VILLAGE OF LISBON W234N8676 Woodside Road Lisbon, WI 53089-1545 MEETING MINUTES VILLAGE BOARD LISBON VILLAGE HALL – SEPTEMBER 9, 2026 Office: (262) 246-6100 | Email: VillageHall@LisbonWI.gov | Website: www.LisbonWI.gov Call to Order President Gehrke called the Village Board meeting to order at 6:31 p.m. Roll Call Present: President Gehrke; Trustees Baum, Quinn and Beal; Administrator Green; and Clerk Cappozzo. Absent: Trustee Quinn (excused). Pledge of Allegiance The Pledge of Allegiance was recited by all those present. Public Comments James Toshner, N58 W25740 Fox Hollow Drive, James Toshner from Fox Hollow Drive addressed the Board to advocate for expanded golf cart use. Living near the new October Fields development, he noted a surge in traffic, especially golf carts, in evenings. He and his wife started looking into buying a golf cart and learned from Administrator Green and a Board member that while ATVs are legal on roads, golf carts aren't. He observed three golf carts on Village roads just that evening. Toshner emphasized the popu larity of golf carts, noting the rapid resale of used ones. Believing nearby Delafield allows them, he suggested the Board officially authorize their use, backed by 23 resident signatures supporting the proposal. President Gehrke thanked Mr. Toshner for his comments and noted that some Board members had already been in contact with him on the matter. He encouraged Mr. Toshner to remain in contact and assured him the Board would communicate how it intended to move f orward. Consent Agenda A. August 12, 2026 Village Board minutes B. Administrator Report Administrator Green gave a brief update on current Village projects and departments. New Business A. Discussion & necessary action re: selection process for new building inspector Administrator Green sought direction on proceeding with interviews of the two candidates or exploring alternative selection processes. Trustee Beal suggested looking beyond the current candidates, noting the existing inspector may be willing to extend his tenure upon request . Administrator Green proposed options including a formal Request for Proposals (RFP) with wide distribution, direct outreach to known inspection firms, or a multi -jurisdictional inspection arrangement, noting some firms hadn't submitted past proposals. Tr ustee Moonen expressed dissatisfaction with the proposals, noting limitations like one candidate's limited availability and supported a multi -jurisdictional approach for more equitable cost -sharing. He recommended a broader RFP process to attract more cand idates. Trustee Baum suggested considering an in - house inspector based at the Village’s facilities. Administrator Green acknowledged this as possible but complicated, citing the need for certifications, coverage for absences, insurance, and a vehicle. Trustee Beal expressed hesitance with this option, while President Gehrke noted its prior discussions and the benefits of a multi -jurisdictional model. Trustee Moonen requested that staff obtain current insurance cost estimates so that the in -house option could be properly evaluated and not prematurely excluded. The Board reached a general consensus — without formal action — to direct Administrator Green to pursue a broader, more formal outreach and RFP process, while also continuing to explore the multi-jurisdictional consolidated inspection model as a longer-term solution. B. Discussion & necessary action re: ORD 2026-09 Authorizing withdrawls from Village Treasury Administrator Green explained the origin and purpose of the ordinance. He stated that following the departure of the previous Treasurer, it became apparent that the Village lacked a clear, codified policy outlining the chain of authority for accessing Vill age funds in the absence of the Treasurer or Village Administrator. The Village Attorney reviewed the matter and drafted Ordinance Village Board Minutes September 9, 2026 Page 3 of 3 Office: (262) 246-6100 | Email: VillageHall@LisbonWI.gov | Website: www.LisbonWI.gov 2026-09 as an amendment to Chapter 2 of the Village code to formalize those authorities and ensure continuity of operations — specifically enabling the Deputy Treasurer to make payments and keep essential obligations current. Motion by Moonen, second by Baum, to approve Ordinance 2026-09 authorizing withdrawals from the Village Treasury, with the amendment to add the word "Treasurer" to Section 1(b) to specify the Deputy Treasurer. Motion carried unanimously. C. Discussion & necessary action re: Parkitecture contract for Park Improvements Project President Gehrke introduced the item, noting that action was needed due to an increase in the Parkitecture contract, now $239, 660, driven by an expanded project scope from $2,000,000 to $4,000,000. Administrator Green confirmed the increase was less than anticipated. Trustee Moonen agreed, mentioning initial expectations of a 10% increase were overshot. Concerns were raised over t he lack of specific completion dates and performance assurances. Green acknowledged some project elements might extend into 2028 due to material or scheduling issues but aimed for a 2027 completion. Bidding timing was debated; Gehrke and Moonen recalled discussions about early spring or winter bid cycles. Beal desired an earlier bid cycle, aligning with intentions to schedule work before spring. Gehrke clarified the contract focused on architectural services, with construction timelines detailed later. The project budget exceeded $200,000 by $39,000-$60,000, but Green noted initial figures lacked precise scope understanding. Moonen inquired if plan review fees were included in the ceiling; Green confirmed they were. The Board agreed to the contract, emphasizing a 2027 completion, early bidding, and contract sureties, with Beal departing at 7:03p.m. due to prior obligations. After additional discussion regarding details, motion by Baum, second by Moonen, to approve the contract with Parkitecture for an amount not to exceed $239,660.00 . Motion carried 3:0. Adjournment There being no further business, motion by Baum, second by Moonen, to adjourn the meeting at 7:15p.m. Respectfully submitted, Elisa M. Cappozzo, WCMC Lisbon Village Clerk
