determination under Act 67, a nd then address
conditions following that review.
Commissioner Eberle asked that the applicant be made aware that approval of a new Village CUP
would supersede and terminate the existing county CUP, including all conditions and referenced
plans. Attorney Larson confirmed this. Mr. Pudelko acknowledged the applicant's understanding

and reiterated that the current site plan was intended to incorporate all elements from the 2010
county approval. Attorney Larson stated that to the extent previously approved work has been
completed or is ongoing, the new CUP would pick up where the count y approval left off, and that
the phased development schedule extending through 2032 was intended to address remaining
work.
Commissioner Oelhafen expressed concern that without the original 2010 plan document, the
Commission could not fully verify what had been approved and what remained outstanding.
Attorney Larson acknowledged the concern but noted that the document is unloca table at both
the county and village level, rendering it effectively unenforceable, and that the most practical
course was to ensure the new CUP comprehensively addresses the current site plan as presented.
Planner Sumwalt noted he had asked the applicant to confirm that all elements of the 2010
approval were reflected in the submitted site plan, which the applicant's representative affirmed.
The Commission proceeded to review each of the conditional use standards under Section
18.04(d):
Standard A – Compliance with Zoning District Regulations: The Commission found this standard to
be met. The property is zoned PR, and all active ski operations are confined to that district.
Standard B – Public Health, Safety, and General Welfare: The Commission identified several areas
of concern under this standard:
- Parking and traffic on Mary Hill Road: Administrator Green indicated that the Department of
Public Works would be directed to study the feasibility of posting permanent no -parking signs
along Mary Hill Road in the vicinity of the ski hill property, with th e matter to be referred to the
Public Works Committee. Commissioners discussed the option of allowing temporary overflow
parking on the grassy area north of the maintenance building during the one major annual
race event, subject to Village Board approval as part of the temporary use process, with the
expectation that the new paved parking lot would be completed within the 2027 –2028
timeframe. Operations Director Fink confirmed that a flat area north of the maintenance
building could accommodate approximate ly 70 vehicles on a temporary basis when the
ground is frozen.
- Coordination with the Department of Public Works during snowmaking operations: Staff was
directed to improve communication protocols between Ausblick and the DPW so that
snowplowing can be deployed more effectively when snowmaking is active and drift
accumulation on Mary Hill Road is anticipated.
- Aquifer and well impacts from snowmaking water withdrawals: The Commission discussed the
extent of the Village's regulatory authority over high -capacity well withdrawals, which are
primarily regulated by the Wisconsin DNR. Planner Sumwalt noted he had prep ared a draft
condition addressing coordination, monitoring, and response to impacts on neighboring wells,
without overstepping DNR authority. Attorney Larson noted that some municipalities have

required well protection agreements under which the operator is obligated to provide
alternative water supplies to affected neighbors if wells run dry during withdrawal periods.
Commissioner Oelhafen raised concerns about the burden of proof required to es tablish
causation, which Attorney Larson acknowledged was complex and potentially costly.
Commissioner Eberle requested that staff reach out to a knowledgeable DNR contact in the
private well supply division to obtain guidance on how to proceed, before the next meeting.
The Commission directed staff to pursue that inquiry and return with a proposed condition
addressing the secondary impacts of snowmaking withdrawals consistent with what the
Village's authority allows.
Standard C – Compatibility with Neighborhood Character:
- Landscaping and screening: Commissioner Eberle requested a detailed landscape plan
addressing buffer plantings —specifically evergreen trees —along the west and south lot lines,
to provide year-round screening for adjacent residents in Ironwood East, Celtic Ridge, and Saint
Patrick's Court. Planner Sumwalt noted that the staff review already includes a condition
(Condition 5) requesting a revised landscape plan, and stated that it could be amended to
explicitly address buffer plantings along those property lines. Mr. Wichert affirmed the
applicant's intent to plant evergreens along the west side and around the south portion of the
property.
- Outdoor lighting: The Commission discussed both existing and proposed lighting in detail.
Commissioner Eberle reiterated the concern that existing fixtures near the top of the ski lift are
positioned above the tree canopy and create glare into neighboring residences on Bracklin
Drive. Mr. Garman had testified that these lights shine directly into his bedroom. Operations
Director Fink stated that the existing lighting plan shows a lux value of zero at the property lines
and that all lighting is directed east, northeast, and north toward the ski runs. Planner Sumwalt
acknowledged that while foot -candle measurements at the lot line may comply with the
Village standard of 0.4 foot -candles, glare and visibility of the light source are not directly
captured by that measurement. The Commission directed staff to include a condition requiring
that the specific fixture identified as causing glare issues be shielded and directed to eliminate
spill toward adjacent residences, and that all new lights on the expanded hill be directional,
downward-facing fixtures with visors, aimed exclusively at the ski slope.
Standard D – Ingress, Egress, and Traffic Hazards: The Commission acknowledged the proposal to
add a second access point on Mary Hill Road and generally found this to be a significant safety
improvement. Commissioners raised the question of whether acceleration and deceleration lanes
should be required at both access points on Mary Hill Road, as has been done at other nearby
subdivisions. Following discussion, the majority of the Commission did not find sufficient evid ence
to require a Traffic Impact Analysis, given that the number of vehicles using the facility was not
projected to increase beyond current levels and a second access point was being added. Staff
was directed to review the access design details for both entry points and ensure they are clearly
and properly depicted on the site plan.
PLAN COMMISSION

Standard E – Adequate Off-Street Parking: The Commission discussed the proposed 223 -space
total parking provision. Commissioners generally found the number sufficient given the applicant's
stated maximum attendance of approximately 400 persons arriving pre dominantly in family
vehicles and the historical maximum overflow of 40 to 70 vehicles on the road during the annual
race event. The Commission noted that the Village Board approval process for temporary uses,
including the major race event, could incorpor ate conditions for temporary grass parking in the
overflow area and parking direction by volunteers, as has been the applicant's historical practice.
Permanent no -parking signs on Mary Hill Road were identified as a necessary complementary
measure. Commiss ioners also noted that if the parking proved insufficient in practice,
enforcement through the temporary use approval process could address the situation on a case-
by-case basis.
Standard F – Noxious or Offensive Uses: Discussion focused primarily on amplified music.
Commissioners noted that several neighboring residents had testified that background music
piped to the slope is clearly audible from their properties, while other Com missioners noted no
noise complaints had been received by village staff. Planner Sumwalt clarified that proposed
Condition 5 of the CUP, as drafted, would prohibit live music, concerts, and other outdoor amplified
performances, but would not affect the existing background radio music played on the slope,
which does not constitute a live performance. The Commission discussed whether the prohibition
on outdoor amplified performances was appropriately tailored, given that occasional weddings
and deck events have historically included some level of music. It was noted that removing
Condition 5 and instead routing such events through the Village Board temporary use approval
process would preserve flexibility while mainta ining oversight. Planner Sumwalt noted that these
two approaches—a flat prohibition versus a board approval pathway —are in tension and would
need to be reconciled in the revised conditions. Staff was directed to address this in the revised
CUP draft.
Standards G through J: The Commission briefly reviewed the remaining standards. On Standard G
(effect on neighborhood property values), Attorney Larson noted that no appraisal or documented
evidence of diminished property values had been submitted; one res ident had expressed a belief
that values were being reduced, while a professional developer testified that proximity to the ski
hill increases property desirability. The Commission found no substantial evidence of harm to
property values. Standards H (orde rly development), I (public interest), and J (other standards of
the ordinance) were reviewed without significant concern or dissent.
Following the review of all standards and the extensive discussion of conditions requiring further
development, the Commission agreed that the matter should be tabled to allow staff time to revise
and supplement the conditions document prior to the next meeting. President Gehrke emphasized
that the revised materials must be distributed to Commissioners with sufficient time for review
before the meeting —well in advance, not the day before. Attorney Larson summarized the
Commission's legal posture: the standa rds had been found to be met, subject to the creation of

