VILLAGE OF LISBON W234 N8676 Woodside Rd Lisbon, WI 53089-1545 Office: (262) 246-6100 | Email: villagehall@lisbonwi.gov | Website: www.lisbonwi.gov STAFF MEMORANDUM DATE: March 2, 2026 TO: Parks Committee FROM: DPW Director Nick Wilichowski RE: Concrete Installation Inspection – LCP Baseball Diamond Background Several questions and concerns have been raised regarding the quality and final product of the concrete slabs that were poured this winter. The concerns specifically relate to: • Thickness of the concrete slabs • Time of year the concrete was poured • Base material beneath the slabs • Undermining at slab corners The following provides a detailed explanation addressing each concern. Thickness of the Concrete Slabs The slabs were designed and poured at a nominal thickness of 3½ inches. Field verification confirms that the vast majority of the slab meets this specification. There are minor variations along certain edges where thickness measures slightly under 3½ inche s. These variations are isolated to the perimeter and do not extend across load-bearing sections of the slab. It is important to note: • The slab incorporates fiber mesh reinforcement throughout the concrete mix. Fiber reinforcement significantly increases tensile strength, reduces shrinkage cracking, and improves overall durability. • The slab is intended to support bleachers and pedestrian traffic, not vehicular loads. • A 3½ -inch reinforced slab on a properly prepared aggregate base exceeds the structural demand required for this type of installation. Even accounting for minor edge variations, the slab maintains structural integrity well within acceptable tolerances for this application. There is no indication of structural deficiency or compromised performance. Time of Year the Concrete Was Poured Concrete placement during winter months is a common and accepted practice in Wisconsin and other cold-climate regions. Cold-weather concreting procedures are well established within industry standards. STAFF MEMORANDUM RE: Concrete Slab Concerns Page 2 of 6 Office: (262) 246-6100 | Email: villagehall@lisbonwi.gov | Website: www.lisbonwi.gov Key considerations: • Cold temperatures slow the curing process but do not weaken properly placed and protected concrete. • Winter pours are often advantageous in reducing rapid moisture loss and shrinkage cracking that can occur in hot weather. • The finish specified for this slab was a broom finish, which does not require the same extended finishing window as decorative or polished concrete. Provided proper mix design and cold-weather placement practices were followed (which they were), there is no structural or durability concern associated with pouring during winter conditions. The time of year does not negatively impact the slab’s long-term performance. Base Material Beneath the Slab The subgrade and base preparation for this project exceed typical residential and light commercial standards. Due to frost depths exceeding 12 inches at the time of excavation: • Additional unsuitable material had to be removed. • More than 12 inches of compacted stone base was installed beneath the slab. For comparison: • Typical residential patios often utilize 3–4 inches of base. • Standard driveway installations frequently use 6 inches of compacted base. The installed base depth on this project is well beyond minimum requirements for a non -vehicular slab. The additional stone provides: • Enhanced load distribution • Improved drainage • Reduced frost heave potential • Increased long-term stability From an engineering standpoint, the slab is supported by a base system that is more than adequate and can reasonably be described as over-engineered for its intended use. Undermining of Slab Corners Voids that were observed at certain slab corners were temporary and resulted from environmental conditions and construction sequencing. The primary causes were: • Forms were removed prior to immediate backfilling. • The aggregate base material was frozen at the time of placement. STAFF MEMORANDUM RE: Concrete Slab Concerns Page 3 of 6 Office: (262) 246-6100 | Email: villagehall@lisbonwi.gov | Website: www.lisbonwi.gov • As thawing occurred, expansion and minor displacement of stone caused material to shift outward from beneath the slab edges. This movement created visible voids at some slab perimeters. However: • The structural support of the slab was not compromised. • Parks staff subsequently backfilled and compacted gravel into all affected areas. • The voids have been eliminated and edge support restored. It is important to emphasize that this condition was cosmetic and temporary in nature, not structural. Overall Assessment After reviewing slab thickness, reinforcement, cold -weather placement, base preparation, and the observed edge conditions, there is no evidence of structural defects, installation failure, or improper construction practices. The concrete installation: • Meets its design thickness • Includes reinforcement to enhance durability • Was placed using accepted winter construction practices • Is supported by a base that exceeds standard requirements • Has had minor perimeter voids properly corrected Based on these factors, the slab is structurally sound and fully suitable for its intended purpose of supporting bleachers and pedestrian use.
