MEMORANDUM
Committee/Board Village Board
Topic: Disaster Declaration – Temporary site plan approval
From: Daniel Green
Department: Administration
Presenter: Daniel Green
Date of Village Board Action: 6/17/2026
INFORMATION
During the April tornado event, numerous businesses sustained damage and are now in
various stages of repair. One of these businesses, Indian Grass Storage, has requested
approval of a temporary site plan to rebuild its storage buildings on their existing footprint, as
permitted by the zoning code. As part of this request, the owner asked the Plan Commission to
allow the temporary use of storage PODS to hold customers’ belongings while reconstruction
takes place.
The Village Code does not currently include provisions that allow temporary flexibility in
administering zoning requirements following a natural disaster. However, because a disaster
declaration was issued during the tornado cleanup, the Village Board has the authority to
adopt supplemental provisions granting staff the ability to approve recovery -related actions
that fall outside the standard code.
In this case, staff is requesting that the Village Board adopt an amended disaster declaration
authorizing Indian Grass Storage to place temporary storage PODS on the property during
reconstruction. More broadly, staff is also requesting that the Board gra nt the Zoning
Administrator (Building Inspector) and the Administrative Officer (Village Administrator)
discretion to allow temporary staging and storage necessary for tornado recovery. This may
include suspending certain zoning requirements—such as setbacks, offsets, and open space—
when appropriate. The amended declaration will remain in effect until restoration work is
complete or for 12 months from the initial declaration, whichever occurs first.
Requested Action
Village staff recommends approving the amended disaster declaration to allow the Zoning
Administrator and Administrative Officer to temporarily suspend zoning code requirements as
needed to support recovery from the April 14 tornado.

DISASTER DECLARATION
The VILLAGE OF LISBON has suffered from a disastrous severe thunderstorm and tornado that occurred
on April 14, 2026, at 8:30 p.m., causing severe damage to public and private property, as well as the
disruption of utility service. These conditions have placed members of the public, as well as public
and private property at risk for additional damage and potential injury within the disaster area, which
is generally described as follows: Hillside Road, south of Good Hope Road, all of Indian Grass Lane,
Wildwood Way, and Conservancy Court. There is also substantial flooding due to the rain produced by
these storms affecting the entire Village. Because of the endangerment of the health, safety and
welfare of the citizens of the Village of Lisbon, the Village of Lisbon President made a Disaster
Proclamation on Friday, April 17, 2026 . The Village of Lisbon Village Board now issues a further
declaration (this “Declaration”) as it applies to recovery efforts in disaster areas, as follows.
NOW, THEREFORE, pursuant to Wisconsin Statutes Section 323.11 and 323.14(4)(a), the Village of Lisbon
Board of Trustees does hereby authorize the Village Zoning Administrator and/or Administrative Officer
to approve temporary uses and structures such as storage containers, and temporary staging areas
related to recovery efforts in the disaster areas. Approvals from the Zoning Administrator and/or
Administrative Officer shall expire 12 months after the date of when the original Disaster Proclamation
was made, or upon completion of the restoration work whichever comes sooner, unless extended by
the Village Board. Due to the disaster recovery efforts and for the protection of property, the Village
Board declares the following:
1. Temporary site plans may include temporary storage containers (PODS) on site locations in
disaster areas, in locations not otherwise in conformance with the Village zoning code, and to
that extent the zoning code requirements are suspended for disaster are as for the duration of
this Declaration including all setbacks, offsets, open space, and other are and use limitations,
if deemed necessary by the Zoning Administrator and/or Administrative Officer; and
2. All procedural requirements of the zoning code are suspended for disaster areas for the
duration of this Declaration, as deemed necessary to allow for the powers described above to
be exercised by the Village Zoning Administrator and/or Administrative Offi cer; and
3. Reconstruction of businesses in the disaster area must be within the same footprint of the
existing damaged structures, as allowed by the Lisbon Zoning Code; and
4. Nothing herein shall be interpreted as obligating the Village Zoning Administrator and/or
Administrative Officer to approve a temporary site plan in disaster areas, only to authorize the
Village Zoning Administrator and/or Administrative Officer to do so as they deem appropriate
in the interests of protecting the health, safety and welfare of persons and property; and
5. The Village Board reserves the right to terminate thi s Declaration as applied to disaster areas
at any time upon failure of the owners or operators to comply with the terms of this Declaration
or any conditions imposed by the Village Zoning Administrator and/or Administrative Officer.