sufficient conditions to address the concerns raised, and staff would work with the applicant to
develop workable and reasonable conditions for the Commission's consideration at the next
meeting. Motion by Lesser, second by Howard to table the item . Motion carried unanimously.
B. Ausblick, Inc. for SPPOO Amendment for existing Ski Hill at W260N6395 Mary Hill Rd
The Commission agreed that the Site Plan/Plan of Operation amendment is directly dependent
upon the disposition of the CUP application and cannot be acted upon independently. No
substantive discussion was held on this item. Motion by Eberle, second by Lesser, to table the
item. Motion carried unanimously.
C. Dolce Vita Farms for new SPPOO for equine-assisted therapy/coaching at W239N8960 North Road
Planner Sumwalt introduced this item, explaining that the applicant, Desirae Koning, resides on the
subject property at W239N8960 North Road and operates an equine -assisted coaching and
therapeutic service, working with individuals in recovery from grief and trauma. The applicant uses
her own horses on the property and hosts clients for sessions. Planner Sumwalt noted that the A -
10 zoning district lists certain agricultural business -related uses as permitted subject to site
plan/plan of operation approval, and that while the specific use is not enumerated in the code,
staff determined it to be sufficiently similar to other agricultural business -related uses to be
approvable under that framework, subject to the Commission's concurrence. He noted no
concerns with the use, subject to the standard boilerplate conditions in the staff review.
Commissioner Oelhafen, who acknowledged misreading the application initially, confirmed upon
clarification that the applicant's animals remain on -site at all times and that no external animals
are brought onto the property for the sessions. Ms. Koning confirmed this.
Motion by Lesser, second by Howard, to approve the Site Plan/Plan of Operation for Dolce Vita
Farms, LLC, as presented and subject to conditions as listed in the staff review. Motion carried
unanimously.
D. Heartland Ecological for new SPPOO for ecological consulting at W230N5000 Betker Dr, Suite B
Planner Sumwalt introduced the request from Kate Kraemer of Heartland Ecological Group, an
ecological consulting and restoration business proposing to occupy Suite B of the multi -tenant
industrial building at W230N5000 Betker Drive, in the M-2 Zoning District. He described the business
as conducting prairie restoration and wetland enhancement work, with staff who conduct field -
based wetland delineations and related ecological services. Equipment is stored on -site, with
exterior storage space available at the rear of the building, and the majority of materials are stored
inside. Planner Sumwalt noted no concerns with the use and commended the applicant for a
thorough and detailed submittal.
The applicant, Kate Kraemer, appeared via Zoom and expressed appreciation for the
Commission's support in moving through the approval process.

Motion by Eberle, second by Oelhafen, to approve the Heartland Ecological Group new tenant Site
Plan/Plan of Operation, as presented and subject to conditions as recommended by the planner.
Motion carried unanimously.
E. Jordan Smith for Conceptual Review of development options for N88W24882 North Lisbon Road
Planner Sumwalt introduced this conceptual review item, noting that no formal action was
requested. Applicant Jordan Smith, whose family owns the subject property at N88W24882 North
Lisbon Road in the A -5 Zoning District, appeared via Zoom and presented tw o conceptual
development options for the undeveloped land north of the existing family farmstead.
Planner Sumwalt explained the key items for consideration.
● The property is currently zoned A -5. Development of multiple lots in certain configurations
would require a rezoning to another district.
● The zoning ordinance permits development on a shared private driveway without a dedicated
public road under specific conditions, including a minimum lot size of 3 acres for lots not having
frontage on a public road and a minimum driveway width.
● A road reservation from E -Jay Lane through the neighboring property to the east was
established in 1999 as part of a prior Certified Survey Map and has been carried forward on
subsequent CSMs. This reservation represents a potential future right -of-way for access from
E-Jay Lane but is not currently improved or under Village ownership. The neighboring property
owner, Patty, has submitted a written request to have the road reservation removed.
● Mr. Smith confirmed that he has been in communication with both the eastern neighbor
(whose land includes the road reservation) and the neighbor to the north (Cliff Drake), both of
whom are aware of his plans. He stated that he intends to purchase the appr oximately 100-
foot-wide strip from the eastern neighbor to create lot frontage on E -Jay Lane and extinguish
the road reservation.
Mr. Smith reviewed his proposed options for the Commission to consider.
1. Option 1 (Preferred): Acquire the road reservation strip from the eastern neighbor, creating a
new Lot 2 with frontage on E -Jay Lane (approximately 2.1 acres) and a new Lot 1 accessed via
a shared driveway (minimum 3.0 acres). Commissioner Oelhafen raised the observation that
new Lot 2, while meeting the minimum size requirement, would be relatively small compared
to the shared dr iveway easement area it contains, and that the resulting usable parcel area
would be modest. Planner Sumwalt confirmed that the lot dimensions were driven by the
applicable zoning minimums for shared driveway access lots and that there is limited flexibility
to equalize the lot sizes given those constraints. Commissioner McCormack noted that lot sizes
in the range of 1.5 to 2 acres are consistent with surrounding lots on E -Jay Lane.
2. Option 2: Develop only a single new lot of approximately 5.3 acres, also accessed via a shared
driveway, deferring any further division to a future date. The Commission expressed that either

option was acceptable, with the shared driveway approach preferred over the construction of
a new dedicated road, which would require the Village to assume maintenance obligations for
a dead-end cul-de-sac.
On the question of the road reservation, the Commission expressed no objection to its removal.
Planner Sumwalt noted that elimination of the road reservation would require a formal
recommendation from the Plan Commission and action by the Village Board.
Mr. Smith confirmed that his intent was to proceed with the land division through the Certified
Survey Map process within the next year, with construction of a new home to follow within two to
three years.
The Commission provided conceptual support for Land Split Option 1 with a shared driveway as
the applicant's preferred path forward, and indicated no objection to the removal of the E-Jay Lane
road reservation. No action was taken, as this was a conceptual review only.

BACKGROUND:
1. Petitioner: Mike Kaerek (MK/JC, LLC)

7. Proposed Zoning: R-1 Suburban Single-Family Residential District
C-1 Conservancy Wetland , and
Shoreland Overlay District
8. Future Land Use: Suburban Density I Residential (1.5 - 2.9 AC/DU),
Other Open Lands to be Preserved, and
Primary Environmental Corridor
OVERVIEW:
The petitioner has submitted a Concept Plan that includes 22 single-family residential lots (on approximately
64.4 acres). Lots range from 43,656 SF to 65,338 SF with an average lot size of 47,271 SF.
PLANNER COMMENTS:
1. Comprehensive Plan. The Comprehensive Plan Future Land Use Map for the property is Suburban
Density I Residential (1.5 - 2.9 AC/DU) and Other Open Lands to be Preserved . Suburban Density I
Residential allows densities that range from 1.5 acres to 2.9 acres per dwelling unit. The requested
density in this location is reasonable given the nearby Bark River Preserve Subdivision to the east is zoned
R-2 Single-Family Residential District, and the nearby Norwauk Subdivision to the west is also zoned R-2
Single-Family Residential. The overall proposed gross density of the development is 2.92 acres per
dwelling unit , which is consistent with the maximum density allowed by the Suburban Density I
Residential land use category.
2. Zoning. The property is currently zoned A-10 Agricultural District, which is limited to a maximum density
of one unit per ten acres. The requested R-1 zoning allows lots as small as 43,560 SF with a minimum
average width of 150’ if unsewered. The proposed lot sizes and average widths appear to meet the R-1
District requirements.

