Bridge Aid is being done for the 2 Canal Road bridges, STP local funding-currently looking into roads-will have a recommendation for the July meeting, Archeologist for the retaining wall project would be approximately $10,000.00. EMS Proposals: Waterloo FD-not a paramedic level service, inter-operability between counties, mutual aid agreements- Rob Lulling gave insights/overviews into the RFP’s- with Marshall EMS being a Paramedic level service at one time-is it legal to drop down to an AEMT level (waiting on response from the state), night shift flex staff, special events (school games, blood pressure checks), DRAFT 634 State Road 19 PO Box 37, Marshall, WI 53559 www.townofmedina.org 2 budget proposal for year 1 with an upfront payment of $120,000.00- using their own ambulance, year 2 they add full-time positions, AEMT’s cannot give pain medication, they cannot intubate patients, cannot give advanced cardiac medications- Paramedics can administer these advanced medications SPEMS- did not submit and RFP, but did give a letter with costs listed, if the East Side SPEMS is out the next ambulance to come to Marshall would be coming from downtown (at least 10 minutes or more away), no complaints about service level right now with them being at the Marshall station- SPEMS is projecting revenue losses for Marshall calls-with Marshall call volume staying steady or rising each year Deer Grove EMS- did not submit and RFP due to a lot going on in Deer Grove-not the right time to take on another municipality LifeStar EMS- private ambulance company and Dane County makes it difficult for private companies to operate, do they have a pager tone through Dane County??, mutual aid from Columbus first- Dane County has an intergovernmental agreement within Dane County regarding no mutual aid for a private ambulance company, only 1 medical director needed for the entire company, Slinger very happy with the service-Waupun-not so happy, if we were to contract with them-we would need to make it very clear that we need an ambulance in Marshall at all times, they do cover 38 municipalities and there is a stigma against private ambulances, consistent pricing over the years, billing predictions are reflected in the pricing based on the per capita rate, $1100.00 basic life support, $1600.00 advanced life support cost, rates are usually raised every 18 months or so, turn key ambulance – if a new ambulance is needed the municipality does not pay any portion- Marshall Fire Department- Marshall Fire wants to be involved in the transition with whomever provides service, MFD requests to operate under the medical director of SPEMS for the duration- conversations have already occurred, Phase 1 in partnership with SPEMS- dedicated EMR who will be on duty at all times-paid on call?? Volunteers?? Who is the staff? (utilizing 2 full-time staff, paid on call would be night time, external recruiting), - model that Marshall EMS had and it didn’t work- this would be the same model, full time day time coverage schedule -Full time Chief -working every other weekend 12 hours at a low pay rate -difficult to find someone that would take the position (someone in house to take the position?) paid on call staff to cover 12 hours a day -365 days per year- is that sustainable???, when can training and classes be taken, Andrew Kirch-Medina resident prefer not to have someone that is newly trained on the ambulance to take care of patients- required number of training shifts would be required, ALS ambulance coverage 24/7 paramedic staffing- doubling the hours for paid on call staff to cover, ideas to bring the costs down- do you DRAFT 634 State Road 19 PO Box 37, Marshall, WI 53559 www.townofmedina.org 3 need 2 administration positions for 1 ambulance for a small community?? Paramedic flex staffing- allows flexibility to not run as a Paramedic ambulance-new to Wisconsin EMS-will need a conversation with the Regional Coordinator to see if this a possibility, fully municipal instead of being a private entity-would be a commission ran entity- Phase in FF/Paramedics-what is the plan if they cannot find applicants to hire? What’s the plan if they cannot find people to apply? Back-up plan? Good pool of people to hire?, shared staffing-cross-credentialing- teaming up with Waterloo or Sun Prairie, etc.. to get a larger staffing pool-people can cross borders to work at multiple locations- Rob Lulling’s recommendation would be for the 3 municipalities to have a meeting between all 3 municipalities, and a public hearing to bring in the communities to ask questions Decision regarding Box Elder retaining wall: tabled until a decision is made by the Village of Marshall for partial funding. The retaining wall would not be included in the Box Elder Road funding. Line