Update the owner information to include Amanda Swanson wherever ownership is identified. 3. Provide Wisconsin State Plane Coordinates (South Zone) for all required reference monuments in accordance with Wis. Admin. Code § A-E 7 and applicable Village requirements. 4. Verify and correct the curve labeling on Sheet 1. Several curves are identified as "C1" and should be renumbered or otherwise distinguished to correspond with the curve data table. 5. Update the Board and Plan Commission approval certificates to reflect the current Village governmental structure and titles. References to Town Board, Town Chairman, Town Clerk, and Town Planning Commission should be revised to the appropriate Village Board, Village President, Village Clerk, and Village Plan Commission, as applicable. 6. Confirm whether extraterritorial plat review by the Village of Richfield is required. If the property is no longer subject to Richfield's extraterritorial jurisdiction, remove the extraterritorial review certificate from the CSM. This concludes Kunkel Engineering's technical review of the proposed Certified Survey Map. Petitioner: Steven Doman 2. Property Owners: Mary Margaret and Steven Doman 3. Location/Address: N77 W24195 Hidden Oaks Drive 4. Tax Key Numbers: LSBT 0201.997.010 5. Area: 3.68 AC 6. Existing Zoning: A-3 Agricultural/Residential Estate 7. Future Land Use: Low Density Residential (20,000 SF - 1.49 AC/DU) OVERVIEW: Steven Doman submitted a Waiver Application requesting a waiver from Section 18.03 (9) e. 2. i. of the Lisbon Zoning Code which states that personal storage buildings shall be located no closer to the base setback line than the rear line of the residence. (9) Area regulations. e. Accessory buildings and structures as defined in this chapter. Building permits are required for the construction of any accessory building/structure of any size, including detached garages which are included in the definition of "garage, private" in this chapter. 2. An accessory building or structure is considered a personal storage building if all of the following are true: i. It is located no closer to the base setback line than the rear line of the residence. Mr. Doman lives on the co rner of Hidden Oaks Drive and Ridgefield Drive. As such, the subject property has two street yards. Mr. Doman’s single-family residence has a setback from Ridgefield Drive of approximately 82.7 ’ according to his Plat of Survey. Based on the above regulations the proposed personal storage building would have to meet this same setback. Mr. Doman has 7044 S. Ballpark Drive, Suite 200 • Franklin, WI 53132 • (414) 336-7900 - 2 - Staff Review provided evidence that his septic system is located behind his house , which precludes him from being able to build in this area. The proposed location of the personal storage building would still meet the minimum 50-foot setback from Ridgefield Drive. According to Section 18.03 (9) e. 29. of the Lisbon Zoning Code, “A petitioner may request that the village board, upon receipt of a recommendation from the village plan commission, waive enforcement or allow modification of one or more provisions of this chapter dealing with size, quantity and location limitations stated in this section as follows:” ANALYSIS: The Village Board, upon receipt of recommendation from the Village Plan Commission, shall make a determination which shall include consideration, but not necessarily an affirmative finding, of the following factors: a. Whether the request is inconsistent or contradictory to the purpose, spirit or intent of this chapter. b. Whether the request violates the spirit or general intent of this chapter. c. Whether the request is contrary to the public health, safety, or welfare. 7044 S. Ballpark Drive, Suite 200 • Franklin, WI 53132 • (414) 336-7900 - 3 - Staff Review d. Whether the request is hazardous, harmful, noxious, offensive or a nuisance by reason of noise, dust, smoke, traffic congestion, odor or other similar factors. e. Whether, for any other reason, the request will cause substantial adverse effect on the property values and general desirability of the neighborhood. f. Whether the request is incompatible to the surrounding land uses. After considering the above-listed factors and any other factors that may be relevant to the matter, the village board, upon receipt of a recommendation from the village plan commission, shall then determine whether it is objectively reasonable to grant th e request for a waiver or modification. A request for a waiver or modification may be granted without making an affirmative finding concerning any one or more of the above-listed factors if, on the whole, it is objectively reasonable to do so. CONSULTING PLANNER’S RECOMMENDATION: Recommend reviewing the evidence presented by the petitioner, consideration of any comments provided at the meeting, and consideration of all required factors in making a recommendation to the Village Board on whether the waiver should be granted. EXHIBIT: A. GIS Property