3. Rezoning The petitioner intends to request at a future time to rezone the parcel encompassing
approximately 64.4 acres of land in the Village of Lisbon from A-10 Agricultural to R-1 Suburban Single-
Family Residential. The areas encompassed by wetlands (on Outlot 1) will remain in the C-1 Conservancy
Wetland District.
A key provision of Wisconsin State Statute 66.1001 requires that certain land use actions/decisions be
made which are “consistent” with the goals, objectives, and policies of an adopted comprehensive plan.
The Village’s Future Land Use of Suburban Density I Residential (1.5 - 2.9 AC/DU) is consistent with the
proposed zoning of R-1 Suburban Single-Family Residential.
4. General Layout and Land Use. The clustering of residential lots in the upland portion of the property while
preserving the Bark River corridor is consistent with the Comprehensive Plan objective of protecting
environmentally significant lands and maintaining rural character. The large open space component is
also consistent with the Village's emphasis on preservation of environmental corridors.
The layout includes 22 single-family lots and two outlots. Outlot 1 is for open space and Outlot 2 is for
potential future access for the adjacent single-family lot to the west. The subdivision will have access to
County Road Q (via Meadow Lane) to the north.
5. Request for Waivers – Land Division Ordinance. The proposed length of Sunflower Lane is
approximately 643 lineal feet from the Meadow Lane intersection to the west end of the cul-de-sac and
approximately 721 lineal feet from the Meadow Lane intersection to the east end of the cul-de-sac. The
Village Land Division and Development Ordinance (Chapter 20) states cul-de-sacs designed as
permanent installation and not to be extended at any time shall not be longer than 600 feet in length,
except where topographical and particular conditions warrant an extension and will be subject to a waiver
and modification to this ordinance, at the sole discretion of the Plan Commission per Section 20.196 (1)
of the Land Division and Developme nt Ordinance. The petitioner will need to request a waiver to the
Village’s cul-de-sac length requirement as part of their Preliminary Plat Application.
The petitioner intends to request a waiver to exceed the 600’ cul-de-sac length limit. According to the
petitioner’s project narrative, “The waiver request will be based on the CTH Q frontage having restricted
access points due to vertical profile, site topography and appropriate intersection spacing”.
6. Street Names. The Concept Plan includes street names. The developer will need to work with the Village
Engineer to ensure these street names comply with Chapter 12, Sec. 7.01 (i) of the Village of Lisbon Code
of Ordinances.
7. Preliminary Plat. The proposed development requires a preliminary plat. Per Chapter 20, Sec 20.73 of
the Village of Lisbon Code of Ordinances, the subdivider shall submit a conceptual plan for review and
comment and consult with staff in order to obtain their advice and assistance. The information required
isn’t as detailed as that of a final plat submittal but requires substantially more than the submitted
concept plan drawing.
The petitioner submitted a conceptual development plan for discussion. The details of the proposed
layout and civil plans have not yet been reviewed.
8. Pedestrian Trails.
The petitioner is not proposing any pedestrian trails within the proposed subdivision. Pedestrian trails
for new subdivisions may be required by the Plan Commission in accordance with Section 20.243 of
the Village’s Land Division and Development Ordinance. The Plan Commission should determine
whether any pedestrian trails are appropriate for the proposed subdivision.
9. Environmentally Sensit ive Areas. The concept plan depicts wetlands based on a 2017 wetland
delineation. These wetlands encompass approximately 32.4 acres on the southern portion of the
property. The wetlands are zoned C -1 Conservancy District and are located within a Southeastern

Wisconsin Regional Planning Commission (SEWRPC) Primary Environmental Corridor associated with
the Bark River. Wisconsin wetland delineations and DNR wetland confirmations are generally considered
valid for five years. As the delineation shown on the concept plan is approximately nine years old, the
petitioner shall provide an updated wetland delineation for review as part of any preliminary plat
application.
10. Stormwater Management. The concept plan depicts three (3) stormwater management basins on the
south side of the development . Detailed grading, soil suitability, stormwater, and sanitary analyses will
be needed because much of the site consists of wetlands and hydric soils. Also, stormwater
management plan, and maintenance agreement will be subject to Waukesha County’s review and the
issuance of permits in the future.
ENGINEER COMMENTS:
Mitch Leisses, Village of Lisbon Village Engineer has provided separate correspondence regarding technical
review of the Concept Plan.
STAFF RECOMMENDATION:

• If you have these plans, please submit them to staff at Village Hall.
Update Since the August 26, 2026, Plan Commission Meeting
Following the August 26 meeting, the petitioner submitted written responses to the above referenced Plan
Commission follow-up items, a revised site plan dated September 10, 2026, and a landscape plan dated
September 9, 2026. Village staff also obtained information from the Wisconsin Department of Natural
Resources regarding the approved high-capacity wells on the subject property and procedures available to
neighboring private-well owners.
The revised site plan identifies 223 paved parking spaces and an overflow event parking area estimated at
70 to 87 spaces. The petitioner also reported that the Village of Pewaukee Fire Inspector confirmed a lodge
capacity of 325 persons.
The petitioner agreed generally to evergreen buffering along the west and south property lines, shielding and
re-aiming exterior lighting, annual lighting-direction maintenance, improved coordination with the Department
of Public Works during snowmaking, and depiction of overflow parking. The petitioner requested revisions to
the proposed temporary-use and amplified-music conditions.
The Petitioner is requesting approval of a Conditional Use Permit (CUP) for Downhill skiing and snowboarding
with lights for Ausblick Ski Hill located at W260N6395 Mary Hill Road, Lisbon WI, 53089 to facilitate the
attachment and inclusion of the neighboring 1.97-acre parcel being Outlot 1 of CSM No. 12809 (LSBT

