DRAFT 634 State Road 19 PO Box 37, Marshall, WI 53559 www.townofmedina.org 1 MEETING MINUTES FOR TOWN OF MEDINA BOARD of Supervisors Meeting Wednesday September 10th, 2025 Monthly Meeting Minutes The monthly meeting for the Town of Medina Board of Supervisors was called to order by Chairman Todd Weinberger at 6:00 pm. The Pledge of Allegiance was recited. Present were Chairman Todd Weinberger, Supervisor Phillip Braithwaite, Supervisor Steven Nampel, Supervisor Sue Zingshiem and Supervisor John Hellenbrand. Also present: Clerk/Treasurer Stephanie Lulling, Highway Patrolman Randy Krause , Rochelle Chadwick, Jim Hellenbrand, Jim Stuntebeck, Willie Osborne, Phillip Schmidt, Douglas Lutz, Robert Wendt Meeting Posted: Monday September 8th, 2025; Town Hall, Whisper’s Roadhouse, Barrel Inn, and Townofmedina.wi.gov Public Appearances: Phil Smits has concerns regarding the elevation of the road changing the level of his driveway-concerned about drainage from road into his driveway, Rochelle Chadwick has question for Lukasz regarding the ditch committee paying for culverts (Drainage District) Correspondence for the Board: Chairman Todd Weinberger met with Steve and Gregg from Van Holten’s regarding the safety concerns, strapping concerns and noise level concerns, the ditch, fencing will be going up, trees will be arriving. No additional work this year. Shed on the property will be contained in another larger shed next year, trucks traveling on Canal Road-all drivers have been notified not to travel loaded on Canal Road, ETF open enrollment starting in October, Open House at United Rentals-September 16th from 9a-3p Approve the meeting minutes from August 13th, meeting: Motion made by Supervisor John Hellenbrand to approve the August 13th, 2025, meeting minutes, motion was seconded by Supervisor Sue Zingshiem. Motion passed 5/0. Road Grants and Updates- Lukasz Lywza: Lukasz was unable to attend the meeting. Construction is still on schedule to start September 15th, 2025, for Box Elder Road. Line of Credit for Box Elder project/Missouri Road refinance-resolution: Bank of Deerfield refinanced the Missouri Road property-paperwork signed and returned to Bank of Deerfield, DRAFT 634 State Road 19 PO Box 37, Marshall, WI 53559 www.townofmedina.org 2 Resolution for Box Elder Road 2025-01-Motion to approve Resolution 2025-01 made by Supervisor Sue Zinghsiem, motion was seconded by Supervisor John Hellenbrand. Motion passed 5/0. Box Elder Road liquidation consideration: Chairman Todd Weinberger advised that there are individuals interested in the purchase of the old dump property. The assessed value of the property is $140,555.00. Possibility to lease the property for hunting. Stream Crossing Report-actions: Dane County CARPC went through Dane County and assessed the culverts of the municipalities to determine the level of decay and the water passage through the culverts. Each culvert was graded and put on a list. No action taken at this time. Approve monthly checks: Motion made by Supervisor John Hellenbrand to approve the monthly checks; Motion was seconded by Supervisor Sue Zingshiem. Motion passed 5/0. Fire Services Agreement: Chairman Todd Weinberger advised that there will be a meeting next week between the Town of York, Town of Medina and Village of Marshall representatives in regard to the agreement. Chairman Todd Weinberger went over the agreement with the amendments that have been made so far. New Recycling Ordinance Resolution: Needs to be done and approved by April 30, 2026. Wendt Rezone: Supervisor Phillip Braithwaite advised Wendt rezone would be a split of 1 parcel into 2 parcels. The Planning Commission approved the rezone unanimously; it will remain agriculture land. Supervisor Phillip Braithwaite made a motion to approve the Wendt rezone, Supervisor Sue Zinghsiem seconded the motion. Motion approved 5/0. Highway Report: Updates given by Patrolman Randy Krause. EMS and Fire Commission Reports: Updates given by Supervisor John Hellenbrand. Clerk/Treasurer Report: Updates given by Clerk/Treasurer Stephanie Lulling. DNR recycling grant application for 2026 completed, New Property Tax webinar attended, ETF insurance webinar attended, loan documents retrieved, signed and returned, Maunesha River Bridge Construction update webinar, engagement letter to John Block signed and emailed back Future Meeting Information: Budget, special meeting for fire services agreement and budget meeting may be the same meeting, vehicle purchase consideration, District meeting October 1st, 2025, at 7:00 p.m. for the PSB budget DRAFT 634 State Road 19 PO Box 37, Marshall, WI 53559 www.townofmedina.org 3 Adjournment: Motion made by Supervisor John Hellenbrand to adjourn at 7:11 p.m. Motion passed 5/0.
