Committee Chair Marc Moonen called the meeting to order at 5:37 p.m.
Roll Call
Present: Trustees Marc Moonen and Linda Beal; Members Jane Mueller and Joe Eberle; Engineer Mitch
Leisses; Administrator Dan Green; DPW Director Nick Wilichowski; Clerk Cappozzo; and Deputy Clerk-
Finance Lisa Tremper. Engineer Don Neitzel and Committee Member Dan Plese were absent and

The Pledge of Allegiance was recited by all those present.
Approval of Meeting Minutes
02/18/2026 Public Works & Utility Committee
Motion by Beal, second by Mueller, to approve the minutes as presented. Motion carried unanimously.
Department Reports
Public Works
Director Wilichowski reported on several recent departmental activities from the last month (see
attached report).
Utility District
Engineer Leisses gave an overview of monthly flows and run time for the Janine, Plainview, Willow
Springs, and Richmond lift stations, as well as the various well readings. It was noted that the village is
waiting on additional costs for a direct electric line to the flow meter from Next Electric. This process
requires coordination with WE Energies. It was also noted that the Richmond Lift Station had pump
failure. Brabazon refused to warranty the repair due to significant silt and sand in the pump interior.
Leisses mentioned that Don Neitzel recommended pumping down the lift station to inspect for
structural damage, cracks, or infiltrations. He noted that Richmond School is still planning to televise
their sewer lines but was postponed until the frost leaves the ground to better assess potential
infiltration issues.
Special Projects
Administrator Green reported that the mobile home park manager reached out expressing interest in
extending water service to their location and would pay for the associated costs. A joint phone call

with Ben Wood, Lannon’s Engineer, was held. He completed a professional fees reimbursement form
and submitted a formal service request letter that will likely appear on next month’s agenda.
Unfinished Business
Discussion & necessary action re: status update on Lift Stations
Engineer Leisses presented two quotes from Brabazon for pump options. The quote for repair was
$2,145 with 2-3 week lead time and the quote for replacing the pump was $5,500 with 1-2 week lead
time. Committee members agreed that repair was an appropriate choice.
Motion by Committee member Mueller, second by Trustee Beal, to approve the repair option for the
lift station pump. Motion carried 4-0.
Discussion & necessary action re: Sewer hookup options for LSBT 0193.017
Engineer Leisses provided Don’s analysis showing a sewer route coming off Wooded Hills Drive and
running up Townline Road to potentially service 8-9 lots. Due to topographical constraints, the sewer
would emerge from the ground before reaching the target area, making this extension impossible. The
committee discussed alternative routing options and cost factors. The committee agreed to continue
discussing this item on next month’s agenda.
New Business
Discussion and necessary action re: quotes for valve replacement at lift stations, and
recommendation to Village Board
Engineer Leisses presented quotes from Doerner and Sabel Mechanical for the replacement of valves.
Doerner would provide the materials and Sabel would install the valves estimating a cost of $19,821.92.
Sabel Mechanical needs someone to assist with bypassing and Sussex agreed to provide the labor
and equipment needed for this work. The committee decided to request multiple quotes for
comparison and bring this topic back for next month’s agenda.
Adjournment
There being no further business, motion by Beal, second by Mueller, to adjourn the meeting at 6:05
p.m. Motion carried unanimously.
Respectfully submitted,
Lisa Tremper

Re: Monthly Report (March)
The monthly engineer’s report for the Village of Lisbon Public Works & Utility Committee is as follows:
• March 2026 Flows – Flows for the month of March were up from the prior month of February.
o The Jeanine Lift Station had an average flow of 30 GPM (average 38,000 GPD) for the month of March,
while the month of February was 21 GPM (average 27,000 GPD).
o The Plainview Lift Station for the month of March had an average flow of 26 GPM (average 35,000 GPD),
while the month of February was 21 GPM (30,000 GPD).
o Willow Springs flows for the month of March remained the same as February with an average flow of 41
GPM (59,000 GPD). This is due to electrical service issues for the flow meter. The flows for the month of
March 2026 were computed based on average flows for the month of February in 2024 and 2025.
Next Electric is continuing to work with WE Energies on putting together a quote to install the electric
service out at the flow meter, rather than in the maintenance building of Willow Springs. I was hoping
to have the quote for this meeting, but I have not received anything as of today.
As you will note on the historical monthly flow charts, the flows for Jeanine for the month of March were
considerably less than what was seen in 2024 and slightly higher than the flows recorded in 2025. The
historical monthly flows for Plainview were less than what was recorded during the same month in 2025 in
2024 and slightly higher than the total flows for 2025. Willow Springs followed the same trend as the
previous month, with the March 2026 flows still being averaged due to the issues with the electric service
for the flow meter. Still waiting on a quote from Next Electric to install new electric service at the flow
meter location.
• Richmond School Lift Station –
o March 2026 - The lift station had a total run time of approximately 93.7 hours for the month of March,
with about 46.4 hours on Pump #1 and 47.3 hours on Pump #2. Pump #1 averaged about 1.5 hours of
run time per day, while Pump #2 averaged about 1.5 hours.
107 Parallel Street Beaver Dam, WI 53916 • 1115 S Main Street West Bend, WI 53095 • T 920-356-9447
www.kunkelengineering.com
I’m working on getting a price from Dorner to clean out the lift station and do a complete inspection of
the structure and components.
o The well reading for the month of March was 38,600 gallons and for the prior month of February it was
36,500 gallons. (see attached water usage chart and sewer flow information). As you will note on the
flow chart, the water usage for the month of March 2026 does fall below what was recorded for the
same month in 2025 and 2024.
• Fire station Well –
o March 2026 - The water usage for the month of March was 6,300 gallons, while the water usage in the
prior month of February was 6,300 gallons. (see attached water usage chart). This remains in-line with
the monthly flows that have been recorded throughout 2025 and February 2026.
• Casey’s Well –
o March 2026 -The water usage at Casey’s for the month of March was down from the previous month,
with 14,267 gallons of water being used in March while the well reading for the month of February was
17,728 gallons. The monthly water usage remains in-line with their overall historical average
throughout the year. (see attached water usage chart).