PLANNER COMMENTS:
1. Comprehensive Plan. The Future Land Use of Recreational is consistent with the zoning of PR Park and
Recreation District.
2. Zoning District Requirements. The proposed zoning of PR Park and Recreation District allows “Downhill
skiing and snowboarding with lights” as a conditional use per Section 18.10 (e) 3 of the Village Zoning
Code.
3. Conditional Use Permit
The petitioner has included the following items as part of their submittal:
• Plan Commission Application
• Conditional Use Permit Application
• Site Plan/Plan of Operation Application
• Certified Survey Map
• Civil Plans
• Stormwater Management Plan
• Site Plan
• Lighting Plan
• Photometric Report
• Lighting Manufacturer’s Cut-Sheets
• Comment Responses
• Written responses to the Plan Commission follow-up items.
• Landscaping Plan
General conditional use considerations per Section 18.04, (d):
Substantial evidence. Any decision by the Plan Commission or Village Board to approve or deny a CUP,
and any condition imposed, must be based on substantial evidence, as that term is defined in the
Wisconsin Statutes, which means facts and information other than merely personal preferences or
speculation, directly pertaining to the requirements and conditions an applicant must meet to obtain a
CUP and that reasonable persons would accept in support of a conclusion. A conditional use shall be
permitted only if the applicant provides substantial evidence that:
A. The proposed conditional use shall comply with all regulations of the applicable zoning district in
which it is located.
Petitioner’s Response: A The subject property (Tax Key LSBT 0257.999.002) is zoned PR – Parks
and Recreation and is an established recreational facility used for ski, snowboard, various snow sport
activities, and member events. The requested conditional uses are intended to suppor t continued
operation and orderly implementation of approved site improvements consistent with the PR zoning
district and the Village’s review process.
B. The establishment, maintenance, or operation of the proposed use shall not be detrimental to or
endanger the public health, safety, or general welfare.
Petitioner’s Response: The proposed conditional uses will not be detrimental to public health, safety,
or welfare. Operations are managed as a membership -based recreational facility with on -site
staffing, defined access points, lighting, screening, and security measures appropriate to the use.
Although the facility is membership based, local organizations may use facilities for events. Existing
utilities (including wells and sanitary holding tanks) are managed through established approvals and
contracted services.

Ausblick has operated as a good neighbor in this community for many years. Ausblick holds proper
permits with the WDNR for its wells and with Waukesha County for its septic facilities and
responsibly maintains all this infrastructure. The maintenance records can be found on file with the
WDNR and Waukesha County. The specific permit information is:
- Well 1 [Ausblick, Inc. (875)] – WDNR #88027
- Well 2 [Ausblick, Inc. (875)] – WDNR #68616
- Well 3 [Ausblick, Inc. (875)] – WDNR #68617
- Septic Permit (LISB0257999002) – Waukesha County Permit #376060 (and #532499)
C. The proposed conditional use shall be compatible with the character of the neighborhood within
the immediate area in which it is located. In making such a determination, consideration shall be
given to the following:
i. The type and extent of landscaping and screening on the site.
Petitioner’s Response: The property is operated as a recreational facility and is buffered by
landscaped plantings, trees, and bushes, with a typical ~30-foot buffer and screening on
the south and west sides of the property.
ii. Whether the extent, location, and intensity of the proposed use further and does not
conflict with the goals, objectives, and policies of the adopted Lisbon Comprehensive Plan.
Petitioner’s Response: Outdoor lighting is used on ski terrain, buildings, and parking areas
to support safe operations; lighting is consistent with operational needs and focused on
the developed portions of the site. These characteristics support compatibility with
surrounding properties while maintaining a recreational character.
D. Adequate measures shall be taken to provide ingress and egress so designed as to minimize traffic
hazards and traffic congestion on public roads.
Petitioner’s Response: Site access is currently provided via driveway access from Mary Hill Road.
The facility manages traffic associated with seasonal operations and member events using existing
paved parking areas.
Ausblick is proposing the addition of a second driveway to Mary Hill Road as part of this Site Plan
approval. The new driveway will align with the main east -west parking lot; the existing driveway
appropriately spaced at 250’ south of the new driveway will remain. Providing two access points will
reduce traffic congestion at one entrance.
E. Adequate off-street parking shall be provided to serve the proposed use.
Petitioner’s Response: The site currently provides approximately 120 parking spaces, including a
paved parking lot (approximately 600’ x 60’). Ausblick is proposing an additional parking lot with up
to 99 stalls as part of ongoing improvements, which will further support peak se asonal needs and
event management.
Ausblick is proposing to add 99 new parking spaces with this Site Plan. No additional traffic is
generated from this parking lot expansion. Instead, Ausblick is better managing and accommodating
traffic and providing additional onsite parking.
F. The proposed use shall not be noxious or offensive by reason of vibration, noise, odor, dust, smoke,
or gas.
Petitioner’s Response: Ausblick reports no ongoing concerns with noise, odor, smoke, or other
offensive impacts. Music may occur during operations or events with occasional live music at
member events; these activities are managed to remain compatible with surrounding uses.
Snowmaking operations occur seasonally and are weather -dependent and will be conducted
consistently with safe and customary practices for ski operations.

Staff Review
G. The proposed use shall not injure the use of the property in the immediate vicinity for the purposes
already permitted, or substantially diminish the property values within the neighborhood.
Petitioner’s Response: The conditional uses are for continuation and refinement of an established
recreational facility, including long range improvement plans authorized under the CUP issued
5/26/2010. Existing screening/buffering, controlled operations, and the limited nature of associated
site improvements are intended to avoid adverse impacts on neighboring properties and support
continued compatible land use.
H. The proposed use shall not impede the orderly development and improvement of surrounding
property for uses allowed in the zoning district.
Petitioner’s Response: The proposal supports orderly development by maintaining operations within
the established PR zoning district and by coordinating any future site modifications (e.g., parking
expansions, facility remodeling, access modifications) through the Village review process and
applicable permits.
I. The public interest and welfare supporting the proposed use shall outweigh the individual interests
that are adversely affected by the establishment of the proposed use.
Petitioner’s Response: The requested conditional uses support a long-standing recreational use and
facilitate safe, well -managed operations, including parking management, lighting for safety, and
planned improvements that reduce operational constraints and enhance site functionality. These
public and member safety benefits outweigh potential localized impacts when managed under the
Village’s conditions and review.
J. All other conditional use standards identified in 4 (h) or elsewhere in this Ordinance are met.
Petitioner’s Response: Ausblick will comply with other conditional use standards referenced in the
CUP packet and any additional conditions established by the Village as part of the approval.
Per 2017 Wisconsin Act 67, conditional use authority is now specifically addressed within the statutes.
In summary, conditional use decisions must be made based on substantial evidence – facts and
information, other than merely personal preferences or speculation, directly pertaining to the
requirements and conditions an applicant must meet to obtain a conditional use permit and that
reasonable persons would accept in support of a conclusion. The applicant must present substantial
evidence demonstrating that the application and all requirements and conditions established by the
Village relating to the conditional use are or shall be satisfied. Any condition imposed by the Village
through ordinance or by the Village Board must be reasonable and, to the extent practicable,
measurable and may include conditions such as the permit’s duration, transfer, or renewal. The
Village’s decision to approve or deny the application must be supported by substantial evidence. In
addition, per Wis. Stats. 66.1001(2m) (b), a conditional use permit that may be issued by a political
subdivision does not need to be consistent with the political subdivision’s comprehensive plan.
STAFF RECOMMENDATION:
Depending on confirmation by the Village of Lisbon Plan Commission of the above-described comments, the
Village of Lisbon Plan Commission may take the following actions:

intended purpose and directed away from adjacent properties and public rights-of-way.
7. Any amplified music associated with the ski hill shall be directed away from adjacent residential
properties to the south, west, and north and maintained at a volume that does not create a nuisance or
violate the Village’s noise regulations. Outdoor amplified music shall be limited to background music
incidental to ski operations unless separately approved by the Village Board as part of an authorized
temporary use.
8. Live music, concerts, and other outdoor amplified performances are prohibited unless specifically
approved by the Village Board as part of an authorized temporary use, subject to conditions addressing
hours, location, direction of speakers, parking, attendance, and noise.
9. Any business signage shall be required to obtain signage approval through the Village of Lisbon sign
application process.
10. The Conditional Use approval shall not be in full force and effect until such time as the Petitioner obtains
the necessary approvals and satisfies all comments, conditions, and concerns of the:

