Call to Order
Committee Chair Marc Moonen called the meeting to order at 5:03 p.m.
Roll Call
Present: Trustees Marc Moonen and Linda Beal; Members Jane Mueller, Joe Eberle, and Dan Plese;
Engineer Don Neitzel; Administrator Dan Green; DPW Director Nick Wilichowski; and Clerk Elisa
Cappozzo.
Approval of Meeting Minutes
04/15/2026 Public Works & Utility Committee
Motion by Eberle, second by Beal, to approve the minutes as presented. Motion carried unanimously.
Department Reports
Public Works
Director Wilichowski reported on several recent departmental activities from the last month (see
attached report).
Committee Chair Moonen asked staff to place a brush pickup analysis item on the June meeting for
further discussion.
Utility District
Engineer Neitzel gave an overview of monthly flows and run time for the J eanine, Plainview, Willow
Springs, and Richmond lift stations, as well as the various well readings. It was noted that Next Electric
had received a response from We Energies indicating that a formal service application would be
required before a cost estimate could be provided. Engineer Neitzel w ill complete and submit the
application. Neitzel also mentioned that with the April rain there were 2 bypass events. One event was
at the Jeanine Lift Station that resulted in one residence backup, and the other event happened at a
manhole upstream of the Dubnica Lift Station that resulted in no residential backups. All proper
paperwork was submitted to the DNR.
Special Projects
Administrator Green deferred his report at this time, as the upcoming joint meeting will address the
sewer service area amendment in detail.

New Business
Discussion & necessary action re: placement of “No Parking” signs along Oakwood Road.
Administrator Green introduced this item, which originated from the Parks Committee. With the
installation of the new baseball diamond, residents along Oakwood Road have seen increased on-
street parking and have requested “No Parking” signs be installed on both sides of the street. Green
noted that planned park improvement projects include expanded parking near the baseball diamond,
which should resolve overflow parking needs in the longer term.
Motion by Committee Chair Moonen , second by Eberle, to refer the matter to the Village Board for
consideration of a possible ordinance establishing no parking along Oakwood Road . Motion carried
unanimously.
DPW request for replacement Grapple Rake.
DPW Director Wilichowski presented a request to re place the department’s damaged loader pallet
forks with a grapple rake attachment. The existing pallet fork lost a tine during winter grinding
operations and replacement parts are no longer available from the manufacturer. This grapple rake
could save hours of grinder time annually and eliminates the need to rent an additional loader during
grinding operations. Administrator Green noted that current road projects are under budget and could
possibly fund this purchase.
Motion by Eberle, second by Plese, to recommend Village Board approval of the purchase of a Werk -
Brau 108” Grapple Rake at a cost not to exceed $26,000, funded from road projects account . Motion
carried unanimously.
DPW request for replacement Dump Body for 2005 Sterling patrol truck.
DPW Director Wilichowski presented a request to replace the dump body on the department’s 2005
Sterling patrol truck. The hoist connection point of the existing body frame has been compromised by
rust, creating a visible deformation under load that presents a safety hazard, particularly durin g
salting operations when the box needs to be raised. A new steel dump body would allow the Sterling
to serve as a dependable backup unit for an additional five to eight years. Two quotes were obtained
from Burke and Brake & Equipment with both quotes coming in under $25,000. These quotes were from
February and will need to be updated.
Motion by Eberle, second by Beal, to recommend to the Village Board the purchase of a replacement
steel dump body for the Sterling truck as outlined in the May 27 th, 2026 DPW Director memo, without a
capped dollar amount pending an updated quote. Motion carried unanimously.
Discussion & necessary action re: purchase of mini excavator with monies from stormwater fund.
Administrator Green presented this item regarding the purchase of a mini excavator with funds to
come from the stormwater fund. DPW Director Wilichowski and the Parks department intend to demo
several mowers and related equipment before returning with specific purchase recommendations.

The committee expressed general support but preferred to defer action until specific quotes and
equipment recommendations were available.
Unfinished Business
Discussion & necessary action re: Willow Springs Flow Meter quote from Next Electric.
Engineer Neitzel addressed this item above in his report. The next step is to complete the We Energies
service application and submit it back. No action was taken.
Discussion & necessary action re: Richmond School Lift Station Pump Repair/Replacement.
Engineer Neitzel presented quotes from Brabazon for the pump that failed at the Richmond Lift Station,
previously discussed in concept but returned for formal action. The repair cost was quoted at $2,145,
and a replacement quote of $5,500. The committee agreed that the Richmond cost-share agreement
should be reviewed and that it should be added to next month’s agenda.
Motion by Mueller, second by Beal, to recommend to the Village Board approval of the repair of the
Richmond School Lift Station pump at a cost not to exceed $2,145. Motion carried unanimously.
Items to be Placed on a Future Agenda
Clerk Cappozzo reviewed the remaining topics coming back to the Committee next month. Member
Eberle requested a discussion on the stormwater fund.
Adjournment
There being no further business, motion by Eberle, second by Mueller, to adjourn the meeting at 5:42
p.m.
Respectfully submitted,

