Administrator Green provided an update on meetings with Richmond School regarding their I & I
issues. The school representatives stated they will televise their system to identify problems and work
with the Village. They claim to have a grease trap but do not prepare food on-site, suggesting a
classroom experiment may have led to foaming issues. Green also reported that Willow Springs has
committed to televising their system in the spring to address their I & I issues. The village will follow up
with both Willow Springs a nd Richmond School to ensure the work is done during the rainy season to
better identify infiltration issues. No action taken.
Discussion & necessary action re: status update on Lift Stations.
Administrator Green stated Richmond School has requested delaying any chemical treatment until
2027 as they haven’t budgeted for it in 2026. The estimated cost was approximately $50,000 for ice
picking and around $30,000 for the chemical agent. The commi ttee discussed the need to confirm
with Sussex that the chemical treatment would be acceptable for their system and to understand the
logistics of handling waste after treatment. Committee member Eberle suggested getting cost
proposals before Labor Day so the school could budget for it in 2027 and recommended letting the
school know that there is no guarantee the treatment will work. No action taken.
Discussion & necessary action re: Sewer Service Area amendment.
Administrator Green reported that Foth will attend the upcoming Plan Commission meeting to discuss
“Focus Area 1” of the five focus areas for the sewer service amendment. This area is around Richmond
School and will involve reviewing proposed watershed boundaries. Foth will seek the Plan
Commission’s input on the service area boundaries but won’t address density or feasibility concerns
yet. No action taken.
Discussion & necessary action re: possible future updates to Sewer Service Code.
Trustee Beal expressed concerns about the current policy that homeowners pay for grinder pumps
installed after July 1, 2020. She will meet with Administrator Green regarding potential changes to the
code, but Green noted that major code revisions are on hold pending the sewer service area work. No
further action taken.
New Business
Discussion & necessary action re: Sewer hookup options for LSBT 0193.017.
Administrator Green presented options for providing sewer service to a vacant lot on Gulf View Road.
The property owner indicated the ground won’t percolate for a septic system, making sewer
connection the only viable option. Two options were discussed with Engineer Neitzel : 1. extending a
sewer main 400 feet to serve Bramble Drive and extending a force main north along Gulf View Rd. 2.
Installing individual private force mains. Engineer Neitzel explained that the Sanitary District previously
wasn’t interested in allowing another private force main in the ditch and preferred routing on the road,
which would require repaving. The committee expressed concern about the existing arrangement of
multiple private force mains and requested that Engineer Neitzel explore whether gravity sewer service

could be extended to the area by going further south of manhole 2 and potentially laying pipe deeper
to gain sufficient elevation. No action taken.
Discussion & necessary action re: Stop Sign placement in Lake Five Farms subdivision.
Administrator Green presented a map showing proposed stop sign placements for the Lake Five Farms
subdivision. The proposed placements are on Mei ssner Way approaching Lake Five Road, Lake Five
Rd onto Mei ssner Way approaching Sunflower Pass, and Sunflower Pass approaching Meadow Bliss
Drive. Green explained that there would not be any stop signs coming off the c ul-de-sacs. The
committee reviewed and agreed with the placement of the stop signs without formal action.
Discussion & necessary action re: whether to repair failed grinder pump vs. purchase a new pump.
Administrator Green provided information on a failed grinder pump that would cost $2 ,100 to repair
versus $3,000 to purchase new. The failed pump was about 14 years old with rusted bearings and
deteriorated housing with no evidence of homeowner negligence. Green recommended purchasing
a new pump rather than replacing the old one. The committee discussed cost effectiveness and the
quantity of grinder pump spares. Motion made by Eberle, second by Moonen, to approve the purchase
a new grinder pump at a cost of $3,028. Motion carried unanimously.
Items to be Placed on a Future Agenda
The committee requested the following item for next month’s agenda:
• Creating a policy for grinder pump replacement when repair costs exceed 50% of new pump
cost
Clerk Cappozzo reviewed the remaining topics coming back to the Committee next month :
• Update on Ongoing I & I issues
• Update on Lift Stations
• Update on Sewer Service Area Amendment
• Update on Sewer Service Code
• Update on Sewer hookup options for LSBT 0193.017
No further additions were requested.
Adjournment
There being no further business, motion by Eberle, second by Mueller, to adjourn the meeting at 6:00
p.m. Motion carried unanimously.
Respectfully submitted,