with respect to the submitted plans, documents, and specifications.
b. Waukesha County Department of Land Resources for the erosion control and stormwater
management plan including a stormwater maintenance agreement.
11. The Conditional Use Permit shall be filed with the Waukesha County Register of Deeds and approved as
to form by the Village Attorney.
12. The Petitioner and/or Property Owner shall, on demand, reimburse the Village of Lisbon for all costs and
expenses of any type incurred by the Village in connection with the review and approval of this
application, including, but not limited to, the cost of professional services incurred by the Village for the
review and preparation of required documents, attendance at meetings or other related professional

conditions. Additionally, any unpaid bills owed to the Village of Lisbon by the Subject Property Owner
and/or Agent, for reimbursement of professional fees (as described above); or for personal property
taxes; or for real property taxes; or for licenses, permit fees or any other fees or forfeitures owed to the
Village of Lisbon must be paid on demand and prior to issuance of any permits and shall be placed upon
the tax roll for the Subject Property if not paid within thirty (30) days of the billing by the Village of Lisbon,
pursuant to Section 66.0627, Wisconsin Statutes. Such unpaid bills also constitute a breach of the
requirements of this conditional approval that is subject to all remedies available to the Village of Lisbon,
including possible cause for termination of the conditional approval.
13. Other Conditions.
a. No use is hereby authorized unless the use is conducted in a lawful, orderly, and peaceful manner.
Nothing in this permit shall be deemed to authorize any public or private nuisance or to constitute a
waiver, exemption or exception to any law, ordinance, order, or rule of either the municipal governing
body, the County of Waukesha, the State of Wisconsin, the United States o f America, or other duly
constituted authority, except only to the extent that it authorizes the use of the subject property
above described in any specific respects described herein. This permit shall not be deemed to
constitute a building permit, nor shall this permit constitute any other license or permit required by
Village ordinance or other law.
b. This Conditional Use hereby authorized shall be confined to the subject property described, without
extension or expansion other than as noted herein, and shall not vary from the purposes herein
mentioned unless expressly authorized in writing by the Village of Lisbon Plan Commission as being
in compliance with all pertinent ordinances.
c. Should the permitted Conditional Use be abandoned in any manner, or discontinued in use for twelve
(12) months, or continued other than in strict conformity with the conditions of the original approval,
or should the petitioner be delinquent in payment of any monies due and owing to municipality, or
should a change in the character of the surrounding area or the use itself cause it to be no longer
compatible with the surrounding area or for similar cause based upon consideration of public health,
safety or welfare, the Conditional Use may be terminate d by action of the Village of Lisbon Plan
Commission, pursuant to the enforcement provisions of this Conditional Use Permit.

Civil Plans Review Major Comments:
1. Please provide a reference supporting calculation based on Chapter 18 of the Village of Lisbon
Zoning Code for minimum required number of parking stalls and the applicable building square
footage requirements. Because this is a private facility, I believe the number of parking stalls should
be calculated under the requirements for a commercial facility. Please confirm whether this
interpretation is correct.
2. Handicap Stall Striping: Accessible parking stall striping was not proposed in both parking lots.
Commercial ski resorts are required to provide ADA-compliant accessible parking spaces within
their parking lots. Please update the parking lot striping plans to show the required accessible
parking spaces and associated access aisles. If accessible parking spaces are not required for this
project, please provide the applicable code provision and justification for their omission.
3. The grading plan contours do not match the drainage map provided in the SWMP. Please review
and correct the discrepancies.
4. Please provide required landscaping/tree islands for the proposed 99 parking stalls in accordance
with Village of Lisbon Ordinance Chapter 18. Provide required landscaping percentage and tree
quantities/sizes on the landscape plan.
5. Additional markups on the Civil Plans are provided as supplementary to this memo.
S
tormwater Management Plan Review Major Comments:
1. Please update the biofilter hydroCAD model and define the broad-crested weir as the secondary
outlet. The secondary outlet should not be routed to the primary outlet.
2. B
ased on the geotechnical report and NRCS soil survey, the parking area is primarily covered by
soil groups C/D, B/D, and D. Considering the drained condition, Soil Group D shall be assumed for
the parking lot area. Please include the soil hydrologic group in drainage map and update the hydro
CAD model.
3. A
dditional markups on the SWMP are provided as supplementary to this memo.

Here’s the list of follow-up items identified from the August 26, 2026, Plan Commission
meeting transcript.
Village Responsibilities
1. Contact the Wisconsin DNR (private well supply division or other appropriate staff)
for guidance regarding potential impacts of snowmaking withdrawals on
neighboring private wells and report findings back to the Plan Commission.
Ausblick has been in communication with the DNR and has confirmed the DNR view
that Ausblick is in compliance with the existing well requirements.
2. Prepare revised CUP conditions addressing snowmaking withdrawals, monitoring,
coordination, and response to neighboring well impacts within the limits of Village
authority. There should be no additional requirements needed. DNR has exclusive
jurisdiction over these wells and Petitioner does not agree to additional restrictions
to its reasonable and compliant use of these wells.
3. Revise Condition 5 (landscaping) to explicitly require evergreen buffer plantings
along the west and south property lines. Good with Petitioner.
4. Revise lighting conditions to require shielding of the existing fixture identified as
causing glare and require all new hill lights to be directional/downward-facing with
visors. Good with Petitioner.
5. Determine whether permanent no-parking signage should be installed along Mary
Hill Road and refer the matter to the Public Works Committee. Good with Petitioner.
6. Reconcile and revise conditions related to temporary uses, amplified music,
weddings, club events, and Village Board approval requirements. Good with
Petitioner. We suggest the following language.
• Temporary Uses such as "club sponsored events" may
be indoor or outdoor, and include, Race Day, Ski Patrol Carnival Day, High
School Race practice, Men's, Ladies, or Couples Days/ Nights,
summer barbecues or charitable type events. Temporary Uses and
private member events such as business gatherings,
birthday parties or weddings, are approved providing:
• the indoor lodge capacity does not exceed 325 people; and
• the parking lot capacity does not exceed 224 permanent parking spots
plus ____ temporary over flow parking spots.
• In the event said conditions will not be satisfied then Ausblick
must obtain the approval of the Village Board in advance.
7. Distribute revised CUP materials and conditions to Plan Commissioners sufficiently
in advance of the next meeting. Good with Petitioner.
8. Continue efforts to locate or verify the contents of the 2010 Waukesha County-
approved site plan dated April 22, 2010, if possible. Good with Petitioner.
Petitioner Responsibilities
1. Ask the Fire Inspector to opine on the maximum occupancy of the lodge (and its
associated deck, if applicable). The Village of Pewaukee Fire Inspector Kevin Porter
has confirmed a capacity of 325.
2. Prepare and submit a detailed landscape plan showing evergreen screening and
buffer plantings along the west and south property lines. Good with Petitioner.
3. Provide additional information and coordinate with staff regarding implementation
of lighting shields/visors and fixture orientation. Petitioner will shield for any
structure and parking lot lighting. The top light on the skill hill, and all ski hill lights,
will be adjusted to ensure focus on skiing surfaces. Petitioner agrees to a yearly
maintenance program to ensure proper lighting direction.
4. Improve communication protocols with the Department of Public Works regarding
snowmaking operations and road-plowing response. Good with Petitioner.
5. Add overflow parking area for temporary uses, located north of the maintenance
building, including the approximate number of spaces, to the site plan. Good with
Petitioner.
6. Continue efforts to locate or verify the contents of the 2010 Waukesha County-
approved site plan dated April 22, 2010, if possible. We will continue to look.
• If you have these plans, please submit them to staff at Village Hall.
Additionally, please address staff’s recommended conditions of approval from the SPPOO
staff review.
• The petitioner shall submit a revised site plan addressing Foth’s staff review
comments subject to review and approval by the Village Zoning Administrator, prior
to any land disturbing activities. Good with Petitioner.
We would suggest eliminating item 10 and relying on item 9 to control
the music. Same on the CUP part of the Staff Review; eliminate item 5 and have
item 4 control the music.
• The petitioner shall submit a detailed landscape plan prepared by a qualified
landscape professional identifying all proposed plant materials, quantities, sizes,
landscape point calculations, parking lot landscaping exhibit, parking lot screening,
street frontage landscaping, and required perimeter buffers. The plan shall
specifically demonstrate compliance with Sections 18.03(7) governing landscaped
areas, parking lot landscaping, street frontage landscaping, screening, and
landscape point requirements subject to review and approval by the Village Zoning
Administrator, prior to issuance of any zoning permit, grading permit, building
permit, or commencement of land disturbing activities. Good with Petitioner.
Finally, please provide responses as to how Ausblick, Inc. has addressed the conditions
from Permit 1394 dated 5/26/2010 (attached) and/or how measures to address them have
been incorporated into the current submittal materials. Parking has been addressed, as
have been special events.
3. Ask your licensed well driller or pump installer to contact the DNR Water Use Section
(dnrwateruseregistration@wisconsin.gov or 608-266-2299) to provide the department with the
information related to the interference.
In the case of an existing high capacity well property like Ausblick, the DNR does not have the explicit authority to
address private well interference if the property stays in compliance with their approval. Should Ausblick need to
change their existing high capacity well approval, they may require a full technical that currently includes review
of private well impacts. The DNR existing high capacity well approval does not affect the ability of private well
owners to seek a remedy through a private civil action. In 1974 the Wisconsin Supreme Court established that
persons adversely affected by the operation of a well or well system may act against the operator or owner of the
well or well system. Thus, private well owners retain the ability to file suit against the owner of the high capacity
well if they believe their water supply has been harmed by operation of the high capacity well.
Please let me know if you have other questions regarding this matter.

