efforts.
Utility District
Engineer Neitzel gave an overview of monthly flows and run time for the Janine, Plainview, Willow
Springs, and Richmond lift stations, as well as the various well readings. Neitzel noted that he received
a quote from Next Electric for the direct electric service to the Willow Springs flow meter, without the
WE Energies portion. The quote has not been forwarded to the property owner yet, as Neitzel intended
to wait until the WE Energies portion was available. It was also noted that a quote was received from
Dorner to clean and structurally inspect the lift station but will be deferred to the May meeting for
approval. Engineer Neitzel noted that sewer televising at Richmond School has been completed and
the report will be in next month’s meeting materials.

Special Projects
Administrator Green reported there was no update at this time, noting his intent to schedule a
separate meeting to address the two focus areas.
Unfinished Business
Discussion & necessary action re: Sewer hookup options for LSBT 0193.017
Administrator Green reviewed the history of this item, which has been on the agenda for the last four
meetings. After exhausting many options, each found to be infeasible due to grade limitations or
excessive cost. The remaining viable option was a private grinder pump with a lateral running south
approximately 500 feet to the existing main on Golf View Lane. All costs would be entirely at the
property owner’s expense. The committee discussed the need to require tracer wire on the private
lateral and to ensure the lateral is installed within the road right-of-way rather than the ditch, to
protect against future conflicts with utility work.
Motion by Eberle, second by Mueller, to approve the remaining viable option-a private grinder pump
lateral to the municipal sewer main-with all expenses paid by the property owner and the condition
that the lateral be installed with tracer wire within the road right away. Motion carried 5-0.
Discussion and necessary action re: quotes for valve replacement at lift stations, and
recommendation to Village Board
Engineer Neitzel reported that he contacted the Village of Sussex about obtaining more quotes for the
valve replacement at the lift stations. He clarified that the Village of Sussex prefers to use Dorner as
the equipment supplier. Neitzel will obtain more quotes on this for the May meeting. It was discussed
that rather than replacing valves at all three stations simultaneously, the most critical station should
be prioritized this year, with the remaining two stations phased into subsequent budget years. This
item was tabled to the May meeting.
New Business
Discussion and necessary action re: request for municipal water from AMHC Management, LLC.
Administrative Green presented a request from AMHC Management LLC, for a water connection due
to PFAS contamination in their existing wells. Following consultation with Ben Wood from Strand and
AMHC Management LLC, the most cost-effective option identified was a direct connection from the
Village of Lannon’s water system at Good Hope Rd, running across the street, and through McLaughlin
Road to the mobile home park. The committee discussed how this would affect the Village of Lisbon,
and noted that the formal request letter incorrectly referenced the Village of Sussex instead of the
Village of Lisbon. Administrator Green was looking for approval, moving forward with Strand looking at
the feasibility of extending water with all costs being paid by AMHC Management LLC.

Motion by Mueller, second by Eberle, to pursue the water connection for the mobile home park,
conditioned on the request letter being revised to reference the Village of Lisbon rather than the
Village of Sussex. Motion carried 5-0.
Discussion only re: Unsewered residential areas in Rolling Hills & Plainview Subdivision.
Engineer Neitzel presented a review of four unsewered residential areas within existing sewer service
districts. All four areas were found to be feasibly serviceable with adequate grade available, however,
bedrock may pose challenges depending on the depth in some locations. The committee discussed
that consolidating multiple areas into a single project would likely yield better pricing. This item will be
tabled for the May meeting for further discussion.
Adjournment
There being no further business, motion by Eberle, second by Beal, to adjourn the meeting at 5:47 p.m.
Motion carried unanimously.

Severe Weather Report
April 14–16, 2026
During the month of April, southeastern Wisconsin experienced record-setting rainfall totals, along with
numerous tornadoes and damaging wind events. The Village of Lisbon experienced all three of these
severe weather events within a matter of days.
April 14 – Early Morning Wind Event
In the early morning hours of April 14, at approximately 1:00 a.m., high winds moved through the area
and caused multiple trees to fall across roadways. I was alerted by the Sheriff’s Department and called in
a highway employee at approximately 2:00 a.m. to clear several trees from the roads.
