polling places for residents in the Hamilton School District, affecting approximately half of village
voters. Polls will be open from 7:00 AM to 8:00 PM.
Administrator Report
Administrator Green provided updates on several matters. The architectural survey that was sent out
in late December has received approximately 100 responses so far. The survey is available on the
village website. The GFL garbage collection schedule change affecting over 500 village residents went
smoothly with only a few confusion -related calls. The baseball diamond project is progressing with
fence posts installed, concrete slabs poured for bleachers and dugouts, and foul poles and bases
ordered for spring installation. Lake Country Municipal Court has added Palmyra as a new member
community. A resolution will be coming to the village board to officially adopt this addition. Trustees
noted some issues with accessing the park survey on the website and Administrator Green indicated
he would investigate.
Unfinished Business
A. Discussion & necessary action re: Wesp/ Heinritz CSM (tabled 12/10/25)
The board discussed a certified survey map (CSM) for the West Heinrich property that was
previously tabled. The CSM involves a 2-lot division, with lot 2 proposed to be rezoned for a storage
unit facility. Administrator Green explained that lot 3 and lot 4 currently have access issues under
the village code, which only allows a shared driveway to access two homes. The proposed solution
includes a dedicated T -shaped turnaround area for public access to lots 3 and 4. This would
address the current noncompliance and make the lots buildable. Board members voiced multiple
concerns including whether the T-turnaround was the only viable solution ; how this arrangement
would impact future access and development ; if this would set a precedent for similar situations ;
whether lot configuration could be changed (it cannot without restarting the approval process) ;
the impact on property owners and village maintenance responsibilities; and the status of wetland
delineation in the area . Trustee Moonen expressed concern that approving the CSM with the T -
turnaround would set a precedent and go against village code, while others felt this was a unique
situation with few good alternatives. The Plan Commission had previously recommended approval
of the CSM contingent on planner and engineer comments.
Motion to approve the Wesp/ Heinritz CSM subject to Planner and Engineer comments was made
by Trustee Baum and seconded by P resident Gehrke. Motion carried 4:1, with Trustee Moonen
dissenting.
New Business
A. Discussion & necessary action re: letter supporting elimination of at-grade RR crossing on CTH K
Administrator Green presented information about Waukesha County's request for a village letter
supporting the elimination of the at-grade railroad crossing on Highway K. The letter would support
the county's application for federal funding to construct a bridge over the railroad tracks.

Board members noted that this project would improve traffic flow and reduce noise from train
horns, which has been a concern for nearby residents. The county will not proceed with the project
without substantial federal funding.
Motion to approve the letter supporting elimination of the at -grade crossing on Highway K was
made by Trustee Moonen and seconded by Trustee Quinn. Motion carried 5 -0.
B. Discussion & necessary action re: possible next steps for quarry water expansion project
Ben from Ruekert-Mielke presented an update on the water supply feasibility study related to the
quarry water expansion project. The study has been refined to focus on a "critical area" rather than
the entire region initially considered, reducing the proje cted cost from over $25 million to
approximately $8 million. The presentation covered the revised project scope focusing on high -
priority areas affected by quarry operations; technical details of the proposed water main system
and connection options ; p otential suppliers (Sussex and Pewaukee) and their limitations ; c ost
estimates and potential challenges; and next steps for implementation.
The revised plan involves water mains from Sussex along Townline Road to County Highway K,
continuing down through the East and West View Drive subdivision. For properties along W eyer
Road, the plan recommends connecting to Pewaukee's existing water main. The Board discussed
the feasibility of a split system with Sussex serving the northern area and Pewaukee serving
properties along Wire Road . There were c oncerns about future water rates and source changes ;
requirements for sewer connections if municipal water is provided ; e mergency connections
between systems for redundancy ; t imeline for implementation, with construction potentially
starting in March 2027 ; and s trategies for public outreach to affected residents . Lannon Stone
Products has indicated they would fund the critical area infrastructure improvements. The next
steps include submitting formal water service requests to potential suppliers.
Motion to auth orize submittal of written formal requests to potential water supplie rs made by
Trustee Quinn and seconded by Trustee Baum. Motion carried 5-0.
Adjournment
There being no further business, motion by Beal, second by Baum, to adjourn the meeting at 8:34p.m.
Respectfully submitted,