SUBJECT: Low capacity Potable Well Approval, Waukesha County, Wisconsin
Dear Mr. Evinrude:
The Division of Water, Bureau of Drinking Water and Groundwater, has received an application for
low capacity potable well on your high capacity property. The application was submitted by you
and was received on October 26 2009. The proposal was reviewed and it has received conditional
approval.
Your application has received a limited engineering review to determine compliance with the well
construction and pump installation requirements of ch. NR 812, Wis. Adm. Code. However, that
does not relieve the owner and constructor of the well and pump system of the responsibility for
compliance with all provisions of ch. NR 812, Wis. Adm. Code, and the conditions in this letter. A
hydrogeological review was conducted to determine whether your application complies with the
provisions of ch. 281, Wis. Stats, and ch. NR 820, Wis. Adm. Code, Wisconsin's Groundwater
Quantity Law.
PROPOSAL SUMMARY
Operator and
Property Owner:
Officials:
AUSBLICK INC.
PO BOX 207

Dennis Evinrude Telephone: 414-246-3090
Property Description: The south 10 acres of the SE of the SE of Section 20 and the north half of
the NE of the NE of Section 29 T8N and R19E, Town of Lisbon.
The Department of Natural Resources is authorized by chapters 280 and 281 Stats., to have general
supervision and control over the waters of the state and to establish and enforce standards and
rules for obtaining drinking water and protecting the public health from polluted water supplies.
Chapter NR 812, Wis. Adm. Code is adopted pursuant to this authority. A summary of existing and
proposed wells is attached in Table 1 at the end of this approval. For the purposes of issuing this
approval, department staff members have not inspected the proposed well site(s) or the existing
wells (if any) for compliance with NR 812, Wisconsin Administrative Code.
Your application has received a limited review. Your application will become a part of the
permanent high capacity well property file. A review has been conducted on your application to
determine whether the proposed work will or will not adversely affect the availability of water to a
public utility as defined in s. 196.01, Wis. Stats., and to determine if the proposed work will have a