MEMORANDUM
Committee/Board Public Works & Utility Committee / Village Board
Topic: Sewer Hookup – Golf View Road
From: Daniel Green
Department: Administration
Presenter: Daniel Green
Date of Village Board Action: N/A
INFORMATION
The Village has been evaluating sewer service options for the property identified as
LSBT0193.017. The Village engineer reviewed multiple scenarios for connecting the parcel to the
municipal sewer system. All feasible configurations require installing a force main to reach the
existing gravity sewer—either on Bramble Drive or Golf View Lane.
Additional alternatives were considered, including reconfiguring sewer mains on Carberry to
achieve a lower connection point to the gravity sewer on Golf View, as well as extending gravity
sewer along Townline Road to Wooded Hills Drive. Both options were determined to be either
cost-prohibitive or technically impractical.
A recent perk test conducted by the potential buyers indicates that only a private septic system
supporting a three-bedroom home would be permissible on the site. With this information, the
Public Works Committee should consider the following options:
Option 1 Extend the existing 8-inch sewer main 400 feet east along Bramble Drive to allow direct
lateral connections. This would include installing a force main and a shared grinder pump
within the right -of-way for lots 7, 8, and 9. On Golf View Lane, lots 3, 10, and 11 would receive
4-inch laterals tied into the gravity sewer south of lot 12, served by a shared grinder pump. The
estimated total project cost is $264,270, to be assessed across nine homes.
Option 2 Install only a 4-inch sewer lateral to lots 3, 10, and 11 on Golf View Lane, with a shared
grinder pump for those three properties. The estimated cost is $79,800 , shared among the
three benefiting owners.
Option 3 Allow the developer to install a private lateral to the existing main, along with a
privately owned grinder pump. This option provides sewer service without cost-sharing among
neighboring properties but places full responsibility for installation, operati on, and
maintenance on the homeowner. The Village should require the force main to be installed
within the roadway and ensure all road repairs comply with Chapter 4.08 of the Village Code.
Option 4 Determine that the property is not serviceable by municipal sewer. In this case, a
septic system could be permitted; however, the private system allowable on the site would not
meet the needs of the current potential buyer.

MEMORANDUM
Committee/Board Public Works & Utility Committee / Village Board
Topic: Request for municipal water: AMHC Management
From: Daniel Green
Department: Administration
Presenter: Daniel Green
Date of Village Board Action: N/A
INFORMATION
American Mobile Home Communities Sussex, LLC —the owner of Willow Springs —has formally
requested municipal water service for its property on Townline Road. In their request, they
outline ongoing PFAS contamination issues affecting wells #2 and #3 on the sit e.
A discussion took place several weeks ago between the Village of Lannon’s water engineer, the
Village Administrator, and Mr. Shechtman regarding the feasibility of extending Lannon’s water
system to serve this location. Extending water from Lannon would pr ovide the nearest point of
connection, and all associated extension costs would be paid by the mobile home park,
supplemented by any grants they have applied for.
Mr. Shechtman is asking the Village to consider this option and is willing to provide a $5,000
retainer to cover preliminary engineering work by Strand. This would allow Strand to further
evaluate the extension concept and develop a more refined scope of p roject costs and
preliminary design considerations.
Providing municipal water to this area would resolve a long-standing PFAS contamination issue
at the mobile home park. It would also bring water service adjacent to a nearby undeveloped
parcel (McLaughlin), which has been marketed for some time.
Requested Action
Village staff requests authorization to proceed with Strand for preliminary design and
engineering related to a potential water extension from the Village of Lannon, based on a
retainer agreement with the Village of Lisbon.