At 7:00 a.m., the full Highway Department responded to additional storm damage in the Howard Lane
area, Blue Heron Subdivision, and Thousand Oaks Subdivision. Crews removed approximately 12
truckloads of trees and debris, completing the initial storm cleanup by noon on April 14.
With weather reports forecasting the potential for more severe storms later that evening, crews spent the
afternoon preparing equipment, fueling and staging trucks, and loading chainsaws in anticipation of
additional emergency response operations.
April 14 – Tornado Event
At approximately 6:00 p.m. on April 14, an EF2 tornado struck the Village of Lisbon. The tornado touched
down near Victoria Circle and traveled through Indian Grass, Hillside, and Coventry Meadows. Significant
damage occurred to buildings and trees along the tornado’s path, while widespread high winds also
caused substantial tree damage throughout the Village.
I responded immediately at approximately 6:30 p.m. to assist with restoring power access and opening
garage doors so the excavator could be deployed to the Hillside and Coventry Meadows areas. Highway
crews were called in and on-site by 7:00 p.m.
Between 7:00 p.m. and midnight, Highway Department crews accomplished the following:
• Removed fallen trees blocking roadways throughout the Village
• Cleared building materials and storm debris from roads
• Swept areas containing nails and sharp debris that could puncture vehicle tires
• Installed high-water warning signs in flood-prone areas due to heavy rainfall
Following the storm response, no additional overnight calls were received regarding blocked roadways,
which was our primary objective to ensure safe travel for residents by the following morning.
April 15 – Cleanup and Infrastructure Damage
The following morning, staff removed approximately 50 truckloads of trees and debris from Village rights -
of-way throughout Lisbon. Due to the significant amount of storm debris, brush pickup was postponed
until the following week to allow residents adequate time to move brush and tree limbs to the curb.
In addition to tree and property damage, the intense rainfall caused widespread flooding and
infrastructure issues throughout the Village:
• A section of roadway on Mary Hill Road had to be cut open after a flooded culvert undermined the
roadway
• The Richmond Road cross culvert experienced major end-wall erosion and required temporary
stabilization measures until permanent repairs can be completed
• On the main hill along Mary Hill Road, stormwater runoff caused severe washout and
undermining of the roadside swale
• On Lake Drive, a culvert failure washed out gravel beneath the roadway; staff replaced the culvert
on April 28, 2026
• Additional culvert and stormwater infrastructure concerns have surfaced in newer developments
throughout the Village
I am currently working with Dan and Mitch to evaluate and resolve these ongoing stormwater and
infrastructure issues.
Ongoing Recovery Efforts
Once brush pickup operations are completed, Highway Department staff will continue addressing
damaged rights-of-way, infrastructure repairs, and implementing permanent solutions to help prevent
similar issues in the future.
These severe weather events created not only immediate emergency response demands, but also long -
term recovery efforts that will require continued work throughout the summer months.
Acknowledgements
I would like to thank the Highway Department staff for their dedication, professionalism, and countless
long days and nights spent responding to and recovering from this severe weather outbreak.
I would also like to thank the Pewaukee Fire Department for their excellent communication and
coordination during the tornado response. Our departments worked very effectively together to respond to
these emergencies and protect the safety of our residents.

REQUEST FOR CONSIDERATION
DATE: May 27, 2026
TO: Village Board & Public Works/Utility Committee
FROM: DPW Director Nick Wilichowski
RE: Grapple Rake for Front End Loader
Front-End Loader Grapple Rake
I am submitting this request for Public Works & Utility Committee consideration to replace the
Department’s damaged loader pallet forks with a grapple rake attachment. This investment is
intended to improve operational efficiency, reduce equipment wear, enhance safety, and lower
annual costs associated with brush grinding operations.
The existing pallet forks —purchased approximately 14 years ago for a different application —recently
sustained damage during winter grinding operations. While they have been repurposed over the years
to handle brush at the compost site, they are not designe d for this function and present ongoing
operational challenges.
