Administrator Report
Administrator Green gave a brief update on current Village projects and departments.
New Business
A. Discussion & necessary action re: Lannon Stone water expansion project
President Gehrke introduced the topic, seeking insights from Administrator Green, with Ben Wood from
Strand Associates and Nate Swinton from Lannon Stone present for technical queries. Green explained
that the Village evaluated two water supply options for Townline Road and south of Highway K: Sussex
and Pewaukee. The Public Works Committee extensively reviewed these, finding Sussex to be the best
long-term choice due to existing relationships and infrastructure benefits, prompting a unanimous
recommendation. Sussex's plan includes an emergency interconnection with Pewaukee, pending state
review. There was also discussion on water main routes and customer recovery plans if Lisbon develops
its own utility. Ben Wood stressed the immediate need to authorize the final design to maintain project
timelines, with Strand Associates starting final design and other related actions proceeding. The project
costs, including Strand's fees up to $413,000, are to be fully covered by the Lannon Stone quarry fund,
which amounts to an estimated $13 to $15 million with a contingency cushion. Amendment No. 1 to the
contract involves an increase for final design without adding external costs due to public involvement
activities already included. Water pressure adjustments for homes transitioning from wells to
municipal water were discussed; adequate water pressure is expected and pressure management is
part of the public info campaign.
Motion by Moonen, second by Beal, to proceed with the Village's preferred water supplier (Village of
Sussex) based on the recommendation of the Public Works Committee, proceed with the presented
schedule, and approve Amendment No. 1 to the technical servic es contract with Strand Associates
striking items 8 and 9. Motion carried unanimously.
B. Discussion & necessary action re: replacing WAM mowers with zero-turn mowers
Trustee Moonen, discussing on behalf of the Public Works Committee, credited staff members Nick and
Mike for their research on replacing Wide Area Mowers (WAMs) with commercial zero -turn mowers.
The main challenge with current WAMs is that only one full -time parks employee can transport them
due to CDL requirements, limiting efficiency. Zero -turn mowers are faster, more maneuverable, and
offer a narrower yet effective cutting capability. They cost significantly less; while a 2020 WAM cost
$67,000, the proposed zero-turn is $17,000 each. They're easier to maintain, require smaller trailers, and
save on storage space. Testing showed Ferris units were superior in ride quality and cut. Purchasing
three units allows operational flexibility and coverage for mainte nance needs. They plan to allocate
one to the highway department for additional mowing support. The estimated total is $52,311, expecting
$35,000 to $50,000 from the sale of existing equipment. The transition may involve minor additional
costs.
Motion by Moonen, second by Baum, to approve the purchase of three commercial Ferris zero -turn
mowers with 72-inch decks at an estimated cost not to exceed $52,311. Motion carried unanimously.

C. Discussion & necessary action re: set 2027 Budget Workshop dates
Administrator Green requested Board availability for one or two Budget Workshop meetings to review
priorities for the 2027 budget. Workshops were scheduled for 9/30 at 6:00pm with Department Heads,
and a secondary workshop following the 10/14 Village Board meeting. The 10/14 meeting would then be
moved up to 6:00 rather than 6:30pm start time. No formal action was taken.
D. Discussion only re: maintenance and service of Grinder Pumps
Trustee Beal summarized grinder pump issues, highlighting that about 32 of the village's 452 sewer -
connected homes have district-paid pump replacements—a practice ongoing since 1989 without prior
public discussion. These costs, since 2023 reaching $64,899. 28, exclude labor and are rising.
Referencing other communities where homeowners pay for their grinder pumps, Beal expressed the
need to shift costs away from the district. The Public Works Committee previously recommended,
inefficaciously, that homeowners assume this burden. Legal counsel noted discrepancies in current
village obligations, advising the codification of clear rules with a 2020 cutoff for district responsibility —
pumps installed after must be homeowner-paid. The code flaw of indefinite obligations was noted, and
it was announced 21-22 pumps remain pre-2020. The Board collectively deemed the language needed
correction. President Gehrke proposed a 2028 sunset on obligations with negligent damage not
covered. Relined with lawyer advice, an amendme nt was ordered for a subsequent Board meeting,
setting the cutoff as suggested and adding a sunset clause. No formal action was taken.
E. Discussion only re: Village responsibility for various Sewer Utility costs
Fire Station Sewer Costs
Trustee Beal reported that the sewer fund has been financing a portion of the fire station's sewer -
related costs, split 35/65 with the district. She argued these should be covered by the Village's general
fund or the fire department budget, not sewer ratep ayers. Administrator Green added that for 2026,
$1,643.05 was wrongly charged to the sewer fund. He has budgeted $3,000 in 2027 for these proper
allocations. Improper costs will be verified. The Board agreed future costs will be covered by the
Village's general fund; no adjustments for 2025 or earlier years would be sought since they're closed.
No action taken.
Sussex Plant Upgrade and Sewer Fund Reserves
Trustee Beal voiced concerns over the sewer fund being depleted by $824,000 -$825,000 for Sussex
plant upgrades, potentially leaving inadequate funds for emergency repairs. The expenditure benefits
future users as well as current ratepayers. Administrator G reen explained the use of reserves was
chosen over borrowing for this upgrade. Future connection and impact fees from new users will
replenish reserves. Comparably, sewer fund fees will address systematic failures, ensuring all users
share costs. Green ass ured that strategic fee structures will build reserves and a revised sewer code
will address connection costs. No action taken.
Unfinished Business

Administrator Green introduced the item, mentioning that Engine 30's repair history, a 54 -page PDF,
was electronically shared with the Board. Discussions with fire command cited a roughly 12 -year
replacement cycle for the fire engine, with a 13-year cycle being the planning target if discussions start
now. While not seeking authorization to buy a replacement, Green requested approval to start working
with the fire apparatus committee on specifications, as current fire engine deliveries take two to three
years post -order. A $200,000+ annual sinking fund is already in place for replacements. President
Gehrke and the Board agreed on planning a replacement but highlighted the need to discuss Engine
30's current frequent, concerning use in Pewaukee, largely for a mbulance-like calls, before any
commitment is made. Trustee Moonen asked about the fire apparatus committee's setup, which
includes Pewaukee’s Deputy and Fire Chiefs, Mr. Doug Brown as a Village representative, and
Administrator Green. It was suggested that Trustee Baum might provide better fiscal oversight than Mr.
Brown, due to his fire department ties, and the committee’s composition should be re-evaluated at the
next meeting.
Motion by Baum, second by Moonen, to authorize the Village Administrator to begin coordinating with
the fire apparatus team to initiate the fire truck configuration and specification process. Motion carried
unanimously.
Adjournment
There being no further business, motion by Quinn, second by Baum, to adjourn the meeting at 8:49p.m.
Respectfully submitted,
Elisa M. Cappozzo, WCMC
