Item skipped to next meeting.
New Business
Discussion & necessary action re: Lannon Stone water expansion project update
Strand Engineer Ben Wood gave a presentation to the Committee on two options for water expansion
on the southeast corner of the Village. The first option presented was obtaining water service from the
Village of Sussex. Mr. Wood provided detailed informati on on the PSC requirements, looping options,
and process timelines from engineering, through to construction. The benefits of utilizing Sussex as a
retailer for water is the Village already has agreements that can be amended, and a draft MOU
document has already been created and reviewed by both community’s attorneys.
Mr. Wood reviewed a second option, having the City of Pewaukee provide retail water service to a
section of the Village. The challenges presented with this option include: 1. Pewaukee is unable to
provide water to the entire area in question (only as north as HWY K) ; 2. Pewaukee currently does not
provide water to the Village and would require a PSC application; 3. a new agreement would need to
be created between the communities; 4. the city is considering transitioning to Lake Michigan water
which could present challenges later.
Administrator Green explained that staff are looking for a recommendation to the Village board on
which option to move forward with, so the Village can start public information meetings, and getting
the engineering and design contract initiated with Strand.
Motion by Eberle, second by Beal, to recommend to the Village Board to pursue negotiations with
Sussex being the preferred supplier and proceed with Strand preparing an amendment for final design
and bidding. Motion carried 4-0 with Jane Mueller abstaining.
Trustee Moonen was excused from the meeting at 5:50 pm, at which time Trustee Beal chaired the
meeting.
Discussion & necessary action re: potential replacement of WAM mowers with zero-turn mowers.
Director Wilichowski explained the benefits of using three zero turn mowers would be more efficient for
seasonal employees to utilize for mowing parks. He proposed selling the John Deere WAM and the Toro
front mower and purchasing three zero turn mowers.

Motion by Mueller, second by Chmiel, to approve replacing WAM mowers with zero turn mowers .
Motion carried unanimously.
Discussion & necessary action re: mowing retention ponds
Administrator Green explained staff is working with the engineer to get a list of all retention ponds and
the owners. They need to determine which HOAs are still in existence. If HOAs are dissolved, they will
determine if those ponds are owned by a share o f the property owners in the subdivision, and if there
are any owned by the Village. They will also need to look at any stormwater maintenance agreements
that would have been recorded. The committee discussed putting money into the budget for this type
of work, for next year. No action was taken. The committee requested this be kept on the agenda for
future meetings.
Discussion only re: sewer utility costs for facility upgrades.
Trustee Beal stated that as a sewer customer, she has concerns about the amount of money being
spent from the Utility fund, due to facility upgrades that were required by the Village of Sussex. She
explained that when the Village took over for the sewer district, there was $1,150,000 in the fund, and
that has been depleted to half of that amount. She also expressed concern that the current users are
paying for facility upgrades that will be to the benefit of potential new customers hooking into the
system.
Items to be Placed on a Future Agenda
Joe Eberle requested putting on the agenda petitioning Waukesha County to reduce the speed limit
on CTH VV, from 164 to Lake Five, to 45 mph. No additional topics were requested.
Adjournment
There being no further business, motion by Mueller, second by Chmiel, to adjourn the meeting at 6:23
p.m.
Respectfully submitted,
Daniel Green

Re: Monthly Report (August)
__________________
The monthly engineer’s report for the Village of Lisbon Public Works & Utility Committee is as follows:
• August 2026 Flows – Flows for the month of August were up slightly from the previous month of July.
o The Jeanine Lift Station had an average flow of 21 GPM (average 27,000 GPD) for the month of
August, while the month of July was 18 GPM (average 22,000 GPD).
o The Plainview Lift Station for the month of August had an average flow of 21 GPM (average
29,000 GPD), while the month of July was 20 GPM (27,000 GPD).
o Willow Springs flows for the month of August were once again averaged due to an electric service issue
with the flow meter. An average flow of 26 GPM was used for the month based on historical data for this
same time period. WE Energies has completed the design for the electric feed for the new service location at
the flow meter. The invoice for WE Energies work to install this electric feed was sent to the American
Mobile Home Communities (AMHC) representative. Once this is paid, WE Energies will get this installed
and then Next Electric can get the new service set. The AMHC representative said that he would take care
of getting this paid right away.
o Sabel Mechanical is planning to install the new plug and check valves in the lift stations during the month of
October. As of today, an exact date for this work has not been chosen.
• Richmond School Lift Station –
o August 2026 - The lift station had a total run time of approximately 105.5 hours for the month of
August, with 52.1 hours on Pump #1 (average of 1.7 hrs run time/day) and 53.4 hours on Pump
#2 (1.7 hrs run time/day).
o The well reading for the month of August was 17,300 gallons and for the prior month of July it
was 18,100 gallons. (see attached water usage chart and sewer flow information). As you will
note on the flow chart, the water usage for the month of August 2026 is up slightly from what
was recorded for the same month during 2025.