Location Map B. Petitioner Application Public Participation Procedures Comprehensive Plan Update 2026 Village of Lisbon, Wisconsin Approved by Village Board: __ /__ /2026 Recommended by Plan Commission: 8/26/2026 PURPOSE Recognizing the need for comprehensive planning in accordance with the Wisconsin “Comprehensive Planning” legislation, Lisbon created a Comprehensive Plan consistent with Wis. Stats. §66.1001. Per the Statutes, the Village will provide updates to its Compr ehensive Plan at a minimum of every ten (10) years. In order for the Comprehensive Plan to operate effectively and to address the needs of the citizens of the Village of Lisbon, the entire population must be kept informed. The decision - making process must be open and consistent with state regulations. To ac complish this, the following plan will be followed: PROGRAM OVERSIGHT 1. A hybrid Comprehensive Plan Steering Committee consisting of Plan Commission members, members of other committees, elected officials, and other community stakeholders will guide the update of the Comprehensive Plan. Membership should be large enough to ensure diverse viewpoints while remaining small enough to allow effective discussion and decision-making. The Village Administrator will recommend members, with formal appointments, made by the Village Board. 2. A planning process progress report will be provided to the Village Board throughout the planning process. CITIZEN PARTICIPATION 1. The Village designates the Steering Committee to guide the update of the Comprehensive Plan. The Steering Committee will meet periodically throughout the planning process and serve in an advisory capacity, reviewing project findings, evaluating public input, discussing policy alternatives and providing guidance to staff and consultants regarding preparation of the Comprehensive Plan Update. Members are expected to serve as liaisons to the broader community, encourage participation in public engagement activities, and help communicate planning progress and outcomes. 2. Notice of these meetings will be posted by the Village in the standard manner of posting public meetings. 3. The Village will hold an open house to provide an overview of the draft plan and recommendations and allow residents of the Village the opportunity to provide input concerning the Comprehensive Plan. At a later meeting, the Plan Commission may recommend the Comprehensive Plan to the Village Board for adoption. 4. The Draft Plan will be available for 30 days to allow residents to review and provide EXHIBIT A 2026 Public Participation Plan comments. The Village will have a copy at the Village Hall, and on the Lisbon website, for review. 5. A public hearing will be held at a joint meeting of the Plan Commission and Village Board to review the Comprehensive Plan. After the public hearing has been held, the Village Board may approve the Comprehensive Plan Update. NOTICE OF HEARINGS 1. Per Wis. Stats. §66.1001(4)(d), the required public hearing by the Village Plan Commission must be preceded by a Class 1 notice under Wisc. S.S. ch. 985 that is published at least 30 days before the hearing is held. The political subdivision or regional planning commission may also provide notice of the hearing by any other means it considers appropriate. The Class 1 notice shall contain at least the following information: • The date, time and place of the hearing. • A summary, which may include a map, of the proposed comprehensive plan or amendment to such a plan. • The name of an individual employed by the local governmental unit who may provide additional information regarding the proposed ordinance. • Information relating to where and when the proposed comprehensive plan or amendment to such a plan may be inspected before the hearing, and how a copy of the plan or amendment may be obtained. 2. At least 30 days before the public hearing is held, the Village will provide written notice to all of the following: • An operator who has obtained, or made application for, a permit that is described under s. 295.12 (3) (d). • A person who has registered a marketable nonmetallic mineral deposit under s. 295.20. • Any other property owner or leaseholder who has an interest in property pursuant to which the person may extract nonmetallic mineral resources, if the property owner or leaseholder requests in writing that the local governmental unit provide the property owner or leaseholder notice of the hearing. REQUIRED PUBLIC HEARINGS 1. A required public hearing shall be held at a joint meeting of the Plan Commission and Village Board before the Village Board may approve the adoption of the Comprehensive Plan. PROGRAM INFORMATION, FILES, and ASSISTANCE 1. Lisbon Staff will maintain, at Village Hall, a record of all citizen participation efforts including minutes of meetings, and copies of notices and brochures. NON-ENGLISH SPEAKING PERSONS 1. The Village will make all special efforts to assure them equal opportunity in the citizen participation process. Following a