of Credit for Box Elder project/Missouri Road refinance: tabled until the July meeting. This is the most versatile piece of equipment the Town of Medina has. Motion made by Supervisor John Hellenbrand to approve the purchase of the loader plow, Motion was seconded by Supervisor Sue Zingshiem. Roll call vote-Supervisor Phillip Braithwaite:yes, Supervisor John Hellenbrand:yes, DRAFT 634 State Road 19 PO Box 37, Marshall, WI 53559 www.townofmedina.org 4 Supervisor Sue Zingshiem:yes, Supervisor Steven Nampel:yes, Chairman:Todd Weinberger. Missouri Road Storage: looking at replacing the shed that was lost in the tornado. Currently all unused equipment is being stored at the highway patrolman’s residence. May or may not be heat or concrete floors, prep for insulation, possible committee formation consisting of 2 board members (Supervisor Steven Nampel and Chairman Todd Weinberger), Highway Patrolman Supervisor and 1-2 community members (Ken Myren and Rochelle Chadwick willing to be on the committee), decisions need to be made about placement and size. Next step is to get some names/businesses and a wish list of practical information and the development of a proposal. Motion made by Supervisor Sue Zingshiem to approve looking into building a storage facility and forming a committee, Motion was seconded by Supervisor John Hellenbrand. Motion passed 5/0. Kirch Rezone: Andrew Kirch and Shannon Shade want to rezone 1 acre of land currently owned on a 17-acre parcel and want to transfer a building right to that property. Transfer to Oak Park Road/ Lea Drive from East Medina Road. The site is buildable if it’s appropriately located with part of the slope being incorporated into the building. Transfer does follow the Comprehensive Plan and does make sense. Dane County would have to follow up in regard to the slope. The Planning Commission approved the rezone unanimously. Motion made by Supervisor Phillip Braitwaite to approve the rezone application of Andrew Kirch/Shannan Shade to allow the transfer of 1 development right from parcel0812-261-9500-1 as a TDR-S sending district to the proposed RR-1 parcel as a TDR-R receiving district, with the following conditions: 1-Owner shall record a deed restriction on TDR-S parcel prohibiting further non-farm development and 2- Owner shall record a deed restriction on the proposed RR-1 receiving parcel limiting the keeping on livestock in accordance with Town of Medina animal unit restrictions. The motion was seconded by Supervisor John Hellenbrand. Motion passed 5/0. Wedeward Rezone: Michael Wedeward would like to build a house behind the house that is currently there. It would create a rural residential parcel of about 3 acres on Waterloo Road. The power lines run along the property and there is an easement of about 75 feet given the location of the parcel that they want to create, 66 feet or 100 feet that borders the Waterloo Road to the west and a narrow strip of about 600-700 feet where the larger lot would be located. It would be an oddly shaped parcel, the soil where the driveway and house will be located is relatively poor quality, the property has been owned by the Wedeward’s for many years and will be owned by them for several DRAFT 634 State Road 19 PO Box 37, Marshall, WI 53559 www.townofmedina.org 5 years to come, the third issue is the driveway location-Waterloo Road shared driveway location- Dane County did not like that plan-and will use the new lot dimensions to use as the driveway- that new location is at the crest of a hill-300-350 feet from the crest of the hill to the driveway, but does plateau. The Planning Commission unanimously approved the application for the rezone for the Wedeward property. Motion made by Supervisor Phillip Braithwaite to approve the rezone application of Michael Wedeward to create an RR-2 parcel from parcel 0812-114-9001-3, limiting the keeping of livestock in accordance with Town of Medina animal unit restrictions; Motion was seconded by Supervisor John Hellenbrand. Motion passed 5/0. Highway Report: Updates given by Patrolman Randy Krause. Trucks entering signs for Van Holten’s put up, June Bug Road sign put up, trim trimming on Jacob’s Road, pothole patching done, spraying done, cemetery stone put back up, mowing, Luke from Scott’s for road projects Box Elder and Clarksen Road $25,000-$30,000 for chip sealing, train detection signs on Cherry Lane did work last night, mandatory 18 inch culvert size lifted (what needs to be done) Van Holten driveway did not need a culvert and was dug out too deep-the board has the ability to waive any ordinance specification-would go through the Planning Commission first and they can waive that as needed EMS and Fire Commission Reports: Updates given by Supervisor John Hellenbrand.