• Fire station Well –
o August 2026 - The water usage for the month of August was 6,500 gallons, while the water
usage in the prior month of July was 6,100 gallons. (see attached water usage chart). This
remains in-line with the monthly flows for both 2025 and 2026 thru the month of August.
• Casey’s Well –
o August 2026 -The water usage at Casey’s for the month of August was up from the previous
month, with 66,688 gallons of water being used in August while the well reading for the month
of July was 55,987 gallons. The monthly water usage is up from their overall historical average
throughout the year and over the course of the last two years during the same month. (see
attached water usage chart). I’ve reached out to the contact I have for Casey’s to check on this.
She said that she reached out to a project manager to discuss this and that they would be getting
in touch with me. As of today, I have not heard anything.

Memorandum of Understanding between the Village of Sussex and Village of Lisbon
for water provision to the Southeast corner of the Village of Lisbon.
The Village of Sussex, a Wisconsin Village located in Waukesha County, Wisconsin
(“Sussex”), and The Village of Lisbon, a Wisconsin Village located in Waukesha County,
Wisconsin (“Lisbon”) entered into an Intergovernmental Cooperative Plan under Wis. Stats.
66.0307, in September of 2020.
Sussex and Lisbon both acknowledge that Municipal Law & Litigation Group, SC and its
attorneys (“Law Firm”) represent both Sussex and Lisbon as to the specific legal issues that
Sussex and Libson refer to the Law Firm. The Law Firm has not been asked to offer any
advice, and will offer no advice, as to the many policy issues involved in the this
Memorandum of Understanding, but has been asked to analyze only the legal issues
involved in this Memorandum of Understanding. The Law Firm has advised both Sussex
and Lisbon that the Law Firm reasonably believes that representing both Sussex and Lisbon
as related to the legal issues involved in this Memorandum of Understanding will not be
adverse to the Law Firm's relationship with either client. Given their understanding of these
issues and the scope and nature of the Law Firm’s relationship and representation of both
parties, Sussex and Lisbon, through the execution of this Memorandum of Understanding,
The Intergovernmental Cooperative Plan contemplated Sussex providing Lisbon water
service for the southeast corner of Lisbon at some point in the future if requested by
Lisbon, if it was technically feasible, if there was sufficient water available, and if Lisbon
paid all costs to provide a water system to the area (the “System”). In February 2026,
Lisbon requested water service be extended to the southeast portion of Lisbon from
Sussex. Sussex has acknowledged said request and believes based upon the data
provided that water provision can occur.
The Intergovernmental Cooperative Plan outlines many details about said water provision,
but there are several important details to make the implementation of the water extension
and System work based upon the specific request from Lisbon. Sussex and Lisbon want to
detail these practical matters to make it feasible to complete the water provision and to
agree to those matters in this Memorandum of Understanding.
1. Lisbon has requested water provision by the System for the “Service Area Lands” as
shown on the map depicted in the attached Exhibit A, which is incorporated herein,
for a water volume up to 45,000 gallons of average daily demand and a maximum
day demand of 80,000 gallons, per day. This water provision is for use by
residentially and institutionally zoned properties located in Lisbon only based upon
existing and planned uses for the Service Area Lands. Zoning amendments to
properties served by water in Service Area Lands shall be reviewed by the Village of
Sussex to ensure water demand can be appropriately met.
2. Sussex will provide water via the System to Lisbon for use by the residentially and
institutionally zoned properties in the Service Area Lands as retail customers of Sussex
as shown on Exhibit A for up to 45,000 gallons of average daily demand and a maximum
day demand of 80,000 gallons in total, subject to the following conditions:
A. DESIGN AND APPROVAL
1. Lisbon shall enter into a contract with Strand Associates, Inc. (“Strand”) to
design said System for the Service Area Lands shown on Exhibit A and shall pay
all costs for design of the System. Strand shall design the System to meet all of
Sussex’s required design specifications and construction details for the System
and Lisbon shall submit plans to Sussex for approval by the Sussex Village Board
prior to engaging in the bidding, as applicable, for the System. All costs incurred
by Sussex for review and approval of the System’s design shall be paid by Lisbon
pursuant to Sussex Village Code Section 3.11 regarding Professional Fee
Chargeback. Specific critical design elements include but are not limited to:
• Where the System’s water main will be placed in right of ways and
easements so as to be accessible and protected from potential
impacts.
•
• The emergency interconnect to the City of Pewaukee’s water supply,