comprehensive review of construction costs, water rates, and expansion potential, the Public Works Committee recommends choosing t he Village of Sussex as the water supplier. Board direction is required tonight to proceed with the final design contract and keep the project on schedule. Key Evaluation Factors A comparative analysis by Strand Associates highlighted several critical differences between the two options: • Service Area: Sussex can serve the entire target area, whereas Pewaukee cannot service north of County HWY K. • Connection Fees: Costs associated with connecting to the system are lower with Sussex. • Regulatory Approvals: Sussex requires no Public Service Commission (PSC) construction authorization, while Pewaukee would require PSC approval. • Future Reliability: Sussex avoids potential complications related to Pewaukee’s projected transition to Lake Michigan water. • Similarities: Both utilities offer comparable retail water rates and neither requires water customers to be connected to public sewer at this time. Next Steps & Timeline Upon a formal decision by the Village Board, staff will immediately initiate the following tasks: 1. Engineering & Design: Authorize Strand to begin topography surveys and final design/bidding under the amended Technical Services Contract. 2. Intergovernmental Cooperation: Introduce the formal Intergovernmental Agreements (IMAs) already drafted and reviewed by legal counsel. 3. Public Outreach: Partner with Lannon Stone to launch community outreach initiatives for residents in the well guarantee areas. Requested Action Motion to proceed with the Village’s preferred supplier based on the recommendation from the Public Works Committee and proceed with the schedule presented and approve Amendment No. 1 to the Technical Services Contract by Strand as presented. Bunker Date Corporate Secretary Matthew Gehrke Date Village President Elisa Cappozzo Date Village Clerk Village of Lisbon Public Works W234 N8676 Woodside Road Lisbon, WI 53089 262-246-3416 Discussion: Replacing Current Parks WAM Mowers with Zero-Turn Mowers Purpose The purpose of this discussion is to present the benefits of replacing the Parks Department's current WAM (Wide Area Mower) fleet with commercial zero-turn mowers. After observing mowing operations over the past several years, evaluating multiple equipment options, conducting mower demonstrations, and comparing productivity, costs, and operational efficiency, I believe transitioning to zero-turn mowers is the most effective long-term solution. Current Equipment The Parks Department currently operates: • One John Deere 11-foot WAM mower • One Toro 11-foot WAM mower • One Toro 6-foot front-mount mower These mowers are used by two full-time Parks employees and approximately three seasonal summer employees to maintain all City parks. Grass mowing occupies a significant portion of the Parks Department's weekly workload. Under the current operation, it takes approximately 2½ days to mow all park properties. Challenges with the Current Operation 1. CDL Restrictions Limit Staffing Efficiency The largest operational issue is that seasonal employees cannot tow the WAM mowers because of CDL restrictions. As a result, Jeff, one of the full-time Parks employees, must spend much of each week mowing instead of working alongside Mike on park maintenance and improvement projects. This limits productivity during the busiest part of the season when additional labor is available. 2. WAM Mowers Are Slower Than Expected Although WAM mowers have an 11-foot cutting width, field testing showed they average only 4.5 mph while mowing due to ride quality, terrain, and maneuverability limitations. After demonstrating several commercial zero-turn mowers, average mowing speeds ranged between 9 and 10 mph, more than double the speed of the WAMs. While the WAMs appear much larger on paper, actual productivity tells a different story. • WAM mower: approximately 5.4 acres per hour • 72-inch commercial zero-turn: approximately 6 acres per hour The increased travel speed and significantly better maneuverability around trees, fences, playgrounds, and other obstacles allow the zero-turn to match or exceed the productivity of a WAM mower. 3. High Equipment Cost WAM mowers are expensive to purchase and maintain. • 2020 WAM purchase price: approximately $67,000 • Ferris ISX3300 72-inch zero-turn: $17,437 In addition to lower purchase costs, zero-turn mowers are simpler machines with lower maintenance costs, fewer unique replacement parts, and reduced repair expenses. Their smaller size also decreases the likelihood of contacting tree limbs or other obstacles throughout the parks. Proposed Equipment Replace the John Deere WAM and one Toro mower with: • Three Ferris ISX3300 commercial 72-inch zero-turn mowers After evaluating several manufacturers through demonstrations, the Ferris mower provided the best combination of: • Ride quality • Speed • Hill performance • Maneuverability • Ease of loading and unloading • Overall value • Productivity Improvements Using three zero-turn mowers provides several operational advantages. • All mowing could be completed by seasonal employees. This allows full time staff to perform maintenance, repairs, and park improvement projects throughout the summer instead of spending multiple days mowing. • Three mowers can be operating simultaneously. • Although the combined cutting width of three zero-turns (18 feet) is narrower than two WAM mowers (22 feet), the higher mowing speeds produce greater overall productivity. Example: Current Operation Two WAM mowers combined cutting width: 22 feet Average speed: 4.5 mph Time required to mow 5 acres: approximately 30 minutes Proposed Operation Three 72-inch zero-turn mowers combined cutting width: 18 feet Average speed: 9 mph Time required to mow 5 acres: approximately 16 minutes • Reducing mowing time allows seasonal staff to spend more of each week assisting with park maintenance projects instead of mowing. Hill Performance and Safety • One of the primary concerns expressed has been the ability of zero-turn mowers to safely operate on hills. • During demonstrations, the proposed zero-turn mowers successfully mowed all park hills, including conditions immediately following rainfall. They also loaded and unloaded from trailers safely without any operational concerns. • Based on these demonstrations, we believe they can safely perform all mowing currently completed by the WAM mowers. Maintenance and Equipment Life Commercial zero-turn mowers are designed for heavy municipal and commercial use and routinely exceed 3,000 operating hours. I would recommend replacing each mower at approximately 3,000 hours, or roughly every seven years, to maintain fleet reliability. Operating three identical mowers also provides several maintenance advantages: • Common blades and wear parts • Shared tires and replacement components • Simplified maintenance procedures • Reduced parts inventory • Increased fleet reliability Training Seasonal employees would receive training before operating the equipment. Training would include: • Safe mower operations • Loading and unloading procedures • Trailer towing • Daily inspections • Safe travel routes between parks A designated mowing route would also be developed to minimize difficult towing situations and improve efficiency. Fiscal Impact The cost for three commercial Ferris zero turn mowers with 72” decks is $52,311.00 Staff anticipates the sale of the John Deere and Torro to be between $35,000 and $50,000. There would be some cost to the transition. Staff would propose paying for a portion of the mini excavator with stormwater funds and using the remaining proceeds of selling equipment to cover the rest. Below is an example of how this project could be funded: • Sale of equipment: $40,000 • Stormwater budget allocation to mini excavator: $12,311 • Supplement funds from debt originally for mini to zero turns: $12,311 Recommendation Based on equipment demonstrations, productivity testing, cost comparisons, and operational observations, replacing the current WAM mowing operation with three commercial Ferris ISX3300 zero-turn mowers provides significant advantages. The proposed fleet would: • Reduce overall mowing time. • Allow seasonal employees to complete mowing independently. • Free full-time Parks staff to focus on maintenance and park improvement projects. • Lower equipment purchase and maintenance costs. • Simplify fleet maintenance through standardized equipment. • Improve maneuverability and efficiency around trees, fences, and other obstacles. • Maintain safe operation on park terrain, including hills. Overall, transitioning to commercial zero-turn mowers is the most efficient and cost-effective solution for the Parks Department while improving productivity, reducing operating costs, and making better use of both full-time and seasonal staff. REQUEST FOR CONSIDERATION Committee/Board Village Board Topic: Fire Engine Replacement From: Daniel Green Department: Administration Presenter: Daniel Green Date of Committee Action Date of Village Board Action: August 12, 2026 Background / Rationale At the last Village Board meeting, the board discussed potentially getting the process started for ordering a new fire truck. The current truck is ten years old, and there continue to be repair costs building, specifically related to the rear axle and transmission. I have acquired repair invoices from the Fire Chief, that I have shared with the board. When original discussions of the fire contract took place, the timeframe of 12 years was brought up regarding the replacement period for the engine. Given the lead times after ordering an engine are over two years, it is staff’s opinion that the Village at least get started with getting specifications for the next fire engine, so we can submit the order when the Village is ready to do so. Requested Action Authorize the Village Administrator to begin coordinating with the fire apparatus team to begin fire truck configuration.
