634 State Road 19 PO Box 37, Marshall, WI 53559 www.townofmedina.wi.gov MEETING MINUTES FOR TOWN OF MEDINA BOARD of Supervisors Meeting Wednesday January 14th, 2026 Monthly Meeting Minutes The monthly meeting for the Town of Medina Board of Supervisors was called to order by Chairman Todd Weinberger at 5:05 pm. The Pledge of Allegiance was recited during the caucus. Present were Chairman Todd Weinberger, Supervisor Phillip Braithwaite, Supervisor Steven Nampel, Supervisor Sue Zingshiem and Supervisor John Hellenbrand. Also present: Clerk/Treasurer Stephanie Lulling, Highway Patrolman Randy Krause, Mike Monger and Liz Horning from Trek (left at 5:35 pm.), Marla Hellenbrand (left at 6:21 pm), Wedeward (left at 5:38 pm.), Supervisor Steven Nampel arrived at 5:44 pm., Kim Kohler arrived at 5:46 p.m., Mary Olson arrived at 6:00 p.m., Meeting Posted: Monday January 12th, 2026; Town Hall, Whisper’s Roadhouse, Barrel Inn, and Townofmedina.wi.gov Public Appearances: None currently. Correspondence for the Board: WE Energies request for road closures in 2026 (none at this time, Letter from Marshall Fire Department regarding rolling over funds from 2025, land survey to be filled out by Chairman Todd Weinberger. Approve the meeting minutes from December 10th, 2025, meeting: Motion made by Supervisor Phillip Braithwaite to approve December 10th, 2025, meeting minutes, motion was seconded by Supervisor Sue Zingshiem. Motion passed 4/0. Supervisor Steven Nampel absent. Trek Race Permits 2026: Trek race for Friday May 8th, 2026, with hard closure on Box Elder starting at 6:00 am with reopening on Box Elder by 3:00 pm,. Motion made by Supervisor Phillip Braithwaite to approve Friday May 8th , 2026 race presented by Trek, motion was seconded by Supervisor John Hellenbrand. Stipulations presented by Chairman Todd Weinberger- multiple mailers, 1 going out as soon as possible with details and 2 more as the race get closer. Supervisor Sue Zingshiem voted no, and Supervisor Steven Nampel was absent. Road Grants and Updates- Lukasz Lywza: Lukasz was not present for updates. Approve Wedeward Rezone: Motion made by Supervisor Phillip Braithwaite to approve the Wedeward rezone application, motion was seconded by Supervisor John Hellenbrand. Motion passed 4/0. TAC membership Approval: Motion made by Supervisor John Hellenbrand to approve the TAC membership, motion was seconded by Supervisor Phillip Braithwaite. Motion passed 4/0. Computers/Windows 11 upgrades: Motion made by Supervisor Phillip Braithwaite to approve upgrades to the laptops for Windows 11 by Richard Gorder for 8 total laptops, motion was seconded by Supervisor Sue Zingshiem. Motion passed 4/0. Grant Website Fee: Motion made by Supervisor Steven Nampel to approve the membership fee for the Grant Finder website for 6 months, Motion was seconded by Supervisor John Hellenbrand. Motion passed 5/0. Supervisor Steven Nampel was present for this vote. Cold Storage/Pole Shed bid: 1 bid presented to the board for a cold storage shed/commercial building on Missouri Road for the Town of Medina, start with the need to identify the specs of the building, get a building/planning committee with what the actual needs are for the building together.- Update on the February agenda Vacating Roads: Keller, Kok, Connor, West to start looking into vacating. Added to the February agenda Fund Balance Policy: Draft policy drawn up with the recommendations from the auditor. Tabled until the February agenda. Approve monthly checks: Motion made by Supervisor Phillip Braithwaite to approve the monthly checks; Motion was seconded by Supervisor Sue Zingshiem. Boom mower pin broke and parts ordered, post pounder broke, pothole patching, welding, garbage picked up along the roadway, plowing, and salting EMS and Fire Commission Reports: Updates given by Supervisor John Hellenbrand. EMS needs a new washer/dryer Clerk/Treasurer Report: Updates given by Clerk/Treasurer Stephanie Lulling. December tax settlement complete, tax payments continue, 2026-2027 Liquor License Applications and AB- 200 packets sent out, Audit prep continues, Fire dues certification completed, ETF webinar completed, WRS retirement reconciliation completed Future Meeting Information: February agenda-new town attorney, vacating roads list, Fund Balance Policy, town building committee, Trek race updates Adjournment: Motion made by Supervisor John Hellenbrand to adjourn at 6:48 p.m. Motion passed 5/0.
