Pledge of Allegiance The Pledge of Allegiance was recited by all those present. Public Comments None. Approval of Meeting Minutes 01/21/2026 Public Works & Utility Committee Motion by Eberle, second by Beal, to approve the minutes as presented. Motion carried unanimously. Department Reports Public Works Director Wilichowski reported on several recent departmental activities from the last month (see attached report). Utility District Engineer Neitzel gave an overview of monthly flows and run time for the Janine, Plainview, Willow Springs, and Richmond lift stations, as well as the various well readings. It was noted that the Village of Sussex has obtained a quote from Next Electric to replace a damaged underground conduit and electric line for the Willow Springs flow meter. The quote included winter charges and concrete patching. Engineer Neitzel discussed upcoming maintenance that is needed at all three lift stations and will have quotes for this maintenance at next month’s meeting. Neitzel also reported that Pump 2 at the Richmond Lift Station failed because of a motor trip malfunction. A spare pump was installed in place of the failed pump. Neitzel recommended continuing the annual inspection contract with Sussex. Special Projects Public Works & Utility Committee Meeting Minutes February 18, 2026 Page 2 of 3 Office: (262) 246-6100 | Email: VillageHall@LisbonWI.gov | Website: www.LisbonWI.gov Administrator Green reported that at the Plan Commission meeting in January, the committee started to review the first of five areas being examined for sewer expansion. Green recommended the Public Works & Utility Committee hold a joint meeting with the Plan Commission in March to discuss Area 1 and 2. Administrator Green also reported another grinder pump failed that required replacement, using the spare pump. The failed pump has been repaired and is now a spare pump. Unfinished Business Discussion & necessary action re: options to resolve ongoing I&I issues Administrator Green stated there were no updates to this item. Discussion & necessary action re: status update on Lift Stations Engineer Neitzel gave an update in his report and had nothing further to add. Administrator Green suggested including a report on the longevity of the lift stations for audit. Neitzel confirmed that a report would be included in the inspection. Discussion & necessary action re: Sewer Service Area amendment Administrator Green provided an update in his report. The Sewer Service Areas will be discussed further at the March meeting. Green suggested listening to the January Plan Commission meeting for background. Discussion & necessary action re: possible future updates to Sewer Service Code Administrator Green stated that this is tied to the Sewer Service Area Amendment and suggests waiting on making changes. The consultants will review our code regarding connection fees and hookup fees. The committee discussed payment of grinder pumps as it is stated in the code currently and agreed that any changes to grinder pump policies should be made as part of the comprehensive sewer code update rather than piecemeal. Trustee Beal will bring the topic of grinder pumps up to the Village Board for direction. Discussion & necessary action re: Sewer hookup options for LSBT 0193.017 Engineer Neitzel presented an updated analysis of options to provide sewer service to properties in the area of Golfview Lane and Bramble Drive, where 13 parcels currently lack municipal sewer service. The analysis examined whether relaying gravity sewer lines could pick up sufficient grade to serve the area. The committee discussed the need to properly serve this area while also addressing broader infrastructure concerns. The committee directed Engineer Neitzel to return with a comprehensive analysis of existing conditions and multiple design options, with cost estimates, to determine the best approach for providing proper municipal sewer service to all parcels in this area. New Business Discussion & necessary action re: Draft Policy for repair vs. replacement of failed grinder pumps Public Works & Utility Committee Meeting Minutes February 18, 2026 Page 3 of 3 Office: (262) 246-6100 | Email: VillageHall@LisbonWI.gov | Website: www.LisbonWI.gov Administrator Green presented a draft policy establishing criteria for determining whether to repair or replace failed grinder pumps. The policy states if estimated repair costs are 50 percent or more of the cost of the pump, the district will purchase a new pump. If repair costs are less than 50 percent of the replacement cost, the district will repair the existing pump. This cost-benefit approach will allow staff to make timely decisions without bringing each case to the committee. The committee discussed Policy Item 8, which required deviation approval from both the Public Works Chair and the Village President. Since both are Village Board members, the committee agreed to strike “or village president” from that provision. Motion by Trustee Moonen, second by Mueller, to approve the policy determining whether to repair or replace failed grinder pumps with the amendment striking “or village president” from Item 8. Motion carried 4-1 with Beal dissenting. Items to be Placed on a Future Agenda Trustee Moonen reviewed the remaining topics coming back to the Committee next month.  Update on Ongoing I & I issues  Update on Lift Stations  Update on Sewer Service Area Amendment  Update on Sewer Service Code  Update on Sewer hookup options for LSBT 0193.017 No further additions were requested.