significant adverse impact on waters of the State protected under s. 281.34, Wis. Stats. Because
the operation of the high capacity water supply is not expected to cause any significant reduction in
groundwater availability to the nearest public utility well, or have a significant adverse impact on
waters of the State protected under s. 281.34, Wis. Stats. you may proceed with construction
subject to the provisions of Ch. NR 812, Wis. Adm. Code and the conditions noted below. The
Department reserves the authority to require changes to the well construction and to limit the
pumpage in any amount that may be necessary to eliminate excessive drawdown in any public
utility well that may be affected. If the operation of the well adversely affects the operation of any
private wells on neighboring properties, this Department letter will not negate the protection to
which private well owners are entitled under Wisconsin case law relating to groundwater. This
Department letter does not relieve the property owner or well operator of any liability which may
result from injury or damage suffered by any person upon operation of the well.
Failure to comply with the requirements of ch. NR 812, Wis Adm. Code, or any condition of this
approval voids the approval. Construction or operation of a high capacity well without a valid
approval is a violation of s. 281.17, Stats., and is subject to potential forfeitures of $10-$5000 per
day with each day being a separate offense.
LOCATION CRITERIA
The department has not inspected the proposed well site and the department may not have fully
evaluated the distance from the proposed well(s) to all potential contaminant sources for compliance
with Chapter NR 812, Wisconsin Administrative Code. It is the responsibility of the owner to
provide a complete description of potential contaminant sources to the driller and it is the
responsibility of the driller to ascertain that the proposed well(s) is located and constructed in
compliance with NR 812 and this approval. The well(s) shall be installed and maintained in
accordance with the requirements of Section NR 81 2.08, Wisconsin Administrative Code.
Proximity to Landfills: There are no reported landfills within 1,200 feet of the proposed well.
Contamination Sites: There were no reported ground water contamination sites regulated by the
department's Remediation and Redevelopment Program on the property near the proposed well site
as of July, 2008, based on the database maintained by that program.
Ground Water Management Areas: The well is proposed to be located in an area that is within the
Southeast Wisconsin Groundwater Management Area, as designated in Section NR 820.20(1),
Wisconsin Administrative Code. At this time there are no additional requirements for operation of
this well, however because the well is in an area that is a ground water management area, that is
subject to change.
Proximity to Nearby Springs: The department believes that the well will not cause an adverse
environmental impact as defined in Section NR 820.12(19), Wisconsin Administrative Code to any
protected springs as a spring is defined in Section NR 820.12(20). This determination was based
on the distances between the well(s) and nearby springs, the proposed pumping capacity of the
well(s) and/or the hydrogeological conditions of the area.
Ground Water Protectipn^Areas: The proposed well(s) is located more than 1,200 feet from the
water body that is the core of the nearest ground water protection area, as a ground water
protection area is defined in s. 281.34(1 )(a), Wisconsin Statutes. Therefore, the proposed well
location is not within a ground water protection area.
Wells Operated by a Public Utility: The department believes that the proposed well(s) will not
impact a well operated by a public utility. This determination was based on the proposed pumping
capacity of the proposed well(s), hydrogeological conditions in the area and the distance between
the proposed well(s) and nearby public utility wells.
PROPOSED WELL, PUMP AND DISCHARGE DETAILS
Proposed Pump Installation: The maximum pumping capacity that may be installed in the proposed
well(s) is specified in Table 1, below. Refer to the attached guidelines for methods to measure or
estimate pumpage, an hour meter or flow meter is required.
Proposed Well Construction: The applicant proposed to construct a well that will draw water from
a bedrock formation. Construction of a bedrock well is approved provided that all aspects of well
construction meets the criteria specified in Chapter NR 812, Wisconsin Administrative Code. In the
event that the driller uses dual rotary drilling methods to install a permanent casing, for purposes of
installing casing for a non-potable high capacity well in accordance with Chapter NR 812, the dual
rotary drilling method is considered to be comparable to a percussion drilling method. For purposes
of Chapter NR 812, the casing bit that is used in the dual rotary drilling method is considered to be
comparable to a drive shoe. The proposed 6 inch well will be drilled with either percussion methods
or rotary. Since the well site is not located near any quarries the casing depth as proposed is
adequate. The total depth of the well is anticipated to be around 180 feet.
APPROVED WATER USAGE AND APPROVED PUMPING CAPACITIES
The approved water usage rates and approved pumping capacities in existing and proposed well
(#70827) are listed in Table 1 at the end of this approval.
CONDITIONS
1. It is the responsibility of the licensed well driller and pump installer to complete the installation in
compliance with requirements of ch. NR812, Wis. Adm. Code. If the Department discovers aspects
of the installation that are in violation of ch. NR 812, Wis. Adm. Code, and then the approval is void
and it is the responsibility of the owner or licensed individuals to perform the needed corrections.
2. If construction has not commenced within two years from the date of this letter, then this letter
shall become void. After two years, therefore, a new application must be made for approval of the
plans and specifications before any construction work is undertaken.
3. Notification of the proposed time of grouting shall be given to the Department of Natural
Resources * Regional office at *, telephone number *, not less than 48 hours prior to the beginning
of the grouting operation. In conducting this grouting, the Halliburton double or single plug method
may only be used if prior approval is obtained in writing from the Department.
4. All sampling, reporting and other requirements for both the construction and operation of the
well shall be complied with. These requirements include the well driller preparing and submitting a
construction report of the well to the Department within 30 days after completion of drilling of the
well.
5. The operation of well #70827 shall be limited to no more than 10 gallons per minute.
6. The Department reserves the authority to require any schedule of reporting water use from the
wells on the high capacity property that it deems necessary. Refer to the attached guidelines for
methods to measure or estimate pumpage, an hour meter or flow meter is required.
7. Table 1 lists the latitude and longitude of the proposed well location. The proposed location of
the well is approved. If the location of the well is moved more than the distance listed in Table 1 as
the location tolerance (in feet) from the proposed location, prior department approval is necessary
before construction.
NOTICE OF APPEAL RIGHTS

OVERVIEW:
At their meeting on August 26, 2026, the Plan Commission moved to table the Ausblick, Inc. Site Plan/Plan
of Operation application to the September 23, 2026, Plan Commission meeting as it is directly dependent
upon the disposition of the Conditional Use Permit application and cannot be acted upon independently.
The Petitioner is requesting approval of a Site Plan and Plan of Operation for Downhill skiing and
snowboarding with lights for Ausblick Ski Hill located at W260N6395 Mary Hill Road, Lisbon WI, 53089 to
facilitate the attachment and inclusion of the neighboring 1.97-acre parcel being Outlot 1 of CSM No. 12809
(LSBT 0224.999.005). A separate report has been provided for the associated Conditional Use Permit (CUP).
The proposed site plan includes:
• New 99-stall parking lot (2027-2028)
• Unimproved overflow event parking area (+/- 70-87 spaces)
• Snowmaking/Lighting Infrastructure (2028)

Staff Review
On April 12, 2026, the Village Board approved a Certified Survey Map adding Tax Parcel LSBT 0224.999.005
to the existing ski hill property. The petitioner is requesting to incorporate this parcel as part of the plan of
operation and conditional use for the ski hill.
On 5/26/2010 Waukesha County issued a Conditional Use Permit (Permit No. 1394) to Ausblick, Inc. for
multiple improvements to the ski club property including a new ski lodge, maintenance building, pump house
and parking area in accordance with plans dated 4-22-2010.
• Since the Village’s incorporation and adoption of its own Village Shoreland Zoning Ordinance,
Waukesha County no longer has jurisdiction over land use or zoning applications on property with
Shoreland Zoning.
• The Conditional Use Permit will include language that states, “ Prior Conditional Use Permits
Terminated. Unless stated otherwise herein or in the documents incorporated herein, all conditional
use permits previously granted for the Subject Property, if any, shall be automatically terminated
without further action of the Village Board immediately following full satisfaction of all conditions
precedent to this conditional use order taking effect.”
Code.
3. Plan of Operation. The proposed plan of operation includes:
a. Uses and activities: Downhill skiing and snowboarding with lights , a change in operations to
incorporate Tax Parcel LSBT 0224.999.005 into the plan of operation for the Ausblick Ski Hill, the
construction of an approximately 96 square feet (8’ x 12’), single -story utility building and future
improvements including final -phase snowmaking, lighting and ski lift installation consistent with
prior approvals.
b. Number of Employees:
i. Full-time: 5
ii. Part-time: 3
iii. Seasonal: 70
iv. Minimum 2 employees at any given time.
v. Maximum 75 employees at any given time.
c. Hours of operation:
i. Business Hours: 7:00 a.m. to 12:00 a.m. Monday – Sunday
ii. Operating Hours: 24/7, 365 days per year
d. Outdoor Storage: No outdoor storage is proposed.
e. Parking: Section 18.03 ( 10) of the Village of Lisbon Code of Ordinances outlines the minimum
number of off-street parking spaces for each use. The parking standard for “industrial buildings and
warehouse Section 18.03 (10) of the Village of Lisbon Code of Ordinances outlines the minimum
number of off -street parking spaces for each use. However, Chapter 18 does not establish a
minimum off -street parking requirement for ski hills or similar outdoor recreation facilities. The