Re: Monthly Report (May)
__________________
The monthly engineer’s report for the Village of Lisbon Public Works & Utility Committee is as follows:
• May 2026 Flows – Flows for the month of May were trending back towards normal from the prior
month of April due to the storms and heavy rain that were received.
o The Jeanine Lift Station had an average flow of 22 GPM (average 29,000 GPD) for the month of
May, while the month of April was 65 GPM (average 87,000 GPD).
o The Plainview Lift Station for the month of May had an average flow of 31 GPM (average
42,000 GPD), while the month of April was 77 GPM (105,000 GPD).
o Willow Springs flows for the month of May were once again averaged due to an electric service
issue with the flow meter. An average flow of 49,000 Gallons Per Day was used for the month
based on historical data for this same time period.
As you will note on the historical monthly flow charts, the flows for the Jeanine Lift Station for the month
of May fell below the recorded flows of 2024 and 2025 for the same month, while the monthly flows for the
Plainview Lift Station were slightly higher than those recorded in 2024 and 2025.
• Richmond School Lift Station –
o May 2026 - The lift station had a total run time of approximately 112.9 hours for the month of
May, with about 55.6 hours on Pump #1 and 57.3 hours on Pump #2. Both pumps averaged
about 1.8 hours of run time per day.
o I contacted Richmond School to check on the schedule for the internal sewer televising at the
school which was scheduled for June 11
th. I was told Sewer Ninjas had an issue with their
schedule and they needed to push it back by about 2 weeks. I’m waiting to hear on the new date
and time for this.
o The well reading for the month of May was 40,400 gallons and for the prior month of April it
was 44,900 gallons. (see attached water usage chart and sewer flow information). As you will

note on the flow chart, the water usage for the month of May 2026 does fall well below what was
recorded for the same month during the previous two years.
• Fire station Well –
o May 2026 - The water usage for the month of May was 5,800 gallons, while the water usage in
the prior month of April was 7,200 gallons. (see attached water usage chart). This remains in-
line with the monthly flows for both 2025 and 2026 thru the month of May.
• Casey’s Well –
o May 2026 -The water usage at Casey’s for the month of May were up from the previous month,
with 40,945 gallons of water being used in May while the well reading for the month of April
was 17,670 gallons. The monthly water usage is up from their overall historical average
throughout the year and over the course of the last two years during the same month. (see
attached water usage chart).
MEMORANDUM
Committee/Board Public Works & Utility Committee / Village Board
Topic: Storm Water Fund Status
From: Daniel Green
Department: Administration
Presenter: Daniel Green
Date of Village Board Action: N/A
INFORMATION
At the May Public Works meeting, the Committee requested that an update on the Storm Water
Fund be added to the agenda. Enclosed is the preliminary budget for next year, which excludes
any major purchases or projects. I have also included the 2025 financia l statements for all
Enterprise Funds, with particular attention to the Storm Water Fund.
On page 11 of the financial statements, the Cash and Cash Equivalents balance for the Storm
Water Fund is listed as $650,732. The unrestricted cash amount is shown at the bottom of page
9 as $649,163. Additionally, I have provided a preliminary budget for 2027, which projects an
anticipated surplus of $28,000 at the end of 2026. During the audit process, the auditors will
also apply an interest income adjustment —this adjustment was $18,223 in 2025. If c urrent
trends continue, the unrestricted fund balance is expected to reach approximately $694,400.
The long-term intention is to continue building the Storm Water Fund balance to support future
culvert replacements and stormwater facility improvements as needs arise. One such need is
the box culvert on Richmond Road, located roughly 850 feet east of High Road. This culvert has
deteriorated due to high water volumes from October Fields, Celtic Ridge, and Mountain
Shadows. This repair/replacement is on the agenda for discussion and possible action, with an
estimated cost of $156,906.
Another potential expense briefly discussed at the last meeting is the purchase of a
mini-excavator, which would be used primarily for ditching and culvert repair/replacement.
Given its purpose, it would be appropriate for this equipment to be funded throu gh the Storm
Water Fund.
As we continue to experience significant flood events, we can expect additional culvert failures,
ditch overflows, and similar issues —such as those seen on Mary Hill and Lake Drive earlier this
year. The Committee may want to consider adjusting the stormwa ter fee in anticipation of
these future needs. The current fee is $48.00.
Requested Action
No action is required at this time. The Committee may wish to consider the purchase of a
mini-excavator funded by the Storm Water Fund. Nick and I will provide additional information
regarding the use of debt proceeds originally approved for this purchase. The Committee may
also want to discuss the storm water fee and future project planning at a later meeting.

MEMORANDUM
Committee/Board Public Works & Utility Committee / Village Board
Topic: Richmond Road Culvert Replacement
From: Daniel Green
Department: Administration
Presenter: Daniel Green
Date of Village Board Action: N/A
INFORMATION
During the April flooding event, several culverts were washed out, including those on Mary Hill
Road, Lake Road, and Richmond Road. The Richmond Road culvert, located approximately 850
feet east of Hill Road , failed during the heavy rains. This culvert receives significant water flow
from subdivisions to the north and east.
Water from the October Fields subdivision flows under Mary Hill Road, through the Fallon
property, and along the Richmond Road ditch line before reaching this culvert. At the point
where the stream meets the culvert, the water must make a sharp turn to ent er the structure
and pass beneath Richmond Road. This turning point needs improvement to allow water to
enter the culvert more efficiently and reduce the risk of future washouts.
Kunkel has provided a preliminary cost estimate to replace the existing culvert with a box
culvert and to install guardrails along the section where there is a substantial drop -off. Staff
recommends that this project be funded through the Storm Water Fund and would like to see
the work completed this year.
Requested Action
Village Staff recommends that the Committee forward a recommendation to the Village Board
to proceed with design and planning, and to prepare contract documents for bidding the
Richmond Road culvert replacement project.
