RE: EM
S Agreement – Notice of Non-Renewal of Contract
To wh
om it may concern:
The C
ity of Sun Prairie entered into an agreement to provide EMS service to Marshall,
Medina, and York for a three-year term, beginning in 2023. This agreement is set to
automatically renew at the end of this year for a three-year term unless any party provides
notice that they do not intend to review at least six months prior to the expiration date.
Pursuant to Section 11 of the contract, this letter is formal notice from the City of Sun
Prairie that the City does not intend to renew the contract under the current terms.
The
City of Sun Prairie currently provides paramedic-level EMS service within the City of
Sun Prairie, and contracts to provide services to the Town of Bristol, Town of Sun Prairie,
Village of Marshall, Town of Medina, and Town of York using the McGrath formula to
allocate costs. The McGrath formula allocates funding based on population, equalized
value, and ambulance runs in each municipality.
When t
he City agreed to provide ambulance services to Marshall, Medina, and York in
2022, the hope was that the ambulance based in Marshall would be available to respond to
calls from residents on the east side of the City of Sun Prairie. Due to the distance of the
Marshall station from the City, this has not been practically feasible. All communities in
our service area were also affected by the closure of the SSM Emergency Room facility in
Sun Prairie, which necessitated the City adding an ambulance due to the increased time a
call takes now that residents must be transported to downtown Madison for calls. There
are now four ambulances in service – three based out of Sun Prairie and one based out of
Marshall.
Af
ter reviewing the City’s five-year financial management plan, projections for future EMS
budgets, and the Wisconsin Policy Forum report on EMS service in our region, it is clear the
City cannot continue to provide service to Marshall, Medina, and York under this model.
The chart below shows the cost of staffing the Marshall ambulance, the call revenue from
the Marshall ambulance, and the amount the City has been expending to provide
ambulance service in Marshall.
2023 2024 2025
Marshall Ambulance Expenses $1,003,729 $1,003,613 $1,137,390
Call Revenue from Marshall ambulance $214,173 $219,000 $278,300
McGrath Funding from Marshall, Medina,
and York $172,197 $234,419 $228,932
City of Sun Prairie expense to operate
Marshall ambulance $617,359 $550,194 $630,158
Th
e City is willing to continue providing service to Marshall, Medina, and York under a
contract with new terms. The two feasible options for service to continue are:
1. Par
amedic service to Marshall, Medina, and York from an ambulance based out
of the City of Sun Prairie Station 1 (east side), billed under the McGrath formula.
2. Marshall, Medina, and York funding the full cost of paramedic-level ambulance
services based out of Marshall’s Public Safety Building.
Pr
ojected costs for those options are provided on the attached page. Fire Chief Garrison
and I are available to come meet with your Boards to answer any questions you have about
service models going forward.
Plea
se let Sun Prairie know if you will be selecting Option 1, Option 2, or transitioning to a
different provider by July 15, 2025, so that we can adequately plan for next year’s budget.

t regards,