Current limitations include:
• Inefficient material handling, with significant brush loss during transport
• Load instability requiring repeated repositioning, increasing cycle times
• Additional labor and machine time to recover dropped debris
• Accelerated wear on loader components, including hydraulic lines, fittings, lights, and tires
• Increased operator fatigue due to rough terrain and constant hazard awareness
A grapple rake attachment is purpose-built for brush handling. Its design—featuring multiple tines and
hydraulic clamping jaws —allows for secure, controlled movement of large volumes of material. This
would substantially improve productivity while reducing material loss and machine strain.
Cost and Return on Investment:
The estimated cost of the grapple rake attachment is $25,000.
Operational savings and cost avoidance include:
• Estimated annual grinding time reduction of 4–5 hours
• Annual savings: $2,400–$3,000 (based on $600/hour grinding cost)
• Elimination of renting or borrowing additional equipment for site support
• Reduced wear and maintenance costs on existing equipment (not easily quantified but
expected to be meaningful)
Request for Consideration
RFP for Grapple Rake
Office: (262) 246-6100 | Email: villagehall@lisbonwi.gov | Website: www.lisbonwi.gov
In addition, continuing to perform grinding operations in -house provides an average annual cost
avoidance of approximately $5,000 compared to outsourcing:
• 2025: +$7,250
• 2024: +$4,100
• 2023: +$5,200
• 2022: +$3,850
• 2021: +$4,700
Estimated Payback Period:
Based on direct grinding efficiency savings alone, the payback period is approximately 8 –10 years.
When factoring in avoided rental costs, reduced equipment wear, and improved operational
efficiency, the practical payback period is expected to be shorter. Something to consider for this
purchase and the dump body for the Sterling truck (next item), is that the bids for Tamarack Road and
the chip seal project both came in under budget by $65,000. This would more than cover the cost of
these purchases which were not planned for 2026.
Additional Operational Benefits:
• Ability for one loader to independently feed one side of the grinder
• Improved workflow and reduced material handling redundancy
• Enhanced storm response capability for clearing downed trees
• Faster response times due to the loader’s mobility compared to an excavator
Risk of Not Approving:
• Continued reliance on damaged and unsuitable equipment, increasing the likelihood of further
breakdowns
• Ongoing inefficiencies resulting in higher operational time and costs each season
• Increased wear and potential damage to loader components and tires, leading to higher
maintenance expenses
• Greater safety risk to operators from falling debris and unstable loads
• Reduced effectiveness and slower response times during storm cleanup operations
In summary, this request represents a practical and strategic equipment investment that supports
improved efficiency, cost control, and safety service. I respectfully request the Committee’s approval
to proceed with moving forward with the grapple rake.
Thank you for your consideration.

REQUEST FOR CONSIDERATION
DATE: May 27, 2026
TO: Village Board & Public Works/Utility Committee
FROM: DPW Director Nick Wilichowski
RE: Dump Body replacement for 2005 Sterling Patrol Truck
The Village of Lisbon Highway Department is requesting consideration from the Public Works and Utility
Committee for approval to replace the dump body on the 2005 Sterling patrol truck.
The existing dump body has experienced significant corrosion over time and is now becoming
structurally compromised. The cross members and I -beam box rails have deteriorated to the point
that the frame is beginning to deform. Approximately three years ago, repairs were made by welding
steel supports onto the I-beam rails; however, those reinforcements are now weakening and the welds
are cracking.
Due to the extent of the structural damage, further repairs are no longer practical or cost -effective.
The integrity of the dump body has been compromised to a degree that makes continued patchwork
repairs unfeasible.
The department is proposing a full replacement of the dump body and hoist with a new Duraclass
steel dump body. This process would involve department staff removing the existing dump body and
hoist, delivering the truck to Brake & Equipment, and having them install the new body and hoist. Brake
& Equipment would also run wiring to designated cutouts, allowing department staff to install strobe
lights and additional lighting as needed.
