RE: Village of Lisbon SSA Study, Focus Area(FA) 3-5
1. Study Summary To-Date
As you are aware, we addressed FA 1 and FA 2 at the last joint meeting. Subsequently, we have
summarized the base mapping and pertinent sewershed data for FA’s 3-5. As we discussed, we
can work through these areas in chronological order at the May 27
th meeting and will complete
if time permits.
2. Focus Areas 3-5
2.1 General Discussion
Please see the six attachments for the three FA’s; two for each area. The first attachment, the
Land Use Map identifies current land uses that were used in the sewer flow calculations.
Standard flow values per household were used and full buildout was assumed for the
sewershed. The second map for each area provides topographic and aerial background in lieu
of land uses to aid in understanding of current conditions.
The sewershed boundary has been depicted for FA 3, the pink line, and it estimates area that
can contribute both gravity flow and a pumped area to a STH 164 sewer extension. A pumped
area was included as Genessee Aggregate has expressed interest in sewer service as part of its
reclamation plan.
The FA 4 area consists primarily of the original Lisbon Sanitary District 1 (LSD 1) area already
served by sewer, so no sewersheds have been delineated. We envision the discussion to
include likely future adjacent areas that may need/request sewer service.
Similarly, a FA 5 sewershed has not been identified. There are a few pockets of land that could
potentially be developed that are interspersed amongst already established SSA’s. These areas
can be discussed and added accordingly. Other key map attributes are as follows:
2.1.1 Approved SEWRPC 208 Boundary
Indicated with a purple boundary. These are areas previously identified and approved through
the formal SEWRPC process. Capacity has been reserved in the Sussex Wastewater Treatment
Facility (WWTF).
2
2.1.2 Planned Sussex WWTF Areas
Indicated with a blue dashed boundary. These areas, outside of the aforementioned 208 areas,
have been included in the Sussex WWTF capacity sizing via intermunicipal agreements.
2.2 Capacity and Estimated Flow
2.2.1 FA 3
The FA 3 sewershed has no defined capacity in Sussex’s sewer conveyance system. Lisbon
does own an existing dual forcemain and 15” gravity sewer located in STH 164 as indicated on
the exhibits. Presumably envisioned to serve the existing SSA (purple boundary). As discussed
with Sussex staff, remaining capacity in their system would need to be studied/estimated and
negotiated to be able to provide service to FA 3.
2.2.2 FA 4
As indicated on the map, there is over 390,000 gpd of capacity available to Lisbon in the
interceptor serving the original LSD 1. It is likely that any adjacent residential development to
the north and south of LSD 1 would not exceed any capacity limits. Individual sewers
connecting new residential development would need to be reviewed for capacity constraints in
the existing LSD 1 collector sewers as detailed plans are prepared. If FA 3 develops into a more
concentrated sewer use goal for the Village, consideration should be given to requesting a
transfer of conveyance capacity from FA 4 to FA 3.
2.2.3 FA 5
FA 5 consists primarily of existing developed areas. As indicated on the capacity summary on
the exhibits, if all identified land uses require sewer, capacity would be exceeded in the Lannon
interceptor by over 200,000 gpd of average flow. Likelihood of these existing developments
needing sewer should be discussed to determine if additional capacity is necessary in the
Lannon interceptor.
3. Requested PC/Public Works Sewershed Feedback
When considering the following feedback areas, review existing and potential development
sewer needs that are located in the FA 3-5 areas.
Once we have gathered feedback, we will recompute sewer flows and compare them to the
agreement and physical pipe and treatment plant capacities. Again, we anticipate that this will
be an iterative process to match desired land use/flows with contractual and system capacities.
The end results likely will be commensurate with Sussex agreement capacities or may
necessitate future Sussex sewer planning amendments, capacity adjustments and negotiations,
if so desired by the Village of Lisbon.
3.1 Review established development/neighborhoods and advise on likelihood of sewer
service. Reserve capacity or delete from sewer consideration.
3.2 Any potential redevelopment areas requiring sewer service?
3.3 Any undeveloped areas that require or could support sewer service?