which prevents the Service Area Lands from being a long dead end in
case of a water main break.
• All properties are required to connect to the System by December
2027 to ensure the water quality is maintained and the water revenue
is sufficient to take on this infrastructure.
2. Sussex will submit the plans, if approved by Sussex, for consideration by the
necessary State agencies for the extension of the System including the work
necessary to receive approval from the necessary State agencies, including but
not limited to the Public Service Commission of Wisconsin (“PSC”). Lisbon
shall pay for all costs related to gaining the necessary approvals to extend the
System. These costs include but are not limited to Strand’s costs in preparing
the documents and interacting with the PSC, filling fees, other consultant fees
as necessary, and internal Sussex staff costs.
3. Lisbon shall negotiate and pay for the necessary right of way and/or easements
necessary to the installation of the System. Said right of way/easement
acquisition shall be completed prior to bidding for construction of the System
and shall be in a manner and form acceptable to Sussex. Any costs incurred by
Sussex with respect to right of way/easement acquisition shall be paid by Lisbon.
B. Construction and Implementation
1. Lisbon intends to bid this project for construction of the System in early 2027.
Lisbon shall, within 30 days of awarding of the bid to construct the System, make
the necessary RCA payment to Sussex for the amount due in that year for each of
the xxxx connecting structures.
2. Lisbon shall hire an inspection firm that is acceptable to Sussex to inspect the
construction of the System, including, but not limited to, depth, fill manhold
placement, and sizing. Lisbon shall pay for all costs related to inspection
including, but not limited to, any review or consultation with Sussex staff to
ensure the System is completed to Sussex’s specifications. Said inspection
work shall also include record drawings and documents and necessary work to
incorporate the System plans into Sussex’s G.I.S. system.
3. All necessary sampling and valve operations shall be performed by Sussex staff
only.
4. Lisbon shall pay Sussex for the cost to purchase install all necessary water
meters for the System . It is understood by both parties that due to the large
volume of meter installations at one time, a third party may be utilized to
complete this work.
5. Upon completion of the System, Lisbon shall dedicate said System and any
related public infrastructure, including granting any easements or use of right of
way agreements, necessary for Sussex to own, maintain, and operate the
System to Sussex.
6. Lisbon shall secure the necessary agreements and have all xxxx properties
connected to the System by December 1, 2027, or a later date if agreed to by
both parties due to construction delays. Requests for an extension due to
construction delays must be submitted in writing to the Village of Sussex.
Lisbon shall ensure for Sussex thatthere are no cross connections to the water
system through internal plumbing and shall have this work properly inspected.
Lisbon shall work with the property owners on abandonment of private wells to
keep record of the situation and if a property is to maintain a private well after
connection to the Sussex Water Utility that all DNR rules are enforced by Lisbon
to ensure no cross connections and to ensure a regular volume of water sales
occurs to keep water quality safe and to provide for sufficient revenue to
maintain the System.
7. Lisbon will provide to Sussex, in a manner/form approved by Sussex,
acceptance of special charges/assessments on behalf of their
residents/property owners to ensure payment of utility bills so as to keep the
Sussex Water Utility whole since Sussex can’t impose any applicable special
charges/assessments to Lisbon taxpayers’ property taxes like it does for
properties located within Sussex.

MEMORANDUM
Committee/Board Public Works & Utility Committee
Topic: No Parking – Mary Hill Road
From: Daniel Green
Department: Administration
Presenter: Daniel Green
Date of Village Board Action: N/A
INFORMATION
At the Plan Commission meeting in August, Ausblick Ski Hill proposed additional parking at
north end of their property. The parking lot provides more parking at their site, limiting or
eliminating the need for cars to park along Mary Hill Road. Parking along this stretch of road is
very dangerous because of the severe slopes on both sides of the road, and the increase in
truck traffic occurring from the work that Ausblick is doing, and the work on Alpine Hills
Subdivision, immediately north. The Plan Commission recommended the Public Works & Utility
Committee review the idea of having no parking signs along Mary Hill Road on both sides of
the road. This area will see traff ic counts increase due to the subdivisions south of the ski hill
(October Fields), Alpine Hills, Homestead Ridge, and subdivisions in the Village of Sussex (Vista
Run).
Requested Action
The Public Works and Utility Committee should consider the request from the Plan Commission
and make a recommendation to the Village Board on this matter.