There has been discussion about selling or auctioning the truck, particularly in light of the recent
acquisition of a new plow truck. However, there are several reasons why replacement of the dump
body is the preferred option:
First, the truck must remain in service for at least one more winter season. Given the current condition
of the dump body, there is a legitimate safety concern that the box rails could fail during operation,
particularly under winter storm conditions. Such a failure would pose a risk to both operators and
operations.
Second, even if the truck were to make it through the upcoming winter, selling or auctioning it in its
current condition would not be advisable. The extent of the structural defect would need to be
disclosed, significantly reducing its resale value.
Request for Consideration
Dump Body Replacement
Office: (262) 246-6100 | Email: villagehall@lisbonwi.gov | Website: www.lisbonwi.gov
Additionally, the Sterling is planned to be cycled out of full-time route service within the next few years
and reassigned as a backup unit. The truck is currently used to plow for the Village of Merton, and once
the current spare truck is auctioned, the S terling would take over as the primary backup. With a new
dump body installed, the department would be able to extend the useful life of the truck in a reduced-
service role. This approach allows the department to better realize the value of the investment before
ultimately auctioning the vehicle at a later, more appropriate time.
While the cost of a new dump body is approximately $25,000 and the truck is 21 years old, the vehicle
has remained relatively cost -effective compared to other units in the fleet. Notably, Truck 16 (the
Sterling) has only cost the department approximately $3,500 in repairs over the past two years.
The department has prioritized phasing out International MaxxForce trucks due to their high
maintenance costs and reliability issues, despite being newer. In 2025, the two International trucks
incurred over $15,000 in repair costs. In 2026, they have alrea dy exceeded $6,000 in repairs. Although
these repairs are performed in -house—reducing direct expenses —they require significant staff time,
often tying up one to two employees for diagnostics and repairs more frequently than other fleet
vehicles.
By comparison, the Sterling truck has proven to be more reliable and cost-efficient. While some parts—
primarily interior and exterior components —are more difficult to source, mechanical parts remain
available and are generally less expensive than those for International trucks.
For these reasons, replacing the dump body is the most practical, safe, and cost -effective option to
extend the service life of this vehicle.

MEMORANDUM
Committee/Board Public Works & Utility Committee / Village Board
Topic: Request to Purchase Mini-Excavator from Stormwater Funds
From: Daniel Green
Department: Administration
Presenter: Daniel Green
Date of Village Board Action: N/A
INFORMATION
In November 2025, the Village Board approved a budget that included the use of General
Obligation debt to purchase a mini -excavator. This equipment is primarily used for culvert
installations and other stormwater-related work throughout the year. After reviewing the audit
results, staff identified a significant balance in the stormwater fund, some of which will be
needed for upcoming work in Celtic Ridge and along Richmond Road.
Given this, staff has discussed the option of funding the mini -excavator purchase fully or
partially through the stormwater fund. As of year-end 2025, the stormwater fund held $649,163
in unrestricted funds. Purchasing the mini-excavator from this fund would reduce the balance
to approximately $549,284. The Village also anticipates stormwater work on Richmond Road
costing between $100,000 and $125,000.
There are three primary reasons for recommending a change in the funding source for this
purchase:
1. High unrestricted fund balance: The stormwater fund currently holds more unrestricted
funds than needed in the short term. These funds will eventually be used for stormwater
projects, potentially as early as 2026 or 2027.
2. Align expense with equipment use: The mini -excavator is used predominantly for
stormwater-related tasks, such as culvert installation and ditching. Funding the
purchase from the stormwater fund better aligns the cost with its primary purpose.
3. Flexibility for parks equipment: Using stormwater funds for this purchase frees up
borrowing capacity to focus on parks equipment and improving maintenance
efficiency. The Highway Supervisor, Parks Supervisor, and Administrator have been
evaluating mower options that could reduce the mowi ng workload on the full -time
parks staff member during the summer, allowing more time for other projects.
Requested Action
Recommend to the Village Board the purchase of a mini excavator with funds to come from
the stormwater fund, more specifically: Approving a transfer from the stormwater fund to the
capital projects fund (90-590-592-4000 to 70-490-492-5000)