Village may apply the most comparable parking standard or modify the parking requirement based
on the characteristics of the use and demonstrated demand.
As an example, the standard for a “place of assembly” in the code is 3 parking spaces per 4 seats.
Applying this standard would result in a parking demand of approximately 150 spaces (based on the
petitioner’s provided lodge capacity of 200 people).
Given the seasonal and peak -demand nature of the ski hill use, Foth requested the petitioner to
submit a parking summary and operational narrative documenting how parking demand will be
accommodated during typical operations, peak winter conditions, events, and any periods when
accessory lodge or club activities overlap with ski operations. The Plan Commiss ion may consider
this information when determining whether the existing parking supply is adequate or whether
additional parking, overflow parking controls, and circulation improvements, or operational
limitations are warranted.
Petitioner Response: The additional parking offered by Ausblick will provide supplemental spaces
for needed' additional' parking for 'peak' use times. Ausblick has recognized the need for and is
currently planning to address additional parking at our facility.
• On-hill capacity is approximately +/- 300 people but would vary based on the use and
activities.
• Average daily use is approximately 100 – 125 people.
• Lodge capacity is 325 people, based on the petitioner’s report that the Village of Pewaukee
Fire Inspector confirmed that capacity.
• Staff level fluctuates based on use and activities. On average there can be 12-20 staff in
various departments.
The petitioner has identified one hundred twenty-four (124) existing off-street parking spaces on the
site plan in a paved parking lot (approximately 600’ x 60’). Ausblick is proposing an additional parking
lot with up to ninety-nine (99) stalls as part of ongoing improvements, which will further support peak
seasonal needs and event management. The overall total of existing and proposed off-street parking
stalls is two hundred twenty -three (223). The petitioner added overflow event parking area (+/- 70-
87 spaces) to the Site Plan. The overall total including overflow parking for temporary use events is
three hundred ten (310) spaces.
The Plan Commission should determine whether the existing and proposed off-street parking areas
are sufficient based on the characteristics of the use and demonstrated demand.
f. Buildings:
A. Existing lodge
• Dimension & Stories: 96’ x 80’ (~ 7,680 sq feet) – 1 story
B. Existing maintenance
• Dimension & Stories: 130’ x 150’ (~19,500 sq feet) – 2 story
C. Utility distribution meeting
• Dimension & Stories: 8’ x 12’ (~ 96 sq feet) – 1 story
D. Proposed distribution building
• Dimension & Stories: 8’ x 12’ (~ 96 sq feet) – 1 story
g. Exterior Lighting: The petitioner has submitted a Lighting Plan with a photometric report and
manufacturer’s cut sheets. The proposed Raptor floodlights (C-NEW) are not full-cutoff fixtures due
to their 70° aiming angle. Light sources shall be full cutoff fixtures with the light source fully
shielded and directed downward per Section 18.03 8. Iii. a. of the Village zoning code.

Night skiing typically requires high-mounted floodlights aimed at the slope to illuminate terrain
changes, snow conditions, and potential hazards. Industry guidance for ski areas emphasizes:
• Long-distance light projection
• Visibility of slope contours
• Glare control
• Adequate vertical and horizontal illumination for skier safety
Because of these operational needs, ski hills commonly rely on specialized sports-lighting or
floodlight systems rather than strict full cut-off fixtures.
Foth recommends Ausblick, Inc. operate all outdoor lighting in a manner that minimizes glare,
skyglow, and light trespass. Ski slopes, trails, lifts, and other recreational lighting may remain
illuminated only during public operating hours and shall be extinguished within one (1) hour
following the close of public operations. Parking, pedestrian circulation, and building lighting shall
be reduced to security levels thereafter. Any lighting required for maintenance activities,
snowmaking operations, security, or emergency response may remain illuminated as necessary
but shall be limited to the minimum intensity required for the intended purpose and directed away
from adjacent properties and public rights-of-way.
Foth recommends all exterior lighting fixtures, except lighting necessary for ski-slope operations,
shall utilize full cut-off fixtures. Ski-slope lighting shall be shielded and directed to minimize glare
and light trespass onto adjacent properties and public rights-of way.
Foth recommend the final lighting plan be subject to review and approval by the Village Zoning
Administrator, prior to the issuance of a building permit.
h. Outdoor Events:
In the PR park and recreation district, according to Section 18.10 (c) (5), “Temporary Uses: Lands
and buildings within the district may be used on a temporary basis for private and/or commercial
uses not more than one week in duration. Such uses might consist of carnivals, rental of said
buildings for private gatherings, use of buildings for temporary commercial displays, trade fairs or
similar functions for the purpose of fundraising, or other special and unique events in conjunction
with the permitted use. The village board must grant approval for such temporary uses and such
approval is subject to any conditions that may be imposed.”
Foth recommends temporary uses, including club-sponsored events, community activities, private
gatherings, weddings, and similar events, shall comply with Section 18.10(c)(5) and obtain Village
Board approval where required. The petitioner may submit a consolidated annual event schedule
for Village Board consideration. Any event exceeding the approved lodge occupancy or the

permanent and approved temporary overflow-parking capacity shall require separate Village Board
approval.
i. Signage: No new signage is being proposed at this time.
j. Odor, Smoke, Noise: Yes.
Foth recommends that any amplified music associated with the ski hill shall be directed away from
adjacent residential properties to the south, west, and north and maintained at a volume that does
not create a nuisance or violate the Village’s noise regulations. Outdoor amplified music shall be
limited to background music incidental to ski operations unless separately approved by the Village
Board as part of an authorized temporary use.
k. Chemicals/Hazardous Materials: No.
l. Storage of Petroleum Products: Yes. See site plan.
m. Stormwater Management and Erosion Control: Yes. A stormwater management plan has been
provided.
4. Landscaping. The proposed 99 -stall parking lot would be subject to the parking lot landscaping
requirements of Chapter 18, including landscape islands, perimeter screening, street frontage
landscaping and landscaping point calculations and perimeter buffer requirements. Based on the
materials submitted, staff is unable to verify whether the proposed parking lot contains the required
landscaped islands, perimeter screening, parking lot landscaping points, street frontage landscaping, or
landscape buffer areas . Please note e xisting vegetation proposed to be preserved may be credited
toward required landscaping where permitted by Chapter 18 and where sufficient documentation is
provided.
Foth reviewed the landscape plan dated September 9. The plan shows proposed and relocated evergreen
plantings, but it does not include the required landscape-point calculations, does not clearly demonstrate
the required parking-lot landscape islands and point totals, does not verify street -frontage and parking-
screening standards, does not consistently label the ten -foot perimeter green buffer or thirty -foot west
and south buffer, and does not establish whether plantings in the drainage easement are being counted.
The title block also identifies the property as W260N7395 Mary Hill Road rather than W260N6395 Mary
Hill Road.
Foth recommend the petitioner shall submit a revised landscape plan prepared by a qualified landscape
professional that: (a) provides required-versus-provided landscape-point calculations for each applicable
category under Section 18.03(7); (b) identifies the number, loca tion, dimensions, and point totals of
required parking-lot landscape islands; (c) demonstrates compliance with street -frontage landscaping
and parking-lot perimeter screening standards; (d) labels the required ten-foot perimeter green buffer and
the thirty-foot west and south buffer areas; (e) documents the species, sizes, condition, and requested
credit for existing and relocated vegetation; (f) confirms that all installation sizes meet the applicable
Table 1 category; (g) identifies whether any plantings within the drainage easement are proposed for
landscape credit; and (h) corrects the property address to W260N6395 Mary Hill Road. The revised plan
shall be subject to review and approval by the Village Zoning Administrator prior to issuance of any
zoning permit, grading permit, building permit, or commencement of land-disturbing activities.
5. Architecture. Please see the Comment Responses for example pictures of the proposed utility building
and chair lift.
The Plan Commission should determine whether the architecture of these proposed improvements is
appropriate.
6. Traffic, Circulation and Access . Ausblick is proposing the addition of a second driveway to Mary Hill
Road as part of this Site Plan approval. The new driveway will align with the main east-west parking lot;

the existing driveway appropriately spaced at 250’ south of the new driveway will remain. According to
the petitioner, providing two access points will reduce traffic congestion at one entrance.
STAFF RECOMMENDATION:

Village of Lisbon Plan Commission may take the following actions:
